About this file

This is a Statement of Work for construction services to remove and replace chilled and condenser water piping at the USGS/EROS Data Center in Sioux Falls, South Dakota (47914 252nd Street, Sioux Falls SD 57198). The Department of Interior is seeking professional construction firms to perform the work following a 2018 facility study that identified piping systems in extremely poor condition. Design services were completed on June 12, 2020, and cooling tower replacement has already been completed. The third chiller will not be included in this contract.

The scope of work requires contractors to replace condenser water piping by installing a new water piping network from the mechanical room, removing existing piping, constructing the system to utilize condenser water pumps and Variable Frequency Drives (VFDs) to supply required flow to the chiller and heat recovery systems, and providing adequate taps for future "Pond Heat Rejection" systems. Contractors must replace chilled water piping with new piping networks, 2-way valves, and controlled chilled water pumps sized for two 1996 York chillers operating simultaneously at approximately 600-ton capacity. Heating water piping branch replacements are required along with removal of pneumatic controls and installation of modern electric actuators. Updated control sequences must be developed to optimize energy efficiency. All aspects of the project must maintain facility office and computer room operations with minimal impact to conditioned spaces, requiring phased project completion. Contractors must submit a submittal log, comprehensive Gantt-chart construction schedule within 10 days of Notice to Proceed, certified punch list, and closeout submittals. Reference documents (Attachments 2–4) are provided as basis of design only and do not constitute binding contract requirements. The contractor is responsible for site verification, compliance with all federal, state, and local laws and codes, security clearance for all personnel, and dust protection in raised floor areas with coordination of existing alarm systems and sprinkler protection.

Removal and Replacement of Chilled and Condenser Water Piping

STATEMENT OF WORK

The Department of Interior, USGS/Earth Resources Observation and Science (EROS) Center, Sioux Falls, South Dakota is seeking professional firms to provide construction to remove and replace chilled water piping and condenser water piping which serves the 1996 building addition at EROS. Location is the USGS/EROS Science Center, 47914 252nd Street, Sioux Falls SD 57198.

I. BACKGROUND

A 2018 study of the cooling towers, chillers, condenser water piping, and chilled water piping in the 1996 EROS building addition identified items in extremely poor condition. A design to upgrade the system was completed as a result on 6/12/2020 titled Earth Resources Observation and Science Center Phase 1:

EROS Fluid Coolers Design Services (Attachment 2). The 6/12/2020 as built drawings are included in Attachment 3 along with the mechanical system design criteria (Attachment 4). Due to cost constraints, the design, drawings and mechanical design attachments are provided for reference and basis of design only. Removal and replacement of cooling towers have been completed. The third chiller will not be completed under this contract.

Solicitors may provide clearly defined design variations provided solicitors also clearly demonstrate operational and/or construction cost savings.

II. SCOPE OF WORK

A. Construction Scope/Objectives: The project objectives of the USGS are as follows:

All aspects of the project shall keep the facility offices and computer rooms operational.

Minimal impact to the conditioned spaces may be allowed and as such, project must be completed in phases.

The specifications and drawings provided as Attachments 2–4 are furnished solely as Basis of Design reference documents to illustrate prior design intent and existing conditions. Only the requirements specifically identified in this Statement of Work constitute the contractually binding scope. Any elements shown in the reference documents but not described in this SOW shall not be considered part of the contract. Construction may not have precisely followed the design, so no assumptions should be made on existing site conditions based on the previous recommendations. The specifications have been revised to remove references to the “architect” and clarify that the Contracting Officer Representative (COR) will perform this function.

Removal and replacement of cooling towers have been completed. The third chiller will not be completed under this contract.

• Piping

a. Replace Condenser Water Piping o Install new water piping network from the mechanical room to supply the mechanical equipment. Remove existing water piping.

o Construct the system to utilize condenser water pumps and VFDs accordingly to provide the flow required to the chiller and heat recovery systems.

o Provide adequate taps for future “Pond Heat Rejection” system (tees, valves, and caps.)

b. Replace Chilled Water Piping o Install new water piping network from the mechanical room to supply the mechanical equipment. Remove existing water piping.

o Construct the system to utilize 2-way valves and control the chilled water pumps accordingly to provide the flow required to the chiller and systems.

o System capacity shall be sized to utilize the two 1996 York chillers at maximum capacity simultaneously, approximately 600-ton (field verify.)

c. Replace Heating Water Piping o Develop a design to remove and install new heating water piping branches to the Air Handling Units. Remove pneumatic controls and install modern control solutions. (The main piping loop is in good condition, only the branches, pneumatics, and valves need to be replaced.)

d. Update Controls o Develop a design to remove pneumatic controls in the 1996 Penthouse. Replace with new electric actuators.

o Develop an updated control sequence to satisfy the building conditions with new piping, modulating water flows, rejecting heat to the building when needed, etc.

to save energy.

• The deliverables are generally to include the following per submission:

Submittal Log.

Construction Schedule.

Certified List of Incomplete Items (Punch List) Submittals in accordance with SECTION 017700 - CLOSEOUT PROCEDURES and in coordination with the COR.

2. USGS to provide:

• Attachment 2 USGS EROS Specifications

• Attachment 3 USGS EROS Drawings

• Attachment 4 USGS EROS Mechanical Narrative
