1.1 SUMMARY

A. This Section includes the following:

1. Work Covered by the Contract Documents.

2. Contractor Use of Site

3. Government Use of Site

4. Conduct of Operations

5. Work Restrictions

6. Special Construction Requirements

7. Additional Reports (Hazardous Materials)

1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: Tuolumne Meadows, Tioga Road (CA Highway 120), Yosemite National Park, CA. The project is located at the Ranger and Bug NPS Employee Camps in the NPS employee housing area of the Tuolumne Meadows developed area, on the north side of the road to the Tuolumne Lodge, approximately 1 mile east of the Tuolumne Meadows Store & Grill, and 19 miles west of Lee Vining, CA 95341. The camp buildings are heavily used daily as employee housing and operations, including the mule barn, Ranger Station, Search & Rescue Office, AT&T Telephone Equipment, and other operations facilities during the summer months. Additionally, a Winter Cabin is occupied by a team of winter rangers who snow plow and ski the area for monitoring and patrolling purposes. During winter months the Tioga Road is closed to all vehicles and becomes Wilderness, therefore, there is no access to the project site during winter. Seasonal closure dates vary based on snow conditions and weather. The construction season is generally three to five months. Refer to Specification Section 01 50 00 for additional road closure information.

B. The Work consists of the following:

1. Removal and disposal of existing electrical distribution equipment, including overhead and underground lines, conduit, wire, handholes, distribution and service panels, and associated equipment, and installation of new underground lines, conduit, wire, handholes, distribution and service panels, installation of all meters with the exception of the SCE meters on the meter mains, and associated equipment. Work includes installation of new conduit, cabling, and grounding from new Southern California Edison (SCE) transformers to new contractor installed meter main panels, installation of new transformer pads, hand holes, and coordination with and payment of fees directly to SCE for required inspections, transformer installation, cabling, hot taps, and meter main installation. The Contractor is

YOSE – 228214, 228193, 228205 01 11 00 - 2

10309975 required to comply with all SCE requirements for work involving transformer and meter main modifications, in addition to the requirements of the contract documents. The Contractor is responsible for paying all SCE fees directly to SCE for the SCE transformer installation, hot taps, inspections, meter installation, and activation fees required for a complete and operational system. See SCE design drawing 1516474_0.01 for additional requirements. Contractor shall provide and install all components shown as “Customer Installed” and “Customer Furnished”, acting as the “Customer Contractor” for the Government.

2. Removal, replacement, and testing of existing electrical panels, conduit, wiring, receptacles, switches, lights, and associated components in NPS buildings as shown on the contract documents for a complete and operational system. Work shall include patching of existing building materials as required to seal all penetrations with like materials and finishes, which vary by building. See Specification Sections 01 35 91 Historic Preservation Treatment Procedures and 01 73 29 Cutting and Patching for more information. Some surfaces contain lead based paint. See C99-21 Asbestos and Lead Report by Leon Environmental, Bug Camp, June 2022, and C100-21 Asbestos and Lead Report by Leon Environmental, Ranger Camp, June 2022, included in this contract by reference. Rehabilitation of surfaces containing lead based paint shall be performed by workers certified for this work.

3. Removal and replacement of service lines and street lights on existing wood poles as shown on the contract drawings.

4. Installation of new 2” underground conduit and pull cord, extension up the exterior building walls and termination in the buildings, for installation of future data cables by park crews, as shown on the contract drawings. Coordination is required with the NPS COR and Telecom Shop for termination requirements.

5. Re-landing of AT&T, telecom, and IT equipment services on new contractor installed panels, extension of and replacement of conduit and installation of new cabling as required.

Contractor coordination with AT&T and park telecom and IT is required.

6. Provision, operation, monitoring, and maintenance of temporary power to maintain continuous service to park facilities per these specifications.

7. Providing and coordinating tribal cultural monitoring and reporting services for ground disturbance activities required to perform this work, in accordance with Specification Section 01 35 60. All ground disturbance is required to be monitored.

C. The work to be performed under this Contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles, and furnishing all labor, transportation, and services, including fuel and essential communications, and performing all work or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents that may be necessary for the complete and proper construction of the work in good faith shall be provided by the Contractor as though original so indicated, at no increase in cost to the Government.

YOSE – 228214, 228193, 228205 01 11 00 - 3

10309975

D. All work shall be performed in accordance with the latest versions of the California Building Code, California Electrical Code, California Mechanical Code, the National Fire Protection Association, and Southern California Edison requirements.

E. Project will be constructed under a single prime contract.

1.3 CONTRACTOR USE OF SITE

A. General: The Contractor shall have limited use of the site for construction operations. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the building occupants.

Building closures and closures or blockage of doors, driveways, and roads will not be permitted, except for short term durations and approved schedules per Section 01 32 16. Continued operation of all buildings and functions in the camps is required.

