About this file

Attachment 5 is a detailed technical specification document for a Polymer Asphalt Surface Sealer (PASS CR) for the Department of the Interior National Park Service Intermountain Region. The document outlines comprehensive technical requirements for an asphalt emulsion with specific parameters across multiple testing categories, including tests on emulsion, residue, latex, and rejuvenating agent. Key specifications include viscosity ranges (50-400 at 122°F), minimum residue percentage (65%), pH level (2.0-5.0), and specific gravity requirements.

The attachment also mandates rigorous material certification and testing protocols, requiring contractors to obtain and submit certifications from emulsion and latex manufacturers within 30 days of government request. Manufacturers must provide test results from accredited laboratories, demonstrating compatibility and compliance with detailed specifications. The government reserves the right to withdraw and test one-quart samples from supplier storage tanks at its own expense, ensuring strict adherence to the technical requirements for the asphalt surface sealer used in Yellowstone National Park.

Attachment 5 Specifications for PASS CR (Polymer Asphalt Surface Sealer- Chip Retention) or equivalent

Attachment 5

Recycling Agent Specifications:

Material Certification and Testing:

The contractor shall attain a certification from the emulsion manufacturer that the emulsion meets the specification 30 days after requested by the government. Upon request, the latex manufacturer through the emulsion supplier shall also submit to the government test results from an accredited laboratory certification that the latex is compatible in a cationic solution and meets the required specifications and that is supplying the latex specified for this requirement 30 days after requested by the government.

The refinery refining the recycling agency, through the emulsion supplier shall submit to the government test results on the recycling agent and certification that the recycling agent meets the required specifications.

Polymer film’s required for testing must be prepared in accordance with this specification by a laboratory with an ISO 17025 accreditation. The polymer films used for testing shall be delivered from the same 1-quart sample received from the manufacturer of the latex. The swell test, tensile test and specific gravity test shall be certified and performed by the same laboratory. The refinery manufacturing the recycling agent shall submit to the laboratory testing the latex a one-quart sample of the recycling agent for use in the swell test.

Certifications and test results on the latex and the recycling shall be submitted 30 days after requested by the government.

Certifications and test results on the emulsion must be submitted to the government and concurrence received 30 days prior to supplying the material.

Prior to and during the requirement, the government may require one-quart samples of both the finished emulsion and the latex used in the emulsion. The government will be allowed to withdraw samples from a supplier’s storage tanks and submit to the government designated laboratory for testing. This specific testing process will be done at the government’s expense.
