PROPOSAL CALL ANNOUCEMENT (CALL) TITLE: Rail Launched Small Launch Vehicle for Responsive Space Technology Demonstration

REQUIREMENT DESCRIPTION:
AFRL/VS is interested in receiving proposals for research into the development and demonstration of a Bantam-class Space Launch Vehicle. This vehicle would lift a small payload (under 100 lbm) to LEO (28.5 degrees, 100 nm circular) and incorporate an efficient and miniaturized avionics suite and associated range safety system. Responsive operations supporting short-duration call-up and launch sorties should be incorporated. Launch rail operations are desired. The vehicle should have a payload dynamic envelope of at least 15 inches in diameter and 36 inches long. Simplified launch vehicle and payload processing should be incorporated. Simplified payload fairing and standard payload interface architecture is desired. Responsive space features such as on-board metric tracking, space-based telemetry collection, and safety systems should be incorporated. Low fly-away costs are desired as well. Demonstration of innovative avionics and thermal protection systems of interest to responsive space operations is desired.
An incremental development strategy demonstrating a sounding rocket capability followed by an optional space launch capability is desired.
Familiarity with existing range safety processes and experience conducting launch missions of at least a sounding rocket class vehicle is preferred (exo-atmospheric flight).
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: $4M
FY07: $1M
FY08: $2M
FY09: $1M
This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is between 18-48 months of technical effort. The period of performance is to be proposed in the format “12 months for the sounding rocket effort (Phase I) followed by 3 year option that covers the second Phase (Space Launch Vehicle [SLV] and associated avionics demonstration), total technical effort NTE 48 months and 3 months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 1200 p.m. MDT on 29 Jun 2007. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).
CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a CPFF contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one (1). However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.
ANTICIPATED AWARD DATE: NLT 29 July 07 INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
DELIVERABLES ITEMS:
1. Hardware: Demonstration launch vehicle for each phase.
2. Data: Periodic reports that adequately describe the technical details of the hardware and software development process. Periodic Technical Interchange Meetings to coordinate demonstration launch activities.
OTHER RELEVANT INFORMATION:
1. Program security classification for this CALL is UNCLASSIFIED
2. ITAR, export control, DD Form 2345 required
3. Government Furnished Property: Launch range support including assistance with scheduling, range safety planning, frequency allocation planning, and demonstration launch execution.
4. Other APPLICABILITY OF BASELINE BAA: All requirements of BAA-VS-07-03 apply unless specifically amended and addressed in this CALL.
