About this file
This is a Quality Assurance Surveillance Plan (QASP) that establishes performance standards and acceptable quality levels for the Third Party Science Neutral (TPSN) and Independent Science Advisory Panel (ISAP) services contract supporting the Missouri River Recovery Program (MRRP).
The QASP evaluates contractor performance across two main elements: Quality of Product/Service and Schedule. Under Quality, Project Management is assessed based on monthly report delivery timing (ranging from >12 to 5 business days) and number of required revisions, while Knowledge of Substantive Issues measures the contractor's understanding of scientific matters related to the pallid sturgeon and piping plover. For Schedule, the Timeliness and Responsiveness metric evaluates email/message response times (ranging from no response to within 4 business hours) and notification of personnel availability. Performance levels are categorized as Unsatisfactory, Marginal, Satisfactory, Very Good, or Exceptional, with specific criteria defined for each level. The NCECR Program Manager and/or COR are responsible for reviewing and accepting deliverables according to the Contract Data Requirements List (CDRL).