B. The Contractor is required to provide temporary power to maintain operations.

1. Continuous operation of the Search & Rescue Facility, Ranger Office, and the AT&T and

Telecom equipment is especially critical and shall not be interrupted for periods exceeding one hour.

2. Access to employee housing, restrooms, barn, stables, shower houses, and kitchens are also critical for park operations and power shall not be interrupted for more than four hours.

3. Advance notice of power interruptions is required a minimum of 10 working days, with notices posted by the Contractor on each affected building with weather resistant signage.

C. Park escorts shall be required inside buildings in use unless otherwise allowed by the CO and occupants.

D. Limits: Confine constructions operations to rooms and spaces where work as drawings indicate.

E. Storage of Materials: Confine storage of materials to preapproved areas as directed by the Contracting Officer. An outdoor staging area will be designated at the project site by the Contracting Officer. The staging area will be approximately 50’ x 20’ in the Dog Lake Parking Area. There will be park visitors, park maintenance, employees, and truck traffic around and near this area during construction. The Contractor shall submit a Staging Plan and Map for approval showing the desired locations of dumpsters, hazardous materials enclosures, clean areas, materials storage, equipment, and debris removal schedules. The Staging Plan shall be reviewed and subject to approval by building users and the CO. The Contractor shall return all storage and staging areas to the same condition that they found them at the start of construction.

F. A Contractor’s office trailer and two small travel trailers are allowed in the old Dog Lake Parking Lot. The trailers shall be self-contained, as there is no power, water, sewer, or telephone at this location. The contractor shall have no access for use of NPS facilities such as the showers, laundry, or restrooms. The Contractor shall locate his trailers and staging area to allow vehicle and pedestrian circulation and parks for public use access to the Dog Lake Trailhead and to ensure NPS staff and maintenance access to Bug Camp. The Contractor shall take documentary photos prior to staging and restore the site to its original condition at the end of the project. Trailers or equipment shall not remain over the winter. Design snow levels for this area are 375 pounds per square foot and 10 feet of snow is not uncommon over the winter. Contractor will be required to perform snow removal as required for construction access when access is allowed by Yosemite CO, which may be possible during shoulder seasons when the camps are being set up or shut down, and park plowing operations are not occurring (contractor traffic on roads being actively plowed pose an unacceptable safety risk

YOSE – 228214, 228193, 228205 01 11 00 - 4

10309975 to all parties and will not be allowed). Winter access will not be allowed at any time as the area reverts to Wilderness by law and vehicular access is not permitted.

G. Preservation of Natural & Cultural Features (see also Sections 01 35 13 YNP Natural, Cultural, and Physical Resource Protection, 01 35 60 Tribal Cultural Monitoring, and 01 35 91 Historic Preservation Treatment Procedures):

1. Project building is included in the Tuolumne Meadows Historic District. Building surfaces shall be considered historic and not disturbed unless specifically noted in the Contract Documents. All modifications are subject to the review and approval of the Yosemite Historic Architect and/or Yosemite Historic Preservation Shop.

2. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

3. Provide temporary barriers to protect existing trees and plants and root zones.

4. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with

Contracting Officer and remove agreed-on roots and branches that interfere with construction.

5. Do not fasten ropes, cables, or guys to existing trees.

6. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

7. Do not remove native soils except as shown on the Contract Drawings.

8. Provide archeological and tribal monitoring and reporting for ground disturbance activities, including trenching, required to complete the work of this project.

H. Driveways and Entrances: Keep driveways, access roads and entrances serving premises clear and available to the Government at all times with the exception of the preapproved storage and staging areas as within the limits as shown and/or as directed by the Contracting Officer. The area is not fenced or locked. The Contractor shall provide his/her own security while keeping access open for park operations. The Contractor shall provide a construction key to the COR and the park Fire Department for access in the event of a fire or other emergency.

1. Do not use these areas for parking or storage of materials.

2. Schedule deliveries to minimize use of driveways and entrances.

3. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

I. Construction Camp: Establishment of a camp consisting of two small self-contained travel trailers shall be permitted at the older Dog Lake Parking Lot. Contractor crews shall observe all park rules and regulations, including quiet hours (9 PM to 7 AM) and food storage requirements.

J. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Consult with, and receive written permission from, the Contracting Officer prior to bringing any vehicles or equipment requiring Caltrans special permits for size or weight. Permission is not guaranteed. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment. Wide loads require permits and escorts from the park traffic management and law enforcement office, with a minimum two week notice, and transport is required to occur during normal work hours when escort staff are available.

1. All park roads are subject to snow and icy conditions. It is required that you carry Caltrans approved tire chains or cables when visiting Yosemite as a sudden snowstorm could make

YOSE – 228214, 228193, 228205 01 11 00 - 5

10309975 them mandatory. Vehicles with a gross vehicle weight (GVW) of greater than 6000 pounds must use tire chains/cables when chain controls are activated at any level.

