Solicitation: BAA-18-R-STCD Data Call 007 Topic #: S1825
ADDENDUM 001
TECHNICAL QUESTIONS AND CLARIFICATIONS
26 June 2019
Question 1: Does the ADCO BAA definition of cyber attack include attacks of RF devices (the radios) on the tactical networks?
Government Response: Yes, it does include RF devices/radios.
Question 2: These physical layer cyber attacks could be designed to exploit weaknesses in routing, link layer, and frequency selection networking functions. For example, the attack could induce ‘ping-pong’ bouncing between network states that drives the network control into instability and loss of service. Are these type of cyber attacks of interest to the ADCO BAA? Or are you only looking at Mission Command apps as an example?
Government Response: Yes. Although the primary focus is on Mission Command
Applications, we are certainly interested in hearing about techniques that address the issues you describe.
