About this file
Attachment 11 is a document detailing the Biological Personnel Reliability Program (BPRP) factors for personnel screening and eligibility. The document outlines qualifying standards and disqualifying factors for individuals working with Tier 1 Biological Select Agents and Toxins (BSAT), categorized into mandatory and possible denial or termination factors.
Qualifying standards include emotional and mental stability, trustworthiness, physical competence, dependability, flexibility in a restrictive work environment, ability to pass drug testing, and obtaining a favorably adjudicated personnel security investigation. Mandatory disqualifying factors include moderate or severe alcohol use disorder without sustained remission, illegal drug trafficking within 15 years, recent drug abuse, and substance abuse while enrolled in the program. Possible denial factors require medical authority evaluation and include alcohol-related incidents, past drug abuse, medical conditions incompatible with duties, improper conduct, and attempts to conceal disqualifying information.