2. The primary access to Tuolumne Meadows is via CA Highway 120 (Tioga Pass Road) from either the east or west sides of the park. The Contractor is responsible for knowing and complying with any/all vehicle restrictions imposed by Caltrans or Yosemite National Park on this or any other highway utilized for access to the Project location.

3. The Tioga Pass Road portion of CA Highway 120, which includes the Project location in Tuolumne Meadows, is a seasonal highway which is closed each winter. Refer to Specification Section 01 50 00 for additional road closure information. There is no access to the Project location when Tioga Pass Road is closed, either by the park, or by Caltrans at the access points outside of the park. It is the Contractor’s responsibility to monitor weather conditions and the most up to date information regarding the road status and to plan the work accordingly. During the shoulder seasons temporary closures are common due to periodic snow storms.

a. If seasonal closure of the Tioga Pass Road occurs during the performance period of this contract, the Contracting Officer will work with the Contractor to institute a seasonal suspension of the work under conditions acceptable to both parties. The Contractor shall not make any claims for regular seasonal closure of Tioga Pass Road.

4. Aside from the seasonal closure of Tioga Pass Road, other delays or intermittent closures may occur on any park roads or any highways providing access to the park at any time due to rockslides, road washouts, and related issues. These shut downs occur with little to no notice. Heavy visitor traffic and road construction will cause delays, especially during peak travel times. The Contractor shall not make any claims for traffic delays or intermittent closures of any park road or any highway providing access to the park. The Contractor shall include five (5) work days of temporary shut down of Tioga Pass Road during each construction/summer season for weather or other events for which he will not be compensated. These temporary shut down days shall be dispersed throughout the schedule.

5. It is the Contractor’s responsibility to obtain the most up to date information on road restrictions and closures, and to comply with all rules and regulations for vehicular traffic to and from the project site. The Contractor shall perform snow removal at the camps if required for construction. Yosemite crews perform snow plowing operations of the Tioga Pass Road when conditions permit during the spring opening, but do not plow the camp areas and will not perform plowing for Contractor access.

6. Access to Hwy 120 on the west end of Tioga Road via the El Portal Road, a continuation of SR-140 from the Mariposa/Merced, CA. Restrictions on SR-140 are as follows.

a) Maximum vehicle length: Currently, the maximum vehicle length allowed is 45 feet for any vehicle, due to restrictions at the one-way bridge at the Ferguson Slide area.

b) Height restrictions: 12 feet 10 inches

c) Seasons: Open all year (chains may be required in winter).

d) Delays or intermittent closures may occur due to rockslides and related issues. Heavy visitor traffic will cause delays during peak travel times.

e) The Contractor shall not make any claims for traffic delays or intermittent closures of El Portal Road.

2. Access to Tioga Road is also available from Wawona Road, a continuation of SR- 41 from the Oakhurst/Fresno, CA area. Vehicle restrictions on the Wawona Road are as follows.

a) Maximum vehicle length: 45 feet for single vehicle.

b) Height restrictions through the Wawona Tunnel into Yosemite Valley - 10 feet 2 inches at curb; from Yosemite Valley - 13 feet 6 inches. The height of the tunnel at the white fogline is higher and California-legal vehicles are able to drive through the tunnel while remaining in their lane.

c) Seasons: Open all year (chains may be required in winter).

d) Delays or closures may occur due to rockslides, snow storms, and related issues. Closures are more frequent in winter. Closures may be long-term.

e) The Contractor shall assume that Wawona Road may experience full closures of up to two months in length, at any time. The Contractor shall not make any claims for traffic delays or closures of Wawona Road.

7. Access to Tioga Road via the Big Oak Flat Road from the northwest, a continuation of SR- 120 from the Manteca/Stockton, CA area:

f) Maximum vehicle length: 45 feet for single vehicle, 60 feet for combination vehicle.

g) Height restrictions through the Big Oak Flat Tunnel: Into Yosemite Valley - 10 feet 3 inches at curb; from Yosemite Valley - 13 feet 8 inches at curb.

The height of the tunnel at the white fogline is higher and California-legal vehicles are able to drive through the tunnel while remaining in their lane.

h) Seasons: Open all year (chains may be required in winter).

i) Delays or closures may occur due to rockslides, snow storms, and related issues. Closures are more frequent in winter. Closures may be long-term.

j) The Contractor shall assume that Big Oak Flat Road from El Portal (hwy

140) to Crane Flat may experience full closures of up to two months in length, at any time. The Contractor shall not make any claims for traffic delays or closures of the Big Oak Flat Road.

K. PUBLIC USE OF SITE

L. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public and park staff. Road closures within the camps will be permitted, when required, upon specific approval of Contracting Officer for a maximum of 4 hours with advance notice and approval (two weeks minimum), and access accommodation for Law Enforcement, Search and Rescue, and Barn operations and employee occupants.
