About this file

This is a Combined Phase 1 and 2 Questions and Answers sheet for solicitation #140P2026R0011 issued by the National Park Service (NPS) for the Hite District project (GLCA 318878). The document addresses 22 clarifying questions submitted by offerors regarding submission requirements, project scope, and environmental/permitting considerations.

Key submission and procedural clarifications include: Factors 1-3 should be submitted as one PDF document; no pricing information is required in Phase 1, with pricing requested only from shortlisted offerors in Phase 2; a Business Proposal is required in Phase 1 Volume II; the SF1442 form, Limitations on Subcontracting Form, and Bid Bond are not due until Phase II; and previously submitted PPQs and CPARS from other government entities are acceptable. Phase 1 submissions must use 1-inch margins and 12-point font, with Factor 1 limited to 6 pages. Attendance at the pre-proposal site visit is strongly encouraged but not mandatory, with an attendee list to be posted afterward. Critical project details address that the Design-Build Contractor is responsible for all geotechnical investigations, slope stability analysis, blasting recommendations, and foundation/subgrade design post-award; must independently validate hydraulic/drainage modeling; and must comply with seasonal blasting restrictions and USACE coordination requirements near Waters of the U.S. Excavated on-site materials can be processed and reused as backfill or select borrow but are unsuitable for aggregate base or asphalt/concrete use. River users must maintain safe passage through the project area and access to the North Wash Ramp, with no concurrent concessionaire operations at Hite. Environmental permits, including FONSI expected in early August 2026 and USACE permit received July 8, 2026, require contractors to obtain NPDES permits prior to ground disturbance.

GLCA 318878 - Hite District Solicitation # 140P2026R0011 Combined Phase 1 and 2 Q&A Sheet

# Offeror Question NPS Response

Please clarify if Factors 1-3 should be three (3) separate documents or if all Factors should be included in one document?

NPS recommends that this be submitted as one PDF.

May we use previously submitted PPQs (including ones submitted for previous NPS proposals) and CPARS from other government entities in Factor 3?

Yes that is acceptable.

Page 68 includes a Phase I Volume II section but this is not referenced on page 66 in the submission requirements. Please confirm whether we should submit the Phase I Volume

II items along with Volume I or disregard these items for this submission.

A Business Proposal is required as part of the Phase 1 submission, but no pricing information should be submitted as part of Phase 1.

Due to the technical complexity of the design-build scope, remote site logistics, environmental/permitting considerations, hydraulic/geologic data review, and required coordination with design and construction partners, respectfully request that the Government extend the Phase I proposal due date by ten (10) business days.

NPS will consider this request and issue an extension if it is warranted.

Please confirm that no pricing, cost breakdown, or CLIN pricing is required for Phase I, and that pricing will only be requested from shortlisted offerors during Phase II. Correct.

Please confirm whether attendance at the pre-proposal site visit is mandatory or optional, and whether the Government will provide a site visit attendee list. Attendance is strongly encouraged but not mandatory. Yes we will post an attendee list after the meeting.

Please confirm the current status of NEPA, wetlands/floodplain approvals, USACE coordination, and any other environmental permits required before construction or ground disturbance may begin.

FONSI expected in early August 2026; final SOF & FONSI will both be signed by the RD at the same time. USACE permit received 7/8/26. Contractor is required to obtain NPDES permit prior to ground disturbance.

Please confirm whether the Design-Build Contractor is responsible for all final geotechnical investigations, borings, slope stability analysis, blasting recommendations, and foundation/subgrade design after award.

Yes, the Design-Build Contractor is responsible for all relevant geotechnical investigations, borings, slope stability analysis, blasting recommendations, and foundation/subgrade design after award. See RfP Sections 4.3.6

Geotechnical Requirements and 4.3.1 Design Standards for standards that contractor shall meet.

