About this file

This document is an Operations Security (OPSEC) Guide for Defense Contractors developed by the Naval Undersea Warfare Center Division Keyport (NUWCDIVKPT). The guide provides mandatory security requirements and procedures for government contractors, corporations, businesses, and independent contractors performing work for NUWCDIVKPT, other military facilities, installations, and vessels. Distribution Statement A indicates the document is approved for public release with unlimited distribution.

OPSEC is defined as an analytical process to identify Critical Information (CI), assess threats to that information, and implement countermeasures to protect it from adversarial exploitation. The guide establishes three tiered applicability levels based on contractor access and contract scope. Section I outlines general OPSEC requirements applicable to contractors with intermittent or short-term physical access to NUWCDIVKPT facilities, including strict controls on personal electronic devices, prohibition of government operations discussion in public forums, restrictions on photography and company media postings, and mandatory reporting of security breaches. Section II specifies mandatory OPSEC training requirements, including initial training within 30 days of assignment and annual refresher training, with individual training records required for compliance. Section III addresses contractor-developed OPSEC plans, requiring submission of plans for government approval through the Contracting Officer or Technical Point of Contact, with compliance to DoD Critical Program Information protection standards and coordination through government channels for awareness education. The guide references the National Industrial Security Program Operating Manual (NISPOM) and establishes that OPSEC requirements apply as contractual obligations beyond traditional security practices. The NUWCDIVKPT OPSEC Program Manager can be contacted at (360) 396-5345 for guidance on proper application of these requirements.
