About this file

This document is an Amendment (0001) to a federal solicitation for asphalt surface sealer and rejuvenating materials for Yellowstone National Park. The amendment provides responses to potential vendor questions regarding material specifications, delivery, and application requirements. Key details include a solicitation for a polymer-modified emulsion with latex polymer for chip seal operations, to be delivered at a minimum of 140 degrees Fahrenheit, and a separate pavement sealer/rejuvenator for fog seal application. The material transfer will involve tanker trucks delivering emulsion oil to an asphalt distributor on-site, with NPS staff handling the application. The period of performance is from 06/01/2025 to 09/28/2025, and the amendment includes technical specifications such as a viscosity requirement between 250 to 325 at 122 degrees Fahrenheit.

The amendment addresses vendor inquiries about material types, environmental considerations, and operational procedures, with NPS providing clarifications about the specific emulsion requirements. Contractors are noted as not being responsible for material application. The solicitation emphasizes the unique environmental context of Yellowstone National Park, with a focus on operational efficiency and environmental preservation. The amendment does not extend the response due date and includes an attached specification for the required emulsion oil.

(Q1) The SOW only states delivery in bulk of the requested material but not application.

However, in our experience, delivery often includes the application. If application is to be required then we will need details on the application method needed. If no application is required then we assume the material is transferred at the application site to government owned application equipment in which case we need to know if any specific method of transfer is to be utilized so we can make sure delivery trucks can accommodate that

(A1) Emulsion oil will be transferred from the tanker truck to an asphalt distributor on site, utilizing the pump on the distributor truck.

Application will be done by NPS staff.

(Q2) I would like to submit a list of questions before the March 24th deadline. The most pertinent question though is about the material needed to meet the projects intent

I have included a pdf and link to the data sheet of the material we install. If you sent a data sheet back or specific material you require I could check the performance to see if the standards match or options that may be available

The main difference is that in the contract it mentions both polymer or oil based products.

Generally tar and oils are being phased out for environmental reasons

The polymer based material however is what we install. The contract states the material needs to be delivered at 140* f. Is that specific to oil based products only? Generally our product liquid road, doesn't need to be at high temperature, it just needs to be continuously augured

(A2) The NPS completed a courtesy review of the provided attachment, but evaluation of proposed products will not occur until after the response due date and time. Please see attached emulsion oil specification for the PASS-CR. This solicitation is specifically for a polymer modified emulsion with latex polymer for chip seal operations. Delivered at a minimum of 140 degrees F. 2b) Pavement sealer/rejuvenator product used for Fog Seal application, please see specification in SOW. This does not have the delivery temperature specification. These are two distinctly different products, please refer the specifications.

(Q3) I am wondering if you might be able to offer a little more detail on the emulsion and polymer that the park is requesting? In looking back at other oil supply solicitations for YNP it appears
