About this file

This Statement of Work (SOW) details the requirements for supplying, transporting, and delivering bulk asphalt surface sealer and rejuvenating asphalt sealer for Yellowstone National Park. The contract requires the contractor to provide two specific products: Polymerized Asphalt Surface Sealer Chip Retention (PASS-CR) and Gilsonite-based Asphalt Sealer (GSB-78), with strict technical specifications including temperature requirements, viscosity ranges, and performance characteristics. Delivery locations include Grant Village, South Gate, and West Gate, with a performance period from June to September, and delivery constraints such as maximum 27-ton loads, truck length limitations, and specific delivery coordination requirements.

Key contract details include a requirement for a Subject Matter Expert (SME) with 10+ years of experience, mandatory provision of Bills of Lading and Certificates of Analysis with each delivery, and specific technical specifications verified through ASTM International testing methods. The contractor must be capable of delivering 12,000-24,000 gallons of oil per day, coordinate deliveries at least one week in advance, and provide trucking manifests for payment. Demurrage and overnight holding charges are part of the contract, with a 3-hour delivery acceptance window and limitations on additional time or overnight holds without written approval from the Contracting Officer.
