About this file
This document is a detailed Specifications file for construction work at Fairholme Campground in Olympic National Park, Port Angeles, Washington, developed July 15, 2024.
The project encompasses three primary contract line items: (1) Construction of 12'x12' foundation, floor slab, retaining wall, apron/sidewalks, stairs, ABAAS ramp, and handrails for Loop A comfort station, plus rough-in utility connections; (2) Construction of 12'x12' foundation, floor slab, and apron/sidewalks for Loop B comfort station; and (3) ABAAS trail improvements connecting campsites 3, 4, 16, 45, and 69 to campground trails, including crosswalks and campsite accessibility improvements. Two optional line items include asphalt paving of parking areas for campsites 3 and 4 (Option A) and campsites 45 and 69 (Option B). All work is performed under a single lump sum contract with a period of performance from September 1, 2026 through December 31, 2027. The contractor has exclusive use of the campground from April 24, 2027 onward, with the public reservation season occurring May 15 through September 30, 2027, during which no construction work shall occur.
The specifications establish detailed requirements across multiple divisions: General Requirements (project management, submittals, safety, quality control, temporary facilities); Cast-in-Place Concrete Forms (formwork, reinforcement materials, concrete mix design with minimum 4,000 PSI 28-day compressive strength, curing); Excavation and Fill (material sourcing, compaction testing to 95% maximum density, water management); and Asphalt Concrete Paving (2-inch minimum thickness surface course, PG 52-22 asphalt binder, 91% final compaction). Critical operational constraints include noise restrictions between April 1 and September 23 (construction activities limited to 2 hours after sunrise to 2 hours before sunset), environmental protections (marbled murrelet habitat, migratory bird nesting compliance, archaeological monitoring with 3-week advance notice), and stringent safety requirements including site-specific safety plans, job hazard analyses, and weekly safety inspections. All materials, including borrow and aggregates, shall be contractor-furnished from outside the park, and all hazardous materials handling must comply with OSHA regulations.

PART 3 - EXECUTION
Fairholme Campground 31 23 00 Excavation and Fill
3.1 CONTROL OF WATER:
1. Groundwater Influence:
A. If shallow groundwater and saturated soil conditions are encountered at the site, dewatering or underwater construction technique may be required for construction.
B. In addition to the groundwater level, if earthwork is performed during or soon after periods of precipitation, the subgrade soils may become saturated, “pump,” or not respond to densification techniques. Typical remedial measures include disking and aerating the soil during dry weather, mixing the soil with dryer materials, removing, and replacing the soil with an approved fill material, or mixing the soil with an approved lime or cement product.
C. The over-excavation bottom may require additional treatment to stabilize the subgrade soil prior to backfilling. Soft and saturated subgrade soil may be mitigated with a layer of geogrid reinforcement fabric consisting of Tensar® BX 1100
D. Geogrid (or approved equal) and overlain by 12 to 14 inches of compacted aggregate base.
2. The Contractor shall be responsible for furnishing temporary drainage facilities to convey and dispose of surface water falling on or passing over the site.
3.2 EXISTING UTILITIES:
1. Buried Utilities: No known buried utilities are present at the site. Contractor to verify with utility locate service.
2. Overhead Facilities: There are no existing overhead electric and telephone transmission lines within the project area.
3.3 GENERAL CONSTRUCTION REQUIREMENTS
1. Site Access: Access to the site will be over public roads. Exercise care in the use of such roads and repair at own expense any damage thereto caused by Contractor’s operations. Such repair shall be to the satisfaction of the owner or agency having jurisdiction over the road. The Contractor is to take whatever means are necessary to prevent tracking of construction material onto existing roads and shall keep roads free of debris.
2. Traffic Regulation: The contractor is not required to provide traffic control for normal operations.
3. Barriers: Barriers preventing public access (vehicular and pedestrian) to the campground loop being worked on shall be placed at the loop entrance when campground is open to the public.
4. Access: NPS personnel may have free access to the site at all times.
5. Milling of Pavement: Where asphalt overlays are shown on drawings, necessary pavement milling may occur.
6. Dust Control: Take proper and efficient steps to control dust.
7. Storage of Materials: Excavated material unsuitable for replacement backfill shall not be stored on existing streets and shall be disposed of immediately. Neatly place excavated materials far enough from the excavation to prevent stability problems. Keep the material shaped to cause the least possible interference with drainage of and the normal use of adjacent properties, structures or roadways.
3.4 AGGREGATE PLACEMENT AND COMPACTION:
Fairholme Campground 31 23 00 Excavation and Fill
1. Place aggregate/base material true to the grades and cross-sections indicated on the Drawings and compacted to the degree specified on the Drawings.
2. Backfill material shall not be placed over the storm-water pipe until after it has been inspected by the Contracting Officer.
3. It shall be incumbent upon the Contractor to protect the storm-water pipe from damage during the construction period. It shall be his responsibility to repair broken or damaged pipe at no extra cost to the Owner. Tamping of backfill over the pipe shall be done with tampers, vibratory rollers and other machines that will not injure or disturb the pipe. Carefully place backfill around and over the pipe and do not allow it to fall directly upon the pipe.
4. Do not allow construction traffic nor highway traffic over the pipe trench until the trench backfill has been brought back even with existing…
