About this file

This is Amendment #2 to a federal solicitation (140P8326R0006) that provides answers to contractor questions and clarifications regarding technical specifications and submission deadlines.

The amendment addresses two key inquiries from bidders. First, regarding asphalt mix design specifications, the original plans/specs required a non-standard PG 52-22 Asphalt Mix Design, which does not appear on the WSDOT Qualified Products List (QPL). The contracting officer clarified that either 58H-22 or 64-22 are both acceptable mix designs as substitutes for the 52-52 listed in the original specifications. Second, the amendment corrects a discrepancy in the Past Performance Questionnaire deadline, clarifying that the questionnaire is due on August 17, 2026, with the proposal submission, not on the previously listed July 8th date. The Past Performance Questionnaire is to be returned by 5:00 PM Pacific Daylight Time to Mickey Chisolm, Contracting Officer at DOI - National Park Service – ConOps West – Olympic MABO (Mickey_Chisolm@ios.doi.gov). The questionnaire evaluates contractor performance across multiple dimensions including quality, schedule and time management, cost control, management, small business subcontracting and labor standards, and regulatory compliance.

Amendment #2

The purpose of this amendment is to:

1) provide answers to questions

Question:

• The plans/specs require a non-standard PG 52-22 Asphalt Mix Design. I would like to see if this is a Type-o; and if it is not, I would like to request approval to use PG 58H- 22 in its place.

We do not have a mix design for PG 52-52, In fact I am not even seeing it on the WSDOT

QPL.

Response: 58H-22 or 64-22 are both acceptable Mix Designs in lieu of the 52-52 listed.

Question:

The return date listed on the past performance questionnaire is July 8th. Can you please let us know what date it should be assuming this isn't the correct date listed.

Response: The Past Performance Questionnaire is due August 17, 2026 with proposal.
