About this file

This document contains questions and answers regarding a solicitation for rehabilitation of the Point Bonita Lift Station. The solicitation requires replacement of the existing 2HP pump with a 3HP explosion proof model, and acceptable contractor licenses include Class A or C in addition to the specified Class B. Manufacturers for access hatches must meet dimensional and sealing requirements. Interior coatings for tanks may be factory or field applied. Alternative control panels and level sensors to the specified Flygt products are acceptable if approved. The warranty requirement for coatings was reduced to 5 years from the original 10 years specified. Clarification was provided that specifications and drawings for a 2-inch waterline are contained in a separate volume than those for the lift station. Additional specification sections were added for backflow preventors and RP meters.

RFP 140P8121R0017 – Rehabilitate Point Bonita Lift Station

Questions from contractors and answers.

1. The current 2HP pump that’s is listed does not meet the explosion proof guidelines that your requiring in the spec…but the 3 HP does, this creates a chain reaction so the electrical gets upgraded a bit so they are running calcs for me now to see if it changes anything else. With his being said should we go with the upsized pumps now or should I tell them to just price out the 2 HP and disregard the explosion proof needs?

The pump called out in the specifications is a Goulds pump model 1GD (2-Hp). The pump that can be used to meet the required explosion proof criteria is the Goulds pump model 1GA (3- Hp). The full model number is 1GA71G1LD. The electrical changes necessary to accommodate this pump are only to increase the two breakers from 20A to 40A. The wiring in the design calls out 10gauge and is adequately sized for the 3-Hp pumps. No other changes in the electrical design are necessary. The specifications have been revised to use this model. The three points on the pump curve in the specifications have also been changed to reflect the use of this pump.

2. The specs call for a Class B California contractor’s license. A Class A license civil engineering license. The B license is more building orientated for vertical construction the A is for civil work.

Would an A license be considered in lieu of the B?

A Class A California contractor’s license will be acceptable for this contract as well as a Class C specialty contractor’s license in a relevant area for this work (such as C-42 Sanitation System Contractor).

3. The plans call for installation of new hatches one for the wet well and the other for the valve vault… one a36x60 the other is a 30x60 is there a certain manufacturer the NPS would like to use , our supplier cannot quote the lids because there are so many options on the street please let us know what hatch is acceptable so we can properly quote this product?

Specification 03 40 00.1.3.A.7 and 03 40 00.2.2.B gives the requirements for the access hatches. Any manufacturer is acceptable provided they can certify the loading and meet the dimensional requirements and sealing and locking requirements. A submittal is required for NPS approval before ordering the hatches.

4. The drawings call for a factory applied poly urea coating on the interior of the tanks. Our suppliers do not apply this coating. Please advise.

The poly urea coating may be factory or field applied. Specification 33 01 30.73 gives details of the interior coatings that may be factory or field applied.

5. Grinder Pump Control Panel is shown on E3.1, 3.2, 3.3. The panel controller is shown to be a Multismart with a Multitrode Level Sensor. These are Flygt Pumps proprietary products, meaning on Flygt can provide these this control panel. Are alternatives acceptable?

Alternatives are acceptable provided a submittal is sent to NPS for approval. The submittal procedure is explained in Section 01 33 23 of the specifications.

6. Both the subject projects are requiring a 10-year warranty for the wet well and manhole coatings for the project. Your attention is directed to the following specification section for respective solicitations:·140P8621R0017 (Point Bonita Lift Station) – Spec 33 01 30.82 – Epoxy coatings for wet well stipulates a 10-year warranty on the coatings. Can the warranty requirement for both projects be reduced to 3 years or less? We have solicited several painting subcontractors that currently will not bid the job with a 10-year coatings warranty. Most public works project with coatings have a 1-year material and workmanship warranty. Three years is the longest that industrial painters will warranty. Please consider changing the warranties for the coatings.

The specifications were changed to reflect that a 5-year material and workmanship warranty will be required.

7. On page 2 of the spec section 01 11 00-2 they state we are to install 250lf of 2” water line and 5- 2” gate valves but nowhere on the plans does it show where this even takes place and the water line is 1” not 2”?

This solicitation is two projects being bid at the same time. You should see three volumes of specifications. Volume 1 is the general specifications for both projects. Volume 2 are the specifications for the lift station and Volume 3 are the specifications for the 2" waterline that will be installed near the lift station. (There will be a 1" waterline that connects the lift station to the waterline.) The drawings are for the lift station only and any specification references refer to Volume 1 or 2 of the specifications. The maps show the approximate location of the 2" waterline and Volume 3 of the specifications are for the waterline to the residences.

8. On the plans under the water meter detail shown on page D3 detail 2 BACKFLOW and HOSE ASSEMBLY it states the 1” RP backflow preventor per section 33 11 00.20 we don’t have?

Section 33 11 00.20 has been added to the specifications.
