BROAD AGENCY ANNOUNCEMENT TITLE: Sensor Technology Research, Development, Test & Evaluation Open-Ended Broad Agency Announcement (STROEB) II
BROAD AGENCY ANNOUNCEMENT TYPE: This is Amendment 27 to the Open-Ended Broad Agency Announcement.
BROAD AGENCY ANNOUNCEMENT NUMBER: STROEB II BAA 09-01-PKS Amendment 27
AMENDMENT TOPIC TITLE: “Hydra Vision Operations Demonstration”

Background:
The Air Force Research Laboratory’s (AFRL), Sensor Exploitation Division (RYA) is responsible for identifying, developing, evaluating, demonstrating and assisting in the transition of CID technologies. RYA’s primary goal is to mature CID concepts to technology readiness levels (TRL) suitable for handoff to USAF product centers for transition to modern weapon systems. Very important steps in the CID process are flight test demonstrations of CID payloads which is the purpose of this effort. Results of these demonstrations will be used by product centers to determine if the weapon system warrants transition into the operational Air Force’s arsenal. Planning, executing, and processing results of these demonstrations are the purposes of this effort.
Objective and Scope:
The primary objective of this effort is to demonstrate various CID capabilities via aperiodic demonstrations to be held at various locations around the globe. These demonstrations will showcase maturity levels of various novel Air-to-Air and Air-to-Ground CID technologies using actual or surrogate air platforms in as operationally relevant environments as possible. Activities include planning, preparation, and review for the demonstrations and coordination with the government and other contractor counterparts. Includes support of other secondary activities required such as, for example, data collections which will be analyzed both in real and post time to provide decision-makers with the information they require to determine the military utility of the CID technologies under test and to help make informed equipment procurement and fielding decisions. These results will help to develop warfighter analyses, including trade studies on potential platform transitions of CID technologies, operational metrics, up front long term sustainability, technology and capability requirements, and system design studies and analysis.
The scope of this effort encompasses activities needed to support programmatic, system, and engineering activities for development, I&T, system demonstrations, and data collects pertaining to AFRL/RYA’s CID development efforts with the Continuous Look Attack Management for the Predator (CLAMP) architecture as well as CLAW sensor control and image analysis software. For example, this team will integrate the MTS-B Multi-Spectral Targeting System and the Lynx Synthetic Aperture Radar (SAR)/GMTI as well as the CLAW sensor control and image analysis software to include communications, IMU, GPS, etc., equipment into the MQ-9 Reaper, or like, fixed wing aircraft program.

Programmatic:
A Cost-Reimbursement/Fixed Fee contract type is contemplated with multiple awards to be split among $8,100,000 total for this five-year program. The anticipated amount is an estimate only and is NOT a promise of funding. Funding is uncertain and is subject to change. Changes in availability occur at the discretion of the Government.
The two-step process will be used for this solicitation. As such only white papers will be requested from the upcoming SOO publication. White papers will then be evaluated and only those selected may be asked to submit a formal cost and technical proposal approximately thirty (30) days after white papers are received and evaluated.
DO NOT SUBMIT ANY DOCUMENTAION AT THIS TIME.
THIS IS NOT A CALL FOR WHITEPAPERS NOR PROPOSALS.
ANYTHING RECEIVED WILL BE DISREGARDED.
