PROPOSAL CALL ANNOUNCEMENT CALL 0025
QUESTION AND ANSWER
Question:
The BAA call states that a party may submit a white paper on one or more areas. Can a party submit multiple white papers on one need area?
Answer:
Yes. A company can submit more than one white paper in a topic area. Please make sure that it is clear on the white paper submission which area is being proposed to.
Question:
To whom should the white paper mailing be addressed?
Please address all white paper mail to Devin Reedy.
If submitting multiple white papers, can all the copies be included in a single envelop, or does each white paper have to be mailed separately?
You can include them in the same envelop but make sure they are clearly individually labeled.
If multiple white papers can be mailed jointly, do you need an individual CD of each white paper, or can we include a single CD with electronic copies of all white papers?
Each white paper needs a separate CD.
It says that white papers must be five pages or less not including the cover page. Does this mean that the five pages includes the Cvs of the principal investigators, or are the Cvs excluded from the five page limit?
The five pages include the principal investigators information.
It says that the papers must be sent via mail on a CD with two hard (printed) copies. Is it required that you receive the white papers by mail, or can we send them to you and Mr. Romo-Garza via e-mail?
Everything needs to be submitted via mail (hard copy).
Do the white papers have to be done in Microsoft Word, or can we provide you with PDF files?
The White paper instructions document states that everything needs to be prepared in Microsoft Word.
The "ANTICIPATED FUNDING for this CALL is specified as a set amount for each of three years, FY11, FY12, and FY13. Are these budgets by GFY?
Yes these are government fiscal years. Please note that this is just an estimate funding plan.
Is it permissible for performance to extend beyond the anticipated budget years, to allow for a level performance activity?
Yes.
Because this CALL identifies only three years of budget, may we presume our RFI response should be limited to that timeframe (GFY - 28 months / CFY - 32 months / presuming Contract Award 01JUN11)?
Answer:
No. The funding is anticipated to be available the first fiscal years in order to cover the full period of performance. The award may be fully funded on the third year to cover the last two remaining years, however billing will be done according to the award's terms and conditions.
Question:
The CALL states: "The anticipated period of performance for individual awards resulting from this CALL is 60 months in duration."
1. This appears to conflict with the aforementioned anticipated funding.
May we assume that the period of performance for individual awards resulting from this call is up to 60 months in duration?
No - Funding in R & D is good for two years, the funding from the third fiscal year will be available for an additional 24 months. This shall cover the 60 month period.
If we overnight the package on Friday Jan 21, does that generally get to you by the deadline Monday Jan 24 at noon? Or should we send it earlier?
Answer:
The Government does not have a way of determining proposal/white paper delivery time. It is up to the offeror to ensure the package arrives by the due date & time.
