BROAD AGENCY ANNOUNCEMENT BAA VS-07-03 Modification 4
WHITE PAPER PREPARATION AND SUBMISSION INSTRUCTIONS
Attachment A The Air Force Research Laboratory (AFRL) Space Components Technology Branch reserves the right to solicit white papers through BAA VS-07-03. White papers should be submitted ONLY if the call specifies. If a call solicits white papers, the following preparation and instructions will apply.
1. White Papers: SEPARATE WHITE PAPERS ARE REQUIRED FOR EACH SEPARATE TECHNICAL TOPIC AREA SPECIFIED IN THE CALL. Each white paper must stand on its own merit. The Spacecraft Component Technology Branch will use only information provided in a white paper in the evaluation process potentially leading to a full proposal request and contract award.
2. Preparation: Prepare the white paper simply, economically, in accordance with all instructions contained herein, and in any external sources referenced herein. Convey all required information concisely using straightforward language.
3. Process: White paper submission includes a two step process. First, the evaluation team will evaluate the white paper/abstract against the evaluation criteria stated in the BAA. Second, the offerors whose white papers/abstracts are of interest may be invited to submit a formal proposal. Offerors whose white papers/abstracts are determined to not be of interest are not precluded from submitting a proposal and may request proposal instructions if they so desire. All offerors submitting white papers/abstracts will be contacted by the Government; either with a letter informing them that the effort proposed is not of interest to the Government, or with a request for a formal cost and technical proposal by a specified date. Proposals submitted without first submitting a white paper will not be considered for award.
3. Composition:
1. For the purposes of this solicitation, a white paper shall consist of three (3) sections:
Section A
- Cover Page (use template provided)
- Rough Order Magnitude (ROM) Cost
- Schedule
- Vitae of Principal Investigator and Key Personnel
Section B
- Task Objective
- Description of Work to be Performed
- Technical Summary
- Proposed Deliverables
2. Prepare all documents electronically in Microsoft Word format. Submit a single Microsoft Word document containing all of the sections identified in paragraph 3.1 for each white paper submitted.
4. White Paper Submission:
1. Submit with a cover letter, an original, two paper copies, and one electronic copy of the white paper. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office.
2. White papers should be submitted to Det 8 AFRL/RVKV, Attn: “As Identified in the CALL”, 2251 Maxwell St SE, Bldg 424, Kirtland AFB NM 87117-5773. Proposals sent to any inappropriate address are ineligible for award. Whitepaper sent via facsimile or electronic means will not be accepted. Classified white papers will not be accepted unless specified in the call.
5. Restrictive Marking: White papers containing data that is not to be disclosed to the public for any purpose or used by the government except for evaluation purposes shall include the following statement on the cover page:
The proposal or quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed, in whole or in part, for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror as a result of, or in connection with, the submission of these data, the Government shall have the right to duplicate, use, or disclose these data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use the information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained on sheets (insert page numbers or otherwise identify the sheets).
Each restricted data sheet should be marked as follows:
Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal or quotation.
This marking may be in Arial font size 8 and shall be at the bottom only of each applicable page.
6. Page Limitation on White Papers: Shall not exceed five pages not including the cover page.
Extraneous information (information not explicitly requested in this announcement) is not desired by the government and shall not be submitted. The government will only read and evaluate each section up to the above stated page limitation. Pages over the page limitation will not be evaluated.
7. Page Format:
A. Paper Size – 8.5 inch x 11 inch
B. Margins - one-inch on each page C. Font – Arial 11 pitch font or equivalent, to include tables, diagrams, and charts. Any other information (e.g. captions) shall not be smaller than Arial 8 pitch font or equivalent.
D. Single space.
E. Each printed side of a sheet counts as a page.
9. Instructions for White Paper Composition
SECTION A
COVER PAGE. Use attached template.
The following are offered as a recommended template for the remaining parts of the white paper. Regardless of how the offeror chooses to prepare the white paper, all white papers shall contain the information requested below and elsewhere in this announcement.
ROM COST. ROM cost section should provide top-level details on major cost items such as labor, special equipment that will need to be purchased, materials and any subcontracts or other organizations’ costs (to include government furnished facilities, equipment or personnel) for the proposed effort. Cost shall NOT include capital equipment/improvements or general purpose computers or software. The proposed effort(s) shall not exceed the funding profile listed in the call.
SCHEDULE. The schedule area shall identify and describe major milestones for the contract effort. Start and end dates for specific tasks identified in the technical/ management section should be shown.
VITAE. A brief vita on the principal investigator and any other key personnel who will be performing a major effort on the proposed research should also be included.
SECTION B
TECHNICAL/MANAGEMENT. Technical/management shall present, briefly and concisely, the important goals, aspects and core issues of the proposal in technical context. The technical area shall include:
(1) Abstract
(2) The technical topic area to be addressed and Statement of Objectives and proposed approach to meet the objectives
(3) Description of the research and effort to be accomplished
(4) An assessment of technical risk
(5) Description of projected military utility/application or shortfall and predicted impact of such a solution should it prove successful
(6) Management – describe how the research shall be organized, other subcontractors or organizations that will be doing portions of the technical effort and how the efforts are related to each other, along with any other management or administrative information that should be provided for evaluation of the proposal.
(7) Provide deliverables that may be used for tracking progress or demonstration.