Please confirm whether offerors may rely on the provided hydrologic/hydraulic modeling reports for Phase I approach development, or whether the selected Design-Build

Contractor must independently validate model assumptions after award.

Design-Build Contractor is to independently validate their design, See RFP Section 4.3.10 Drainage Requirements.

Please confirm whether blasting is anticipated, permitted, or restricted within the project limits, and identify any NPS-specific approvals, monitoring, environmental, cultural, wildlife, or seasonal restrictions applicable to blasting operations.

Blasting is anticipated and permitted with seasonal timing restrictions. See RFP Section 2.3.1. If the blast area is located near Waters of the U.S., the appropriate district for the Army Corps of Engineers shall be contacted for project recierw. No fill or slide materials should enter any Waters of the U.S.. The Geological Memorandum (dated April 7, 2025) contains information related to blasting and Excavation Characteristics.

Please confirm whether on-site excavated or blasted material may be processed and reused for road base, parking surfacing, riprap, erosion protection, or fill, subject to testing and Government approval.

Per the Geological Memorandum (dated April 7, 2025), "excavated on-site soil and bedrock is not considered suitable for use as aggregate base, crushed aggregate, or aggregate for use in hot-mix asphalt or concrete. The material can likely be processed and used as backfill material, select granular backfill, select borrow, or unclassified borrow. Processing, crushing and removal of oversize blocks should be anticipated to reuse the material for these purposes.

Please confirm approved haul routes, staging areas, laydown areas, construction access limits, and any restrictions on hauling through public, park, or visitor-use areas.

Access to the project location is through all public access routes, follow all legal limits. Sheet G1 and G3 Identify the APE (Area of Potential Effect) which represents the construction access limits.

Please confirm whether Hite District public access, river access, concessionaire operations, or visitor use must remain open during construction, and identify required closures, phasing, signage, flagging, or traffic control expectations

River users must be able to safely pass through the project area and must be able to access the North Wash Ramp (see Sheet G1 for that location) on opposite side of the river. There are no concessionaires operating at Hite currently.

Please confirm whether the Government has any specific local hiring, tribal coordination, community engagement, or reporting expectations beyond standard contract requirements. Correct there are no additional requirements not addressed in the contract documents.

Please confirm whether the Project Experience Questionnaire may be expanded as needed and whether offerors may submit the same projects for both technical qualifications and past performance

Please do not alter the Project Experience Questionnaire form. Offerors are encouraged (but not required) to submit Past Performance information for the same projects submitted under Technical Qualifications (Factor 2) using the attached Past Performance Questionnaire.

The solicitation asks for an SF 1442 in both Phase I Volume I and Phase I Volume II. Will the government confirm this is only needed in Volume II, Business Proposal? Please submit the SF1442 as part of Volume II Business Proposal.

Will the government please confirm there is a Phase I volume II – Business proposal required in addition to a Phase II volume II – Business and Price proposal required to be submitted? Correct. A Volume II is required under both phases.

Will the government please confirm the Limitations on Subcontracting Form is not due until Phase II? Correct. Limitations on SubK Form is not due until Phase II.

19 Will the government please confirm the Bid Bond is not due until Phase II? Correct. Bid bond is not due until Phase II.

Could you please clarify whether headers and footers (e.g., company name, section title, page numbers, logos, or other information) are permitted within the 1-inch margins, and whether any content included in headers or footers is excluded from the page count?

For Phase 1, please use 1 inch margins and 12 pt font. The only page limitation is for Factor 1 (6 pages). This limitation only applies to this section, so cover page, table of contents, etc. would not be included in the 6 page limitation.

Is SF1442 included in both volumes of Phase 1 with Volume 1 having block 19 and 20 filled out and filling out blocks blocks 14 through 20C on Phase 1 Volume 2? Please submit the SF1442 as part of Volume II Business Proposal.

22 Will the amendments need to be listed on both the SF1442 for and the SF30? Please just list amendments on the SF1442.
