Technical Operations V (TOPS V) Task Order Description/Statement of Objectives

TOPS Effort #: 0001

Date: 1 March 2016

TO Title: Photonic and plasmonic materials development

Period of Performance: 39 months after mail date (36 months for technical effort plus 3 additional months for completing the final report).

1.0 Background: The purpose of the program is to focus on the translation of promising research in photonic and opto-electronic materials into device and system technology to support Air Force technical needs in communications, intelligence/surveillance/reconnaissance (ISR) and electronic warfare (EW). The aim is to leverage ongoing developments in photonic integration, novel opto-electronic materials, heterogeneous integration and quantum information to achieve new technical performance in optical, RF and photonic systems.

2.0 Scope: This task focuses on applying research in photonic materials and combining that research with materials processing, process development, integration and growth to develop and transition new technology platforms for ISR and EW applications to address AF needs for A2AD environments.

3.0 Objectives: The objective of this task will be to develop plasmonic and optical materials for use in novel imaging, directed energy and communication systems. Specifically, the works should cover novel metal and ceramic plasmonic materials for visible, mid-IR and long wave IR as well as bulk glass and ceramic systems.

Materials which enable the manufacture of surface based optical systems such as diffractive optics, planar optics, filters, beam formers and conditioners for both narrow band and wide band applications. Additionally, materials which as bulk or surface provide functionality for multiple spectral domains (both RF and Optical, for example) of operation are sought to enable novel system concepts. Manufacturability of systems and processability of materials are a focus of investigation to enable affordable and flexible use in novel technologies.

4.0 Description of Work: The contractor shall develop application specific novel optical and electromagnetic materials. Work under this task will focus on materials and devices for photonic and plasmonic systems, novel optical systems, ISR technologies and laser and directed energy technologies. These materials and components are for a variety of applications including multiband electronic warfare, onboard integrated photonics , laser systems, compact and lightweight optical systems, and multispectum sensor and DE systems. The program will perform research where materials solutions are needed to create components that meet demanding requirements that have been determined from current user needs or perceived future needs.

Research will be performed through specialized studies to examine novel material solutions, fabrication of novel test structures and devices, and evaluation of externally acquired state of the art materials and components. Research areas include integrated photonics, plasmonic materials and devices, advanced high bandwidth photodetectors, antenna design and materials, multi spectrum signal processing, photonic integration, integrated optical amplifiers, and planar photonics. Development of nano dispersed ceramic precursor materials of typical IR materials that can be used to create polycrystalline ceramic optical components for demonstration and characterizations. 21 March 2016 be considered, as will solution and physical precursor characterization. Optical and plasmonic ceramics and associated deposition and fabrication procedures will be explored. Control of impurities and dopants will be of principle concern in these studies. Studies of combined optical and electronics properties will be conducted.

Novel manufacturing techniques that enable higher performance or lower cost production are a focus of effort.

Reduction or elimination of impurities and monitoring of impurity effects on final optical component qualities are part of the envisioned research activities.

6.0 Operations Security Requirements: All contractors shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract. These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.

Program Protection Plan (PPP) – Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP.
