Solicitation: BAA-18-R-STCD Data Call 005 Topic #: S1806
ADDENDUM 001
TECHNICAL QUESTIONS AND CLARIFICATIONS
19 December 2018 Q-6: Will S&TCD provide to development contractors a list—in order of importance to S&TCD—of the radio signals which the system is expected to support?
USG RE: S&TCD will provide a development list for the system in the Request for Proposal phase of this acquisition.
Q-7: Will S&TCD provide to the development contractor the technical specifications (detailed descriptions) of the waveforms/signals listed?
USG RE: S&TCD will provide technical spec/description of the waveforms/signals in Request for Proposal phase of this acquisition.
Q-8: Can development contractors expect this information will be furnished prior to an RFP or after an award (if any)?
USG RE: This may be provided in the Request for Proposal phase of this acquisition.
Q-9: What period of duration does the obfuscation need to operate over (24hour unattended, 72 hour, etc)?
USG RE: We expect this to be duty cycle dependent and part of the trade space during the research and development effort.
Q-10: What ranges / power levels need to be addressed?
USG RE: It’s waveform dependent. Will be provided in the Request for Proposal phase of this acquisition.
Q-11: Will transmission profiles for various bands of Army Command Post RF be provided?
USG RE: Some high level parameters will be provided during the effort but we expect any resulting prototypes or proof of concepts to be user configurable.
Q-12: Does the proposed system need to operate with other Army equipment such as antenna systems, prime power sources (120VAC or Battery), Vehicle mounts? Etc.
USG RE: Integration with additional Army systems is expected during a subsequent technology maturation phase. We expect the eventual field ready solution would integrate with Army vehicles (manned & unmanned).
Q-13: Does the system need to account for exclusion bands to avoid interfering with intended operations (Spatial, Spectral, Temporal), is there an interface to provide real-time information to support deconfliction?
USG RE: Approaches should consider means of interference control and reduction.
Q-14: Will the system need to meet any Mil Std like Mil STD 461, or radiate / conducted susceptibility, tempest to avoid being characterized by the enemy as an Obfuscation system?
USG RE: The research and development effort should consider needed radiation masks and susceptibility to meet its intended function. MIL STD qualification and verification testing is not planned for this effort.
Q-15: Can the Obfuscations system make use of other command post equipment to propagate false signal if collocated with an active command post?
USG RE: Approaches that make use of equipment currently in the Army's inventory are of interest.
