About this file

This is a Design-Build Request for Proposal (RFP) for the Glen Canyon Low Water Ramps project at Glen Canyon National Recreation Area (GLCA) in the Hite District, Utah. The National Park Service (NPS) Denver Service Center is soliciting design and construction services for a new boat launch ramp system to address low-water lake access issues caused by historically low water levels and sediment influx from the Dirty Devil tributary.

The project scope includes designing and constructing a 35-foot-wide concrete launch ramp servicing lake elevations between 3700 and 3535 feet, an 18-foot-wide gravel access road (approximately 1.0 mile) connecting from Hite Marina Road to the ramp, and two parking areas (5.25 acres and 0.7 acres) accommodating both boat and passenger vehicles with ABA accessibility compliance. The base contract line item (CLIN 1) requires full design of the ramp servicing elevations 3700 to 3490 feet, with scalable construction options defined across CLINs 2-5 at different elevation service levels and a gravel parking lot surfacing option. The total planned contract time is 549 calendar days for both design and construction phases. Design deliverables must include Design Development (DD) documents and 100% Complete Design-Build Construction Documents (CD) with stamped and signed final documents. Construction requirements encompass environmental compliance (NEPA, CWA Section 401/404, UPDES permits, ESA consultation), archaeological monitoring with temporary fencing around sensitive sites, aquatic invasive species management with HACCP plans, quality control oversight, waste management planning, and compliance with Mexican Spotted Owl habitat protection measures during breeding season. The DB Contractor must establish a project website for document management, conduct weekly progress meetings, maintain a schedule of values for progress payments, provide a Construction Management Representative (CMR) field office with specified equipment and internet connectivity, and submit weekly digital construction documentation. Work is restricted to 7:00 AM to 7:00 PM on weekdays, with no ground disturbance permitted prior to NEPA approval (anticipated by July 2026) and no nighttime construction allowed. This is a Total Small Business Set Aside procurement conducted in two phases under FAR 36.3, with Phase 1 requiring proposals only (no pricing) and Phase 2 to follow at a later date with a pre-solicitation conference.

Location This project is located at Glen Canyon National Recreation Area (GLCA), Hite District in Utah.

Background The Glen Canyon National Recreation Area (GLCA) anticipates that North Lake Powell will soon lack operable boat launch ramps due to historically low water levels. Since 2021, the region has experienced a dry cycle leading to low lake elevations and intermittent ramp closures, including the Hite ramp. At Hite, the Colorado River is undergoing adjustments due to significant sediment influx from the Dirty Devil tributary and changes in the base level caused by reservoir declines. This has altered the river's alignment compared to pre-dam conditions. Currently, access to the river at the Existing Hite Ramp on the river's left (south/east) bank is obstructed by unconsolidated reservoir sediments, causing trucks and trailers to get stuck. On the river's right (north) bank, an unmaintained access road leads to the North Wash Ramp, located downstream of the Dirty Devil confluence. The maintenance of this ramp is challenging, and the river conditions are dynamic. Consequently, these factors result in inconsistent and unsafe access.

This project will address low-water lake access at Hite based upon the relocation of the launch ramp to a new deep pool location. The work includes, but is not limited to, gravel access road, a new concrete launch ramp and parking lots.

Description The specific purpose of the project is to ensure long-term sustainable lake access at Hite by designing and constructing a new high and low water launch ramp. The ramp will be designed to service lake elevations between 3700 and 3535 feet. Due to funding limitations, the construction of the ramp will be to the final full design service grade, but only service between lake elevations 3700 and 3535 feet. This approach is intended to allow for future ramp extensions without reconstructing the ramp above elevation 3535. Facilities supporting the new ramp include new boat and passenger vehicle parking areas.

To align the project with available funding, a base schedule with scalable options are required as described below:

BASE (DESIGN AND CONSTRUCTION)

DESIGN - 35-foot wide concrete launch ramp servicing lake elevation 3700 to 3490 with a 18-ft wide gravel access road connecting Hite Marina Rd to the ramp, one 5.25-acre upper parking area, and one 0.7-acre lower parking area, both for boat and passenger vehicles, including accommodations complying with Architectural Barriers Act Accessibility Standards (ABAAS).

Clarification: The full design under CLIN 1, Ramp Servicing elevations 3700 to 3490 and a width of 35 feet, allows for extrapolation of design data as needed to support scalable construction options including construction elevation 3565'(CLIN 2- BASE), 3550' (CLIN 3 - OPTION A) and 3535 (CLIN 4 OPTION B). CLIN 5 is Gravel Surfacing for a 5.2 Arce Parking Area

DB Contractor's project schedule shall consist of, but not be limited to, the following for each activity:

· Identify activities and numbers numerically (maximum 5-digit). Number activities in increments of 10.

· Concisely describe work represented by activity (maximum 48 characters). Avoid using non-standard abbreviations. Limit work related to each activity to one work trade.

· Activity duration shall be in whole working days with a maximum duration of 15 workdays each, unless otherwise approved by the CO, except for non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.

DB Contractor shall ensure the project schedule includes its own work and the Subcontractor's work.

Follow all Federal, state, and local labor laws. Schedule at least 2 non-work days out of every 14 calendar days. The selected non-work days do not need to be consecutive, but they must be scheduled.

The project schedule shall show the sequence and interdependence of activities required for complete performance of work and shall be cost and resource-loaded. DB Contractor shall ensure that work sequences are logical and the project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be the DB Contractor's best estimate of the time required to complete an activity, considering the scope and resources planned. Resource loading of each activity shall list personnel by labor category and equipment type, and the capacity proposed to complete an activity in the duration shown. Include permit requirements and constraints. Consider and include seasonal weather conditions in the planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within contract time.

