About this file
The document summarizes minutes from a pre-bid site visit for a federal contract opportunity to replace electric distribution systems at three locations within Yosemite National Park. The project involves replacing transformers, main panels, conduits, and services at Ranger Camp West, Ranger Camp East, and Bug Camp. Work will require coordination with Southern California Edison for approvals, inspections, connections and payment of an invoice. The National Park Service representatives addressed contractor questions and concerns regarding staging areas, tree removal and protection of natural and historic resources, archaeological and tribal monitoring, waste disposal, and generator use during construction. Adherence to specifications for materials, restoration of disturbed areas, and protection of park occupants and resources during work was emphasized.

Meeting Minutes:
Site Visit Began promptly at 11:00 AM on Aug 8, 2022 at the Barn at Ranger Camp, a portion of the project site. Kelly White initiated the introductions, with each attendee introducing themselves. The information on the Tri-Fold provided by the Contracting Officer was read aloud.
The following items were discussed as the team walked around the site. Kelly opened up several of the buildings for contractor examination.
1. Kelly emphasized that no changes will be made to the contract requirements in the plans, specification, or contract clauses by any verbal communication by the NPS project manager or other park staff. All Contractor RFIs must be submitted to the Contracting Officer in writing as stated in the solicitation. If any changes result from the Pre-Bid Visit a contract Amendment will be issued.
2. Kelly emphasized that the camps will be occupied during the construction and that project scheduling and communication will be key for this project and an important task in this project. Park escorts will be required for entry into occupied buildings unless otherwise agreed to by the CO and park occupants. Scheduling, Contractor access, allowed closures, and communication requirements are stated in the several Sections of the Contract Specifications.
3. Kelly noted that some of the buildings are historic and alterations required for installation if new electrical equipment are required to match existing surfaces in material and finish as stated in the Specifications, including Section 01 35 91 Historic Preservation Treatment Procedures, and subject to the approval of the park Historic Architect. New light fixtures have been selected to match existing fixtures on historic buildings as well. Historic buildings are identified on the Contract Drawings.
4. Kelly noted that the Contractor is coordinate work with Southern California Edison (SCE) for the work involving the new transformers, main panels, conduit, and service. This includes obtaining SCE approvals, inspections, hot taps, etc. An invoice from SCE is included in the contract documents, which is to be paid directly to SCE by the Contractor. This invoice is good for 90 days only. Contractor is advised to contact Thomas Partridge at SCE, Senior Planning Specialist, Transmission & Distribution- Bishop S/C, Mobile: 760-636-8743, Office: 760-924-4815, 374 Lagoon St, Bishop CA 93514 for more information, as well as consult the Contract Plans and Specifications.
5. Jim Coyle asked if the existing picnic tables, wood piles, etc. around the buildings will be moved by park staff prior to construction. Kelly answered that, “No, moving these items and returning them will be the responsibility of the Contractor”. This will be addressed in an Amendment.
6. Jim Coyle pointed out that there is a missing porch light on the west end of building #3002, Dwg E211. There is also an existing light shown to be replaced on the south porch, however there isn’t one there. This will be addressed in an amendment.
7. Steve Allison pointed out that one 20’x50’ staging area won’t be enough. This will be addressed in an Amendment as well.
8. Someone asked if there is an asphalt spec for patching. There is not. This will be addressed in an Amendment.
9. Jim Coyle asked about tree removal. Kelly stated that the contractor is required to remove trees less than 12” in diameter in the alignment of electrical trenches, as stated in the contract drawings and specifications, including Section 01 27 00 Definition of Contract Line Items and Section 01 35 13 Natural, Cultural, and Resource Protection. All removals are subject to inspection and written approval by park natural resources staff. See Amendment.
10. Jim asked if wide swaths of trees can be cleared. Kelly stated that wide swaths of trees are not to be removed, but only those required in a reasonable width required for trenching, i.e. 8’ +/- in width along trench alignments, as approved in writing by the CO and park natural resources staff as noted above. Jim asked if they can just be removed at ground level and Kelly stated that the root balls need to be removed. Per Specification Section 31 10 00 Site Clearing, organic materials shall not be buried. Methods for root removal is addressed in Specification Section 01 35 13 Natural, Cultural, and Resources Protection.
11. Jim Coyle asked how archeology monitoring is to be managed by park staff. Kelly stated that Yosemite staff will be doing archeological monitoring, but tribal monitoring shall be performed and coordinated by a Contractor hired tribal monitor approved by the CO and park tribal staff. This is addressed in Specification Section 01 35 60 Tribal Cultural Monitoring. Additional monitoring requirements will be addressed in an Amendment.
12. Best Electric asked about RV use and generators. Kelly stated that per the Specs the Contractor is allowed one job trailer and two small self-contained RVs in the old Dog Lake parking lot. Generators may be used for the required temporary power at all times. Generators for RVs and the office trailer may be used during daytime working days and hours (7am and 5pm) and between 5pm and 7pm for RVs. All generators, including those required for back-up power during construction are required to meet noise level requirements and have noise attenuation insulation and features and constructed surrounds as stated in the Contract Specifications, including Sections 01 35 13 Natural, Cultural, and Resources Protection, 01 50 00 Temporary Facilities and Controls, 01 57 90 Noise and Acoustic Management. This will be addressed in an Amendment.
13. Steve Allison asked if all underground conduit is to be Schedule 80 PVC. Kelly said yes, per Contract Drawings including E002 General Electrical Notes, Note 5. Conduit above ground shall be painted Rigid Galvanized Conduit (RGC) per Note 9 on E002 General Electrical Notes.
14. Steve Allison asked how excavated soils are to be handled. Kelly said all unused excavated soils shall be removed from the park per Contract Drawings and Specifications, including Specification Sections 01 35 13 Natural, Cultural, and Physical Resources Protection, 31 10 00 Site Clearing. This applies to all construction waste, including unused excavated soils, organic materials including trees and roots, unused concrete, or concrete washout material. Suitability of soils for backfill shall be determined by the soil composition and gradation data gathered and analyzed by the Contractor hired Geotechnical Testing Agency and approved or disapproved by the CO per Specification Sections 31 23 00 Earthwork and 31 23 33 Trenching, Backfilling, and Compacting for Utilities and Structures.
