BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-VS-07-03; Topic Area #2

PROPOSAL CALL ANNOUNCEMENT AMENDMENT NUMBER: This is amendment number 02 to CALL 0017

AMENDMENT DESCRIPTION:

1. Question & Answer

The government has received numerous questions about the use of proprietary information and software to produce the BAA results. The end goal of the BAA is to have as much of the end products and information available via open-sources. This need is based on the fact many of the requirements are too broad or undefined. The government must have detailed insight into the methods developed and the way in which these new algorithms where tested in order to evaluate the applicability of those methods against these new needs. Requirements may not even be available until year three or after the efforts are complete. The same is true for the other two areas. Therefore, the government is asking that the results of the BAA, test methods and any software used to develop and test these algorithms be open-source. An example of open-source would be raw MATLAB source code. Any proposal that does not meet these criteria will still be deemed acceptable. However the lack of open source will negatively impact the government’s evaluation of the proposal.