Project Schedule Updates Monthly updates: Monthly updates of the project schedule shall be an integral part and basic element of the estimate, upon which progress payments shall be made under this contract. If, according to the judgment of the CO, the DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, the DB Contractor shall be deemed to have not provided the required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.

Narrative: Include in report:

· Brief description of actual progress made during the update period.

· Actual and potential delaying activities.

· Impediments to progress.

· Issues related to inclement weather.

· Progress toward established milestones.

· Project float.

· Brief description of work anticipated to be performed in the next month.

· Identify minor revisions to schedule for evaluation, and if accepted or rejected.

As work progresses, indicate the Actual Completion percentage for each activity. If the schedule update shows a late finish date after the contract completion date, at a minimum, include the following in the narrative with submission:

· Known delays.

· Actions taken to get back on schedule.

· Pending modifications.

· Impediments or constraints affecting progress.

Progress Payments: Update the currently accepted construction schedule monthly. If DB Contractor fails to provide monthly updates or revisions to the currently accepted construction schedule, a portion of the monthly payment may be retained until updates/revisions are made.

Time Impact Analysis for Contract Modifications, Changes, Delays, and DB Contractor Requests Requirements: When contract modifications or changes are initiated, delays are experienced, or the DB Contractor revises the project schedule, the DB Contractor shall submit to the CO a written time impact analysis illustrating influence of each modification, change, delay, or the DB Contractor’s request on the contract time.

· Time Extensions: Activity delays shall not automatically mean an extension of contract time is warranted or due to the DB Contractor. It is possible that modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of the available total float that may exist within an activity chain of the project schedule, thereby not affecting the contract time. Time extensions will be granted according to the terms of the contract.

· Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to the extent that the equitable time adjustments to activity or activities affected by modification, change, or delay exceed the total (positive or zero) float available on a particular activity.

Aquatic Invasive Species Management Compliance:

DB Contractor will take all prudent steps to prevent the introduction of Aquatic Invasive Species (AIS) to park waters and prevent the spread of existing AIS to other waters. All equipment must be “Clean, Drained and Dried” or decontaminated prior to participation and upon completion of activities under this contract.

· DB Contractor will work with the NPS AIS Coordinator (colleen_allen@nps.gov) and Alex Popores (alexandria_Popores@nps.gov) to create Hazard Analysis and Critical Control Point (HACCP) plans, determining biological risk, species identification, associated with all equipment, inspection/decontamination guidance and requirements, The HACCP plans will be agreed upon and submitted prior to any activity under this contract for all equipment that will be used in or over water in the park.

HACCP planning for control of AIS is described at Hazard Analysis and Critical Control Point Planning to Prevent the Spread of Invasive Species | U.S. Fish & Wildlife Service (fws.gov)

1. HACCP plan will address ALL equipment utilized for all stages of the project, from mobilization to de-mobilization and transport back to origins. It will identify the risk of new introductions and the containment of existing AIS. The plan will outline legal obligations of inspection and decontamination where appropriate.

1. HACCP plan will outline AIS mitigations for legal transport and disposal of the existing dock structure, to include Certificate of Registration (COR) if transporting through or into Utah, or a variance if transporting to Arizona.

· DB Contractor is responsible for informing all personnel and sub-contractors of NPS requirements, state laws regarding AIS, and of the presence of high priority AIS in Glen Canyon, including quagga mussels (Dreissena bugensis), New Zealand mud snails (Potamopyrgus antipodarum), and whirling disease in Lake Powell and the Colorado River below the Glen Canyon Dam.

· DB Contractor will prevent work activities under this contract for any equipment that has been used in other waters within 30 days but not decontaminated, is not covered by an NPS approved HACCP Plan, or is in any way out of compliance with these requirements or state laws and immediately report the incident to the NPS.

· DB Contractor will ensure compliance with all laws, specifically including state AIS laws and regulations for all equipment used under this contract. Equipment can include vessels, trailers, barges, tow vehicles, tools, and other items associated with the contracted activity. State AIS laws vary widely between states; the DB Contractor should consider all the applicable requirements carefully and plan ahead.

· Determine if Dreissena mussels or larvae are present on any equipment; if mussels are found, equipment must be decontaminated prior to transport or use. Any Dreissena mussels found within the state of Utah must be reported to the Utah Division of Wildlife Resources (1-800-662-3337 or http://wildlife.utah.gov/invasive-mussels.html).

· In Utah, each vessel and launching device must be certified prior to launch that it has been decontaminated; certification options are provided in Utah R657-60-6 https://wildlife.utah.gov/r657-60.html.

· In Arizona, any watercraft or conveyance that has been in Lake Powell or the Colorado River below Glen Canyon Dam for 5 consecutive days or more is required to be decontaminated and complete dry time before launching again (Aquatic Invasive Species - Arizona Game & Fish Department (azgfd.com)

· All equipment must be decontaminated and or "Cleaned, Drained, and Dried" after contacting Lake Powell or the Colorado River below Glen Canyon Dam and before transport from the area. After decontamination, the equipment must then remain out of the water for up to 30 days (see Utah law for specific drying days requirement for each month in each state) Construction Requirements Environmental Requirements The National Park Service Contracting Officer will oversee the construction of the project to ensure all environmental commitments detailed in the plans and special contract requirements are met.
