Funding Opportunity Announcement Number: BAA-AFRL-RQKM-2016-0010 Amendment Number: 0002

The purpose of this amendment is as follows:

1. Paragraph 1.5.b. is changed to read:

Program security classification: Up to and including Secret shall be required.

This effort requires a Secret facility clearance.

2. Paragraph 111.5.a is clarified to read:

Foreign participation: Foreign participation at the prime contractor level is not authorized. Foreign participation at the subcontractor level will be determined on a case by case basis for each task order.

3. Paragraph IV.c.iii. is added as follows:

Data Management Plan: The contractor shall submit a Data Management Plan with this proposal (this does not count against the page count of the proposal).

Effective data management increases the pace of scientific discovery and engineering development and promotes more efficient and effective use of government funding and resources. Formal data management planning should therefore be an integral part of the research and development process. The Data Management Plan should document the stewardship of the technical data* to be used or created in the course of this proposed effort, identifying which technical data are considered necessary to validate the findings of the proposed effort.

The Data Management Plan shall contain the following information:

A listing and discussion of the types of digital technical data to be used and/or created during the course of the project to include how the data is to be acquired, digitally processed, methods for quantification of uncertainty, and the standards to be used for data and metadata capture (Existing, accepted community standards should be used where possible. Provided metadata should be sufficient to enable someone else to reproduce the data.);

The file formats and file naming conventions to be used (enduring, non proprietary, human and machine readable format and content, self-describing formats are strongly preferred);

Whenever possible, a description of the specific data schemata to be used;

Plans and criteria for delivering and/or archiving datasets, or data samples, and other digitally formatted technical data, and for preservation of access thereto;

Identification of applicable access, security, and export control restrictions and controls;

A schedule for review and update of the Data Management Plan;

If, for legitimate reasons, the technical data cannot be preserved digitally, the plan shall include a justification citing such reasons.

* Technical Data (DF ARS): Recorded information, regardless of the form or method of the recording, of a scientific or technical nature (including computer software documentation). The term does not include computer software or data incidental to contract administration, such as financial and/or management information.

4. Paragraph VI.1. is changed to read:

Award Notices: Offerors will be notified whether their proposal is recommended for award on or about 30 July 2016.

5. Attachment 3, DD 254 is replaced in its entirety with the DD 254 dated 26 April 2016 (attached).

6. Attachment 4, CDRLs is replaced in its entirety with the CDRLs dated 26 April 2016 (attached).

7. As a result of this Amendment, the due date for proposals remains unchanged. However, if the additional requirements of this amendment will delay proposals, requests for an extension will be considered.
