About this file

This document is site visit notes and initial clarifications for Solicitation #140P8326R0006, a National Park Service contract for Fairholme Campground comfort station improvements at Olympic National Park. The pre-proposal site visit occurred on July 27, 2026.

The Period of Performance runs from September 1, 2026 through December 31, 2027, with specific work windows defined by campground operational schedules. The contractor has exclusive campground use during October 5, 2026 through April 23, 2027, and again from October 5, 2027 through the end of the performance period. Work is prohibited during reservation seasons (through September 29, 2026 and May 15, 2027 through September 28, 2027), though limited material staging may be permitted with Contracting Officer Representative (COR) coordination. During the April 24, 2027 through May 14, 2027 open period without reservations, the NPS may restrict work to Loop A only. The contractor is responsible for surveying and construction staking, and must maintain a hazardous material spill kit on site at all times. The contractor performs flatwork only; a park crew will complete vertical family restroom construction at a later date. Third-party compaction testing is required on import subgrade material for slabs, sidewalks, and asphalt patches at randomly selected locations. During reservation seasons, both comfort stations must remain operational and open to the public, with mid-construction areas secured with temporary fencing or COR-approved methods. Bearicuda Bins (Whistler 16 CU FT Bear Resistant Food Storage Locker – Two Door, Model LOC101D in Brown) are approved as substitutes for Haul-All Bear Food Storage Bins. Utility availability during construction windows was marked as redacted in the document.
