About this file
This is a Statement of Structural Tests and Special Inspections document prepared for the Stinson Beach Lifeguard Tower project located in Golden Gate National Recreation Area. The document was prepared by Silman Structural Solutions and signed by Kirk I. Mettam on September 5, 2025, in accordance with Chapter 17 of the 2021 International Building Code (IBC-21).
The statement establishes comprehensive structural testing and special inspection requirements for the construction project. Seismic requirements mandate periodic special inspection of nailing, bolting, anchoring, and fastening of seismic force-resisting system elements including wood shear walls, wood diaphragms, drag struts, braces, shear panels, and hold-downs, with exceptions for structural sheathing with fastener spacing exceeding 4 inches at panel edges. Wind resistance special inspections are not required per IBC 1705.12. The document lists detailed inspector qualifications from multiple certifying bodies including ICC, ACI, AWS, ASNT, EDI, and NICET certifications. Required tests and inspections span steel construction (welding, bolting, nondestructive testing), concrete construction (reinforcing steel, anchors, placement, curing), masonry construction (at Levels A, B, and C quality assurance), wood construction (shear walls, diaphragms, trusses), soils inspection, deep foundation elements, and various other structural components. Each inspection category specifies whether continuous or periodic inspection is required, frequency of testing, and the required qualifications of inspectors. The Construction Contractor's Quality Control Supervisor must provide all special inspection reports and documentation to the Contracting Officer and must correct all deficiencies identified during the inspection and testing program.

Seismic and Wind Requirements
Seismic Requirements, IBC-21 Section 1704.3 Description of seismic-force-resisting system and designated seismic systems subject to special inspections:
Periodic special inspection shall be required for nailing, bolting, anchoring and other fastening of elements of the seismic force-resisting system, including wood shear walls, wood diaphragms, drag struts, braces, shear panels and hold-downs.
Special inspections are not required for wood shear walls, shear panels and diaphragms, including nailing, bolting, anchoring and other fastening to other elements of the seismic force-resisting system, where the lateral resistance is provided by structural sheathing, and the specified fastener spacing at the panel edges is more than 4 inches.
Wind Requirements, IBC-21 Section 1704.3 Description of wind-force-resisting system and designated wind systems subject to special inspections:
Special inspection for wind resistance not required in accordance with IBC 1705.12.
