About this file
This is a Vendor Questions and Answers document for solicitation 140G0126Q0288, providing clarifications on technical and contractual requirements for the removal and replacement of chilled water and condenser water piping at the USGS/EROS Science Center in Sioux Falls, South Dakota.
The document addresses thirteen substantive vendor inquiries with government responses. Key technical clarifications include: pond heat rejection taps are excluded from scope per the updated SOW on SAM.gov; Victaulic or Gruvlok grooved piping is required for maintenance purposes rather than welded Schedule 40 black steel; heating water piping modifications involve converting pneumatic valves to electric and installing new piping from the valve to the coil on an unspecified number of air handling units; cooling tower CT-4 dampers and a 13-inch Honeywell operator are included in the replacement scope and must be relocated to the exterior when converted to electric operators; and existing vertical piping may be abandoned in place if properly isolated, drained, disconnected, and capped. The contractor assumes full liability for structural engineering design, core drilling approval, and structural integrity maintenance, with the contractor responsible for engaging a licensed structural engineer and conducting subsurface investigation methods such as ground-penetrating radar or X-ray scanning before drilling through concrete floor slabs. The government allows ten business days for PE-stamped design review and approval. Regarding scheduling, the government anticipates performing work during cooler months, particularly for changeover operations when building cooling can be shut down, and will coordinate system shutdowns to protect occupants. The period of performance is negotiable and should account for material procurement lead times, facility shutdowns, and data center operational requirements. Compliance with FAR 52.240-90 representation and certification requirements is satisfied through submission of the offer itself, with no separate SAM.gov certification or standalone form required.

Vendor Questions 140G0126Q0288 Amendment 004
1. Pond heat rejection taps. Attachment 14 states that the pond heat rejection provisions will not be included, but the Revision 1 Statement of Work, paragraph II.a, still reads, "Provide adequate taps for future Pond Heat Rejection system (tees, valves, and caps)." Please confirm whether the taps are to be included in the quote.
a. SAM.gov attachment for SOW Rev 1 posted for Amendment 002 removes the statement. Please review the solicitation documents.
2. Piping joints. Attachment 14 states that Gruvlok or Victaulic style piping is preferred. Please confirm whether grooved piping is a requirement, or whether welded Schedule 40 black steel piping, consistent with the reference specification, is technically acceptable.
a. Vic or Gruvlok is required for maintenance purposes.
3. Heating water scope. The answer to the heating water scope question (Item 00001C) in Attachment 14 reads "JLB to verify." Please confirm the number of AHUs whose heating water branches are included, and whether the branches run from the existing heating water main loop.
a. This language was included when the project included changing the air handling units out for new units. Heating water piping shall have the pneumatic valves changed to electric and install piping from the new valve to the coil.
4. Design review. Please advise how many calendar days the Government expects for review and approval of the contractor's PE-stamped design before installation begins, so it can be reflected in the construction schedule.
a. Ten business days.
5. Cooling tower CT-4 dampers. The Attachment 15 damper schedule lists inlet and outlet dampers for CT-4 but no operator quantity, unlike CT-1 to CT-3. Please confirm whether the CT-4 damper actuators are pneumatic and included in the replacement, or whether they were furnished electrically with the completed cooling tower replacement. Please also confirm the unlabelled Honeywell 13-inch operator listed beneath AHU 4 on the valve schedule is included.
a. CT-4 dampers are included in this scope of work. They were located in the outlet air stream of the cooling towers and need to be relocated to the exterior of the tower when converted to electric operators.
b. The 13-inch operator needs to be replaced as well, yes.
6. Abandonment of Existing Vertical Piping. Will the Government permit existing vertical piping running through the NBC phases from the basement to the penthouse to be abandoned in place, provided the piping is properly isolated, drained, disconnected, and securely capped at all accessible termination points?
a. Yes.
7. Please confirm whether complete removal of these vertical piping runs is required or whether abandonment in place is an acceptable alternative.
a. Yes, these existing vertical runs can be abandoned in place.
8. Structural Engineering and Core Drilling Requirements. Will the Government require a licensed structural engineer or independent third-party inspector to review, approve, or inspect proposed core drilling locations and associated floor slab supports?
a. Contractor assumes all liability for the location of piping and the design, modification, and installation of said piping shall be designated and approved by a licensed structural engineer.
9. Additionally, please clarify whether ground-penetrating radar (GPR), X-ray scanning, or another approved method of subsurface investigation will be required before performing core drilling through existing concrete floor slabs.
a. Contractor assumes all liability for the location of piping and the design, modification, and installation of said piping shall be designated and approved by a licensed structural engineer. The contractor is responsible for maintaining the structural integrity of the structure.
10. If structural engineering, third-party inspections, or subsurface scanning are required, please confirm whether these services are to be provided by the contractor or the Government.
a. Contractor assumes all liability for the location of piping and the design, modification, and installation of said piping shall be designated and approved by a licensed structural engineer.
11. FAR 52.240-90 Representation and Certification Requirements. We noted that FAR 52.240-90, introduced under the Revolutionary FAR Overhaul (RFO), is included in the solicitation but is not currently available for completion through SAM.gov. Please clarify whether compliance with this provision is satisfied through submission of our offer or whether a separate representation, certification, or signed acknowledgment must be included with our proposal. If a separate submission is required, please identify the appropriate form or documentation necessary to satisfy this requirement.
a. For FAR 52.240‑90, compliance is satisfied through submission of your offer. Because this is a Section K representation and certification provision, your completed offer itself constitutes the required representation. No separate SAM.gov certification or standalone form is required. This is a new RFO-specific provision, and SAM.gov does not yet support its completion. If the offeror submits a disclosure according to FAR 52.240-90, the contracting officer must follow agency procedures to determine if an exception or exemption applies with any prohibition, or if a waiver may be applicable in accordance with 40.203-3
12. Period of Performance and Seasonal Scheduling. Can the Government provide clarification regarding the anticipated period of performance, including the expected contract award date, notice to proceed, and required project completion timeline? Given the nature of the chilled water and condenser water piping replacement, performing portions of this work during the cooler months would be preferable to minimize operational disruptions and potential impacts on the facility’s cooling requirements. Please clarify whether the Government anticipates scheduling this work during the cooler months and whether flexibility will be provided to coordinate critical system shutdowns and piping changeovers during periods of reduced cooling demand.
a. The government does anticipate the work taking place during the cooler months, especially the change-over times when the building can be without office cooling. The new piping network can be built anytime, but change overs would be in the cooler months, preferably. The government can be flexible in coordinating system shutdowns to protect occupants as well as making reasonable accommodations to the contractors.
13. Additionally, please confirm whether the period of performance will account for equipment and material procurement lead times, coordination of facility shutdowns, and any operational restrictions associated with maintaining continuous Data Center operations.
a. The period of performance typically includes all lead-times for materials, shutdowns, etc. The period of performance is negotiable, and the contractor is encouraged to include an estimated schedule with their proposal.
