REQUIREMENT DESCRIPTION:
The Air Force Research Laboratory is soliciting proposals in Space Components Technology under subparagraph C of the Space Components Technology Area, Topic 4. Advanced Ballistic Missile Technologies of the Broad Agency Announcement VS-07-03 posted on 02 November 2006. See the following for detailed information:
The Ballistic Missile Technologies (BMT) Program within AFRL Space Vehicles Directorate is interested in developing technologies and algorithms to deliver the next generation in global strike capabilities.
The overall objective of this effort is to develop and demonstrate a low cost, highly accurate (pico-second), highly available timing and calibration network enabling extremely precise position-navigation-timing (PNT) solutions (sub-meter) for GPS denied environments. The purpose will be to enhance US strategic mission areas (ballistic missiles) as well as other precise PNT-dependent missions requiring >10X improvement over GPS accuracies with robust performance in currently weak signal environments (canyons, buildings, etc).
The development of these technologies will require a number of innovations, including: inter-nodal communications (time of arrival measurements, high signal-to-noise ratios, multipath mitigation, etc), transmitter/receiver hardware development, and flexibility to integrate with multiple signaling methodologies. In addition, the pico-second timing network must be scalable and capable of operating over long distances (> 100 km). The use of high performance radios shall be employed to demonstrate this technology through wireless capability.
The proposal should be divided up into three stages (Basic, Option 1 and Option 2). The Basic effort shall focus on developing technology, utilizing government provided commercial hardware/software (less software licenses where applicable), for wireless indoor/outdoor system prototype test/verification. Hardware and software performance improvements can be integrated into each option. The milestone for the Basic is a successful real-time demonstration of a wireless prototype system in a controlled dynamic laboratory environment. In addition, the development of a timing calibration model shall be developed for verification of the performance.
Option 1 will focus on eliminating/reducing performance limitations, such as multipath and latency. The demonstration location shall cover an area of one to two acres. The milestone for Option 1 is a successful real-time demonstration of the wireless prototype system in a more operationally relevant environment. The operationally relevant environment consists of the system being tested outdoors with a focus on performance with natural environments.
Option 2 shall progress the system to meet a smaller, optimized hardware design for multiple missions. The end milestone should be focused on demonstrating a real-time, scalable, highly-accurate, wireless network timing technology (Phase-net) for PNT solutions. In addition, the end item should be capable of communicating over a common interface with outputs consisting of relative position and timing (for uses in network timing).
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: $4.85M
FY10: $1.85M
FY11: $1.5M Option I FY12: $1.5M Option II This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for contract award(s) resulting from this CALL is 12 months of technical effort for the basic contract and 12 months each option. The period of performance includes 12 months for the technical effort and an additional 3 months for Final Report preparation.
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 1159 a.m. ET on 13 May 2010. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).
CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under the Federal Acquisition Regulation or Other Transaction (OT) for Prototype, grant, cooperative agreement, or OT for Research. It is anticipated that awards under this BAA will generally be Cost-Plus-Fixed-Fee (CPFF) completion form contracts, which require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. A model contract will be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding at least one (1). However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.
ANTICIPATED AWARD DATE: 1 June 2010.
INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
DELIVERABLES ITEMS: The intent of this project is described in the Requirement Description above. Offerors should propose data, hardware, and/or software deliverables consistent with tracking progress, verifying performance, and otherwise establishing the objectives of the project. Monthly technical and financial Status Reports and a Final Technical Report in accordance with PRS Pamphlet 61-201, Preparation of Final Report, are required data items.
OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is UNCLASSIFIED
2. ITAR/Export Control: Research areas may involve technology that is subject to U.S. Export Control Laws. It is anticipated that award(s) will be unclassified with limited access. Therefore, only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposals. 3. The Aero Thermo Technology Inc. is prohibited from submitting a proposal under this call.
4. Foreign owned firms are advised to contact the Contracting Officer or the Program Manager to determine if there are restrictions to receiving awards.
5. Proposals are intended to be evaluated, and award made without discussions, unless discussions are determined to be necessary. However, the Government may obtain clarifications to determine proposal acceptability. Discussions may be held with prospective awardees prior to award if needed. In the event the Government is unable to conclude negotiations with the apparent successful offeror(s), it reserves the right to conduct negotiations with another acceptable offeror.
6. Other: Specialized information or requirements which are believed to be pertinent to the requirement shall be provided by the offeror in written form and incorporated into the proposal.
7. Government Furnished Property/Government Furnished Equipment:
Attachment 1, Government Furnished Equipment (GFE) list.
8. Attachment 2, “Representations and Certifications”, must accompany the proposal.
9. Attachment 3, “Special Cost Proposal Submission Instructions”, must be included as part of the cost proposal if you plan on proposing on FAR type contracts.
10. Attachment 4, “Assistance Instructions for Preparing Budgets”, must be included if you plan on proposing on assistance type proposal.
11. Contractor Support Services may be incidental for this requirement.
APPLICABILITY OF BASELINE BAA: All requirements of BAA-VS-07-03 apply unless specifically amended and addressed in this CALL.
