About this file
This is a DD Form 1423-1, Contract Data Requirements List (CDRL), which specifies contractual documentation deliverables for a single data item. The form is used to define what technical or administrative data a contractor must deliver to the government during contract performance.
The specific data requirement documented is a Quality Control Plan (QCP) designated as Data Item 004, referenced under PWS Section V for an Industrial Equipment Maintenance contract. The contractor must implement and maintain a quality control system identifying and resolving potential and actual problems throughout the contract scope. Three copies of the QCP must be provided to the Contracting Officer at a pre-performance post-award conference or five days prior to contract start, whichever comes first. The QCP shall be implemented on contract start date, with the government conducting final review and acceptance. The contractor must provide three updated revised copies to the Contracting Officer five working days before any planned changes, subject to government acceptance. The QCP must include specific structural requirements: independence from other contractor organization parts, direct accountability to top management, written and verbal communication methods with the government, corrective action processes without government dependence, surveillance techniques for contract services, customer complaint feedback systems with investigation procedures, and maintained records of quality control checks and corrective actions available throughout the contract term and for one year after completion. The distribution addresses the CCRI-AIE Contracting Officer and COR with one final copy each. The form was prepared by Sean Connelly on 4/8/2026.
