Solicitation: BAA-18-R-STCD Data Call 009 Topic #: S1827
ADDENDUM 001
TECHNICAL QUESTIONS AND CLARIFICATIONS
09 December 2019
Q-1: Could you provide more details on the target information for this BAA? What are the target data types? Images? Text documents?
USG RE: Data formats we are interested in include position/location information, e-mail messages and internet relay chat. The Government’s desire is to be able to protect all transmissions, however that may not be feasible without significant impact to the existing networks.
Q-2: When the resultant system exchanges information within networked nodes, are the information processed data (possibly through a machine learning engine) or raw data (directly through sensors)?
USG RE: Data will be processed data when exchanged between nodes over the network. Protection of raw data as it resides on its origination system is also within scope of Information Trust.
Q-3: What is the threat model? Will an adversary tamper the sensors, manipulate the information processing on the distributed nodes, or attack the blockchain protocol?
USG RE: The goal of Information Trust is to add protections to prevent data manipulation, both at the source (when generated) and in transit. The blockchain protocol also needs to be robust against cyber-attacks.
Q-4: The BAA might award up to four (4) contractors. Will the four (4) contractors cover different technical aspects? Will there be down-selection, when the BAA proceeds? What will be the evaluation criteria?
USG RE: Number of awards will depend on the number of and type of proposals. We desire at least one (1) vendor to cover all areas, but have the ability to award to additional companies to specialize in one (1) or two (2) of the topic areas. There is no plan for a runoff and down-select under this effort.
Q-5 & USG RE:
A) Give an example of the application using the resultant technology?
Automated examples include sharing map or position information, while user-generated would be e-mail, chat, or similar. Specific applications names are unable to be shared at this time.
B) Who will be the actual information creator? A sensor or a real person?
Information will be created both by sensors and real users. Something like position information would be automatically generated, while an e-mail or other free-text type of data would be user generated.
C) What would be communication network? Wired or wireless?
The network will be IP based. It will be a mix of wired and wireless, including possibility of transmission cross satellite and Army radios.
D) How about the connectivity of communication network?
The technology is desired to operate in internet-disconnected, limited bandwidth, and intermittent connectivity environments.
E) For the blockchain part, are you looking for a public or private blockchain?
The type of blockchain to be proposed is up to the Offeror. Tradeoffs in resources/efficiency and practicality for the environment must be considered.
