Solicitation: BAA-18-R-STCD Data Call 005 Topic #: S1806
BAA-18-R-STCD
WHITE PAPER CALL 005
Spectrum Obfuscation Date 29 Nov 2018 This call for White Papers (WP) is being issued under Broad Agency Announcement (BAA) BAA-18-R-STCD, which was published on FedBizOpps.gov on 20 June 2018, and last updated on 27 November 2018. Respondents must refer to the solicitation document entitled BAA-18-R-STCD _ 20180620 BAA Final Rev3 (26NOV18), and it must be read in conjunction with this call for WP’s. All instructions set forth in the BAA-18-R-STCD solicitation document apply to this call.
The Space and Terrestrial Communications Directorate (S&TCD) is issuing this call for WP’s in association with Topic #1806. To be eligible for consideration and possible contract award, the technology or methodology shall be either basic research, applied research, advanced technology development not for a specific system/hardware, or demonstration and validation.
ADDITIONAL INFORMATION:
Problem Statement: The adversary may use the large radio frequency (RF) footprint of the Army’s Mission Command Network to find and fix targets. CERDEC is developing the capability to obfuscate the RF environment with radio decoys. The RF decoys will impair the adversary’s observe, orient, decide, act loop by forcing the adversary to discriminate between real and decoy RF signals.
Information Sought: The Wideband Alluring Signal Projection (WASP) project aims to emulate the RF communications systems typically found at battalion and brigade level command posts. The WASP will emulate duty cycles and RF behavior typically associated with mission command nodes. The WASP mitigates the operational security and affordability risks of using current radios as decoys. Through emulating only the key over-the-air waveform features, the WASP will not require cryptography. CERDEC envisions the WASP integrated on an autonomous vehicle or hand emplaced with additional decoy modalities (i.e. tents, generators, inflatable vehicles, etc). CERDEC is seeking innovative research approaches to emulate the RF communications systems typically found in battalion and brigade command posts. Additional information and requirements can be found in the Unclassified//FOUO Appendix to this Call (005).
AWARD INFORMATION:
1. ANTICIPATED AWARD DATE: April 2019
2. FUNDING: Under this call, the Government intends to award one or more contract(s) with a Period of Performance (PoP) of 18 Months. The anticipated funding for this call is $4.5 million.
NOTE: This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential respondents should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice. Awards under this call are expected to range from $1 million to 4.5M; however, the Government reserves the right to award smaller or larger contracts or assistance instruments. The Government reserves the right to select all, part, or none of the WP’s received, subject to the availability of funds.
