TITLE: CONTINUOUS TECHNOLOGY REFRESHMENT (CTF), NEXT GENERATION M61 LAYERED BED FILTERS

1.0 SCOPE. The Joint Project Manager – Protection (JPM-P) has a requirement to field Joint Service General Purpose Masks (JSGPM) and their associated support equipment. The JSGPM Next Generation Filter has requirements for removal of several Toxic Industrial Chemicals (TICs) that are not being met by filters currently in production. This Continuous Technology Refreshment Delivery Order (see ref 2.1, section C.3.9 of the basic contract) is to procure prototype filters for evaluation against those requirements. This delivery order requires the contractor to manufacture layered bed filters, of its own choosing, expected to best meet the specified requirements. The goal is to achieve as many objective requirements as possible after first meeting the threshold requirements. It is anticipated that the results of this effort will lead to a field-able configuration for the next generation of M61 canister. Numerous configurations of layered bed M61 canister have been previously produced in support of design optimization. This effort is a follow-on to a similar efforts in FY18, FY17 and FY16. This effort is intended to allow the manufacturers an opportunity to build on previous work and further mature their design, manufacturing process and quality controls. The results of previous testing are being provided to the contractors under separate cover as part of this tasking. The Government will use the filters to conduct testing and determine the suitability of the contractor- supplied filters.

1.1 BACKGROUND. The Chemical Biological Defense Program has developed a novel adsorbent, Cobalt Zirconium Hydroxide Zinc Silver Triethylenediamine (CoZZAT) and has done some preliminary evaluation of metal-organic frameworks (MOFs), specifically UiO-66-NH2, to enhance the TIC capacity of JSGPM filters. Government research has shown that these materials tend to provide the best overall (TIC and Chemical Warfare Agent) protection when utilized in layers with more traditional carbon based adsorbents.

1.2 OBJECTIVE. The objective of this delivery order is to construct M61 canisters with expanded TIC protection capabilities for use by the Government to evaluate proposed design configurations and mature the contractor’s manufacturing capability. The contractors shall determine the adsorbant(s), configurations, and design of its filter.

Performance Work Statement ATTACHMENT 4: Sample Continuous Technology Refreshment (CTR) Task Order Requirement (TOR)

3.0 REQUIREMENTS. In accordance with Section C, paragraphs C.3.2, C.3.5, C.3.6, C.3.8.1 and C.3.8.2 of the Basic Contract, the contractor, as an independent contractor and not as an agent of the Government, shall provide the necessary resources (except for those identified as Government furnished property or material) to perform the following work. Objective requirements are noted by {}. All other requirements are thresholds. Where no threshold is listed, the requirement is an objective.

3.1 General. The contractor shall manufacture 120 pairs (120 individual) of canisters of a design of their choosing. CoZZAT is not required to be used in the design. The design and materials shall be chosen by the contractor to best meet the threshold requirements and as many of the objective requirements as possible from the tables below.

3.1.1 Weight. The weight of each canister of the unit pack pair shall not exceed 174 {159} grams.

3.1.2 Bulk. The canister shall be no greater than 47mm by 96mm by 117mm and shall conform to the mask profile. The contractor shall verify conformal shape filter does not protrude from the facepiece assembly by greater than 34mm in any axis.

3.1.3 Airflow resistance. Inhalation resistance of each canister of the unit pack pair shall not exceed 30 {28} mm of water column at a flow rate of 42.5 liters per minute.

3.1.4 Chemical Warfare Agent (CWA) Capacity Requirements.

3.1.7 Service Life Indicator. It is expected that the service life indicator (SLI) may eventually require some changes to correctly predict degradation of the new technology. For this effort, the current SLI may be used.

3.2 Packaging, Handling, Storage and Transportation. The contractor shall adhere to packaging instructions, specifications, and guidelines as described in Section C.3.2 of the Basic Contract.

3.3 Manufacturing Readiness Level (MRL). The contractor shall conduct an assessment of manufacturing readiness on the 120 pair build using the definitions, criteria, and processes defined in the Manufacturing Readiness Level Deskbook as a guide. The contractor shall monitor and provide the status at all reviews (specified in section 3.7) for in-house and supplier MRLs and shall re-assess MRLs in areas for which design, process, source of supply, or facility location changes have occurred that could impact the MRL.

3.4 Environmental Safety and Occupational Health. The contractor shall comply with FAR 52.223-2, U.S. federal safety, occupational health, and environmental laws and regulations, and all local laws and regulations in the state, territory, or country where the M61 canisters will be manufactured.

3.5 Configuration Management (CM). The contractor shall continue to implement CM procedures as outlined in section C.3.4 of the Basic Contract.

3.6 Quality Assurance. The M61 canisters are critical life support items. The contractor shall maintain the quality assurance and management requirements described in Section C.3.6 and Section I of the Basic Contract. The contractor shall inform the Government of any modifications or updates to existing plans to accommodate materials and process used to produce these filters.

3.7 Meetings. It is anticipated that three (3) meetings in support of this delivery order will be conducted via teleconference. A kickoff meeting shall be scheduled no later than 30 CDADO via teleconference to review the contractor’s approach to the requirement. After the prototype items have been received and tested by the Government, a teleconference will be held to discuss results with the contractor. It is also anticipated that a Government representative may be present in the contractor’s facility for all or part of the build to witness and assess manufacturing readiness of the contractor. The contractor shall provide as much notice as possible, but a minimum of 30 days, of planned manufacturing dates.

4.0 TESTING REQUIREMENTS.

4.1 Contractor testing requirements for this delivery order shall be limited to standard production tests for weight, air flow resistance and penetration as defined by the performance specification, EA-C-2251B. Data shall be delivered as specified in paragraph G below.

5.0 ITEMS AND DATA TO BE DELIVERED.

5.2 Data to be Delivered. All data and reports generated will be considered to be the property of the Government with all rights and distributions belonging to the Government. All test data from tests performed on items produced under this effort shall be exclusive property of the U.S. Government.

5.3 Reports. The contractor shall deliver a report, no later than delivery date of the canisters, containing bed configuration, manufacturing readiness assessment, if applicable, build information, test data, and recommendations for future work as specified in section C.4.1 in accordance with (IAW) Contract Data Requirement List (CDRL) A002 of the basic contract.

6.0 GOVERNMENT FURNISHED PROPERTY. Any Government Furnished Property (GFP) that is part of this TOR will be identified in this section.

7.0 HAZARDS INFORMATION. The CoZZAT adsorbent has received a toxicity clearance from CHPPM and is not expected to require any special protective measures to work with. All other materials used by the contractor shall meet all safety requirements of the M61 PRF SPEC.

8.0 SECURITY.

8.1 This delivery order is unclassified. The contractor shall comply with the Security requirements in Section H of the basic contract. It is anticipated that some of the Government-provided information and the results generated will need to be marked and handled as “For Official Use Only – FOUO.” All data and reports generated are considered the property of the Government with all rights and distributions belonging to the Government.

8.2 Antiterrorism (AT) Level I Training for Contractor Employees with an Area of Performance within an Army Controlled Installation, Facility or Area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after delivery order award. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR after completion of training by all employees and subcontractor personnel as an appendix to the first monthly progress report (CLIN A001 of the basic contract).
