Broad Agency Announcement (BAA)

NR: 09-01-PKS, AMENDMENT 28

Sensor Technology Research, Development, Test and Evaluation Open-Ended Broad Agency Announcement II (STROEB II)

Object Physics Exploitation for Recognition Enhancement (OPERA)

BROAD AGENCY ANNOUNCEMENT TITLE: Sensor Technology Research, Development, Test and Evaluation Open Ended Broad Agency Announcement (STROEB II) Object Physics Exploitation for Recognition Enhancement (OPERA) Broad Agency Announcement BROAD AGENCY ANNOUNCEMENT TYPE: This is Amendment 28 to the Open -Ended Broad Agency Announcement.

BROAD AGENCY ANNOUNCEMENT NUMBER: STROEB II BAA Amendment 09-01-PKS, Amendment 28 TECHNICAL POC: Captain Jenny Ji, AFRL/RYAS, 937-528-8222 e-mail: jenny.ji@wpafb.af.mil, AFRL mailing address: Bldg 620, 2241 Avionics Circle, Wright-Patterson AFB, OH 45433-7334.

CONTRACTING POC: (Primary) Marcus Duff, AFRL/RQKSR, 937-255-6351, email: marcus.duff@wpafb.af.mil, (Alternate) David L. Shellabarger, AFRL/RQKSR, 937-255-4863, email: david.shellabarger@wpafb.af.mil, mailing address: Bldg 167, 2310 8th Street, Wright-Patterson AFB, OH 45433-7801.

This announcement does not request any white papers or proposals at this time.

The following topics are anticipated requirements for AFRL/RY for FY 13. A Call requesting proposals for these topics is anticipated to be published in September or October of 2012.

The anticipated funding listed reflects the estimated requirement funding only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Changes in availability may occur as a result of the exercise of Government discretion.

Technical Description: Object Physics Exploitation for Recognition Enhancement (OPERA) The objective of the OPERA program is to develop a physics-based capability to support multi-modal sensing object recognition algorithms for development and support of next generation multi-mode sensing concepts and systems.

There are two proposed topics for the OPERA program:

Topic 1:

Understand gains in classification/recognition by fusion of LIDAR/RADAR data or features derived from physical phenomenology and characterizing the uncertainty in the system. The aim of this effort is to develop a loosely coupled capability for multi-sensor measurement, processing, modeling and analysis methods to support present and near term recognition database development efforts of civilian vehicle ISR applications. The total anticipated ceiling amount for Topic 1 is approximately $8.36M.

Topic 2:

Multi-sensor Physics Based Saliency: The program will lead to and develop new technology designed to identify salient EM scattering signatures and physics-based feature attributes (i.e. such as velocity, material properties, volume, shape, etc.) that are essential for separating targets in the exploitation algorithm’s feature space. In addition, work under this program should develop companion technology that links these salient components in signature or feature space to physical attributes on the targets. The total anticipated ceiling amount for Topic 2 is approximately $5.39M.

It is anticipated that we will award one Indefinite Delivery Indefinite Quantity (IDIQ) type of contract for each topic.

Security:

General OPSEC procedures, policies and awareness is required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of the contract. The Critical Information List will be provided upon request by the RYOY Security Office. While working on the government installation OPSEC will be provided by the RYOY Security Office.

It is anticipated that a BAA Call providing more details into this program will be released in September or October 2012; the call will be made available at www.fedbizopps.gov. Direct any questions to the Contracting or Technical point of contacts identified in the announcement.

THIS IS NOT A CALL FOR PROPOSALS OR WHITE PAPERS.

DO NOT SUBMIT WHITE PAPERS OR PROPOSALS AT THIS TIME.

ANY WHITE PAPERS OR PROPOSALS RECEIVED WILL BE DISCARDED.
