About this file

This Amendment #1 document pertains to Invitation for Bids (IFB) BA26-016 issued by the New York State Department of Transportation for Standby Towing Operations and On-Call Towing Operations in Regions 2, 7, and 8. The solicitation covers towing services utilizing Medium Duty and Heavy Duty tow trucks with qualified operators available for deployment during severe weather events and planned incidents. Bidders may submit partial bids on individual lots and are not required to bid all regions. The original bid submission deadline is September 30, 2026, at 11:00 a.m. electronically. The contract period commences October 1, 2026, or upon Office of the State Comptroller approval, whichever is later, with an initial term and two optional one-year renewal periods not to exceed five years in aggregate. The contract end date has been corrected to August 31, 2029.

This amendment addresses two primary matters: corrections to the original IFB document and responses to bidder inquiries. Technical corrections include revising the BA number from BA25-016 to BA26-016 on pages 4-35 and adjusting the contract end date. Regarding capacity requirements, bidders must demonstrate ability to fulfill simultaneous coverage across multiple awarded lots; equipment and staffing may be shared among lots if response time and operational requirements can be met. Bidders without current equipment or staffing must submit detailed acquisition plans. The amendment provides anticipated staging locations for all six Region 2 lots on State Routes 28, 30, 30A, and 12, with the caveat that locations are subject to change based on conditions. Bidders must return the fully completed and signed amendment with their bid submission.

THE FOLLOWING QUESTIONS HAVE BEEN RECEIVED AS PART OF THE

FORMAL Q & A PERIOD AND RESPONSES ARE PROVIDED BELOW:

Bid Proposal form/Solicitation document Questions (in black) followed by official Clarifications/Responses (in BOLD ITALIZIED)

SOLICITATION document:

QUESTION: If a bidder submits bids on and is subsequently awarded multiple lots [in a single region], must the bidder have a separate qualifying Medium Duty and Heavy Duty tow truck available for each awarded lot simultaneously, or may qualifying equipment be shared among awarded lots provided the bidder is able to satisfy all NYSDOT callout, staging, and response-time requirements?

RESPONSE: In severe weather events it’s best to assume that all or most of the contracts could be activated at the same time, so equipment and staffing could be required at each of the of the bid locations simultaneously.

QUESTION: In demonstrating sufficient capacity to provide coverage for each lot bid, may a bidder include committed additional equipment and personnel that would be acquired, leased, transferred among the bidder's operating locations, or hired following notice of award? Or must all trucks and operators necessary to demonstrate simultaneous coverage already be owned or otherwise under the bidder's control and employed by the bidder at the time of bid submission?

RESPONSE: You will be required to submit verification of the capacity and ability to fulfill the requirements of the contract. If you do not currently have the required staffing or equipment you will be required to submit a detailed plan that contains details of how you will obtain the equipment and staffing to meet the requirements of the contract.

QUESTION: The IFB states that, when called for standby towing, the operator and truck shall report to an identified staging area within the time period specified by the Department, and that companies will generally be provided a minimum of two hours to respond from the time of callout.

For purposes of evaluating response times and operational requirements, can NYSDOT identify the anticipated or predetermined staging location(s) for each of the six Region 2 lots? If staging locations are not predetermined, please clarify how the staging location for a particular callout will be established.

RESPONSE: Anticipated Staging locations for Region 2 are as follows:

Lot 2-1- Brake check pull off, State Rt 28; Dennison Corners
