Applicable general and referenced requirements of specification MIL---STD---2073---1 form part of this Instruction. Unless otherwise specified, materials will be minimum size IAWMIL---STD---2073---1. Tolerances shall be in accordance with material specifications.

(A) --- This SPI is not applicable for Interplant shipments. Packaging andmarking for interplant shipment is for supplies and materials that do not directly enter the military supply system. Typical interplant shipments are shipments froma vendor to a subcontractor or a prime contractor, or betweencontrac-tors and subcontractors, or from a vendor or contractor to a military arsenal, plant, or other activity for evaluation, immediate use, or further processing as specified in the applicable contract.

(B) --- Unit of Issue is one Pair consisting of two filters.

(C) --- CLEANING. Filters shall be clean and dry prior to packaging. If required, dry the top and side sur-faces using a lint and dust free cloth.

(D) --- See drawing 5---1---4171 for unit pack configuration. Insert one M61 Filter, into cavity provided in container (Step 1). Place foam (Step 2) in container over the filter. See Sketch No. 3 for foam

placement. Insert the second M61 Filter, into container provided (Step 1). Insert foam (Step 3) in container over the second filter. Seal foil (Steps 4 and 5) to container. See Sketch No. 3 for foil placement.

(E) --- Closure (Steps4and5) shall be accomplishedby sealing IAWthemanufacturer’s recommendationsor approved alternative conditions. See drawing 5---1---4169 for additional information. Lid (step 6) shall be attached to container after final sealing process is complete.

(F) --- Leakage tests are required and shall be in accordance with (IAW) QAP5---1---4171.

(G) --- INTERMEDIATE PACKING (SEE SKETCH NO. 1). Ten pairs of M61 Filters, unit packed IAW Steps 1---6 shall be packed in one layer (2 by 5 pattern alternating top and bottom) in a snug fitting fiberboard container conforming to Style RSC, Type CF, Class WR, Variety SW, Grade V3c or W5c, Weight of contents 0 to 65 pounds, size as requiredofASTMD5118. As an option, tape conforming to ASTM D5486, Type I may be used.

The box shall be closed IAWclosuremethod2B3, Type I ofASTMD1974. This intermediate contain-er may serve as an optional Level B shipping container when Grade V3c is used and closed in accor-dancewith sealingmethodBorC ofASTMD1974. NOTE: If staples are used for boxmanufacturer’s joint, they shall be coveredwith tape conforming toASTMD5486,Type I.As anoption, tape conform-ing to ASTM D5486, Type IV may be used.

(H) --- PACKING. Packing shall be Level A or B, as specified in the contract or order:

1) LEVEL A. Three intermediate containers, Note (G) above, shall be packed, one layer (SketchNo.

2), in aWood---Cleatedpanelboardbox conforming to Type III (Plywood), Class 2, Style I or J,Weight of contents 0---100 lbs., size as required of ASTM D6251. Filler pads fabricated of fiberboard con-forming to Class WR, Variety SW, Grade W5c (V3c optional) of ASTMD4727 shall be included as necessary to make a tight pack. The top panel shall be closed by nailing to each side and end panel using the same requirements for assembly of the bottom panels and strapped IAW the supplementary requirements, using strapping and seals (strapping: Type I, RegularDuty, FinishB,Grade2 andSeals:

(Regular Duty, Style I or IV Finish B, Grade 2) specified therein.

2) LEVEL B. Three intermediate containers, Note (G) above, shall be packed in aWeather---Resist-ant Fiberboard container conforming to Style RSC, Class WR, Variety SW, Grade V3c, size as re-quired of ASTM D5118 (Sketch No. 2). Filler pads fabricated of fiberboard conforming to ASTM D4727, Class WR, Variety SW, Grade W5c (V3c optional), shall be included as necessary to make a tight pack. Closure shall be IAW sealing method B or C of ASTM D1974.

(J) --- Palletization and Unitization shall be in accordance with MIL---STD---147 and ANSI MH1 when:

---Shipments of identical items packed in four or more shipping containers exceed a total of 48 cubic feet per destination, except when the shipping containers are required to be skidded, or a quantity of four shipping containers per pallet exceeds the size or weight limitations for palletized loads.

PART II --- --- QUALITY PROVISIONS

1. First article inspection.

a. Submission. The first article sample shall consist of 35 filter unit packs (Drawing 5---1---4171).

manufactured using the same methods, materials, equipment and processes as will be used during regular production. The first article sample shall be submitted for inspection and approval in accordance with the terms of the contract. The sample items shall be subjected to all of the examinations and tests specified in Part III of this QAP and be inspected for compliance with all of the requirements of the applicable drawings and specified SPI.

b. Acceptance criteria. If any first article sample item fails to comply with any of the applicable re-quirements, the first article sample shall be rejected. The Government reserves the right to terminate in-spection upon any failure to comply with any of the requirements. The contractor shall obtain written ap-proval from the contracting activity prior to proceeding with regular production.

2. Conformance inspection.

a. Lotting. A lot shall consist of the items produced by one manufacturer, at one plant, from the same materials, under the same manufacturing conditions, and at the same time. However, no more than one lot of filters shall be included in any one lot of filter unit packs. A new lot shall be established following the occurrence of any event affecting the homogeneity of the lot. Any change in equipment, or procedures used in regular production from that used in the manufacture of the first article sample shall be approved by the Government prior to its implementation.

b. Sampling. Sampling shall be conducted in accordance with the attributes sampling plan ofMIL--- STD---1916 using the verification levels (VLs) specified herein. If required, special sampling, inspection, and acceptance criteria are contained in Part III of this QAP.

c. Critical characteristics. Unless otherwise specified, the sampling and acceptance criteria for critical characteristics shall be in accordance with the Critical characteristics paragraph of MIL---

STD---1916.

d. Inspection. Inspection shall consist of examination and test of all the characteristics contained in Part III and Part IV of this QAP.
