Broad Agency Announcement (BAA)

NR: STROEB 09-01-PKS, AMENDMENT 31

Sensor Technology Research, Development, Test and Evaluation Open-Ended Broad Agency Announcement II (STROEB II)

Electro-Optical Exploitation (EO-X)

BROAD AGENCY ANNOUNCEMENT TITLE: Sensor Technology Research, Development, Test and Evaluation Opened Ended Broad Agency Announcement (STROEB II) Electro-Optical Exploitation Open-Ended Broad Agency Announcement BROAD AGENCY ANNOUNCEMENT TYPE: This is Amendment 31 to the Open-Ended Broad Agency Announcement.

BROAD AGENCY ANNOUNCEMENT NUMBER: 09-01-PKS Amendment 31 TECHNICAL POC Dr. Vince Velten, AFRL/RYAT, phone (937) 528-8290, e-mail: Vincent.Velten@wpafb.af.mil, mailing address: AFRL/RYAT, Bldg 620, 2241 Avionics Circle, Wright-Patterson AFB, OH 45433-7303.

CONTRACTING POC: Mike McQuinn, Negotiator, (Primary), AFRL/RQKSR, 937-255-5762, michael.mcquinn@wpafb.af.mil; Barry E. Kain, PCO, (Alternate), AFRL/PKSR, 937-656-9837, email: barry.kain@wpafb.af.mil, mail: AFRL/RQKSR, Bldg 167, 2310 8th Street, Wright-Patterson AFB, OH 45433-7801.

This announcement does not request any proposals at this time. The following topic is an anticipated requirement for AFRL/RY for FY 13. A call requesting proposals for this topic is anticipated to be published in late October 2012 to early November 2012.

The funding listed reflects the estimated requirement funding only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Changes in availability may occur as a result of the exercise of Government discretion.

Technical Description: The purpose of the Electro-Optical Exploitation (EO-X) program is to develop data exploitation algorithms for decision making in contested environments and counter asymmetric threats to achieve universal situational awareness. Capabilities to detect, track, identify and determine intent of vehicles and dismounts in-real time anywhere anytime are needed. EO-X will focus on the exploitation of EO sensor data collected by Intelligence Surveillance and Reconnaissance ISR assets but other types of sensor data, such as Hyperspectral Imagery HSI, flash Laser Imaging Detection and Ranging LIDAR, Polarmetric Infrared , IR, and X-band Radar may be utilized. Extracting features from EO sensor data for the purpose of track stitching and identification is an area of interest. To make these exploitation algorithms useful to the warfighter, real-time performance needs to be addressed. Vast quantities of data from individual and multiple sensors will require innovative methods of processing to meet the time demands of the user.

The topics anticipated under this program include the following:

1) Wide area motion image (WAMI) and full motion video (FMV) tracking:

· Increase probability of detection and reduce false tracks.

· Feature extraction and signature information from passive EO sensors.

· Context and feature aided tracking.

2) Target Classification/Long Range EO/IR Signature

· Identify novel techniques to capture exploitable dismount signatures.

· Classes on interest include age, gender, ethnicity, etc.

· Activities of interest include walking and running.

· Develop covert methods to recognize potential threat indicators.

3) Next Generation Phenomenology Exploitation ID at Long Range

· Develop target classification using next generation phenomenology such as synthetic aperture laser and vibrometry data.

· Fusion of multiple sensor modalities.

· Long range capability for contested environment.

Each topic area will require the contractor to document software and provide source code as a deliverable.

It is anticipated that a Broad Agency Announcement (BAA) call issued against the STROEB II BAA providing more details into this program will be released between late October and early November 2012; the call will be made available at www.fedbizopps.gov. Direct any questions to the Contracting or Technical point of contacts identified in the announcement. "General OPSEC procedures, policies and awareness is required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of the contract. The Critical Information List will be provided upon request by the RYOY Security Office. While working on the government installation OPSEC will be provided by the RYOY Security Office".

Anticipated Funding: A total of $2.57M in funding is anticipated. It is anticipated that multiple awards will be made.

THIS IS NOT A CALL FOR PROPOSALS.

DO NOT SUBMIT PROPOSALS AT THIS TIME.

ANY PROPOSALS RECEIVED WILL BE DISCARDED.
