About this file
This document is a comprehensive project specification for pavement improvements on Old Mine Road within Delaware Water Gap National Recreation Area in Sussex County, New Jersey. The project involves reconstructing two road segments totaling approximately 3.7 miles (between Mile Markers 26.4 to 26.7 and 29.6 to 32.4), with work including full depth reclamation of existing pavements, resurfacing parking areas, replacing drainage pipes, rehabilitating ditches, installing guardrails, and adding signage and pavement markings.
The project will be executed as a single prime contract with specific environmental and cultural preservation requirements. Notable specifications include using native plant materials, protecting wildlife and archaeological resources, maintaining strict erosion control measures, and implementing comprehensive safety protocols. The work involves detailed surveying, material specifications for concrete, asphalt, and aggregate base course, and adherence to National Park Service guidelines for construction in a sensitive natural environment. The project documents were prepared by HDR Engineering in February 2025, with a focus on minimal environmental disruption and preservation of the park's natural and cultural resources.

1. Work Covered by Contract Documents.
2. Contractor Use of Site.
3. Public Use of Site.
4. Conduct of Operations
5. Work Restrictions.
6. Special Construction Requirements.
7. Soils Investigation Report.
8. Additional Reports.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: The Delaware Water Gap National Recreation Area is located in Pennsylvania and New Jersey. This project is located in Sussex County, New Jersey. The limits of the project are located along Old Mine Road, between Mile Markers 26.4 and 26.7 and Mile Markers 29.6 and 32.4.
B. The Work consists of the following:
1. The Work includes pavement improvements along the segment of Old Mine Road between milepost 26.4 and 26.7 and milepost 29.6 and 32.4 within Delaware Water Gap National Recreation Area. This work includes, but is not limited to: full depth reclamation of existing pavements, resurfacing of existing parking areas, replacement of existing drainage pipes, ditch rehabilitation, guardrail, signing and pavement markings.
C. Project will be constructed under a single prime contract.
1.3 CONTRACTOR USE OF SITE
A. General: Contractor shall have full use of the site for construction operations during the construction period. Contractor's use of the site is limited only by the Government's right to perform work or to retain other contractors on portions of Project.
B. Temporary advanced warning signs shall be installed by the Contractor, as required, to warn of any needed road or other closures during construction and will provide a detour for through traffic.
C. To provide protection for special species of concern that may be present within the limits of the work site, the maximum allowable speed limit during construction activities shall be 15 MPH unless otherwise directed by the CO.
D. Storage of Materials: Staging and parking for vehicles, equipment and materials shall be confined to paved road area inside road closure. Long-term placement of equipment requires additional clearance by the C.O. Storage of any materials or equipment on site shall be at the Contractor’s own risk. The location of additional construction staging areas will be coordinated by the Contractor in consultation
01 11 00 - 2 with the Contracting Officer.
E. Avoid Soil Compaction
1. Avoid compaction from heavy equipment to surrounding area by keeping equipment inside the limits of work specified above. If work outside the limits is necessary do so only when the soil is dry.
2. Compacted soils must be ripped or decompacted post construction to enable vegetation.
3. All disturbances must be returned to grade and any tracks from equipment must be raked out and seeded.
F. Borrow Materials
1. Any fill, rock or topsoil needed from borrow sources shall be obtained from a Government approved source.
G. Check the job site at the end of each day to remove trash, food, and food-related items remaining at the site and disposing of them in an appropriate receptacle.
H. In identifying and determining specific property access limitations the Contractor shall assess necessary clearing activities so that potential specimen trees or other existing resources can be avoided to the extent practical.
I. Tree removal and handling of woody waste shall be performed as indicated in the Contract Documents.
J. All temporary features installed to access construction areas shall be removed upon completion of the work.
K. Preservation of Natural Features:
1. Minimize ground disturbance to the extent possible.
2. Park waterbodies and wetlands cannot be used as a water source for construction activities.
3. No operations should occur within drip area of any tree designated to remain.
4. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Confine all construction activities to within the limits of work shown on the site plans. The Contractor shall avoid any impacts to adjacent wetland areas along Old Mine Road which are clearly defined on the plans and whose limits are flagged in the field.
5. Maintain appropriate erosion and siltation controls throughout construction, and permanently stabilize all exposed soil or fill material at the earliest practicable date.
6. Contractor shall use erosion logs as a perimeter control to control erosion and siltation and avoid impacts to wetland areas and wildlife habitats for sensitive wildlife species.
The erosion logs also provide a barrier to keep wildlife species from becoming trapped in project limits of construction.
7. Provide temporary barriers to protect existing trees and plants and root zones.
8. Do not remove, injure, or destroy trees or other plants without prior Contracting Officer approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.
9. Do not fasten ropes, cables, or guys to existing trees.
10. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
11. Restrict construction equipment to the existing road and/or proposed path corridor to
01 11 00 - 3 avoid impacts on natural resources, including wildlife habitat.
L. Preservation of Cultural Resources:

O. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
1. Where the ground is saturated with water or during periods of freezing and thawing, the
CO may impose further load restrictions or suspend hauling. Space posted speed limit at 500-foot minimum intervals. Do not operate more than 1 loaded hauling vehicle at a time on a bridge.
2. In order to gain access to Old Mine Road and the Park, it is the responsibility of the commercial vehicle operator to present adequate documentation when asked by an NPS patrol ranger. Ensure all commercial vehicle operators, including the Contractor, his employees, and any subcontractors, have the following documentation or form(s):
i. Name and address of the company (or independent) owning the vehicle.

Clean vehicles and equipment offsite and off NPS lands. Show attention to the under carriage and any surface where soil containing exotic seeds may exist like cracks, crevices and tire treads. Wash all construction equipment with a high-pressure washing method to thoroughly remove all dirt, plant, and other foreign material prior to entering the Park. Use a minimum water pressure of 90 pounds per square inch for vehicle cleaning.
Make arrangements for the CO to inspect each piece of equipment before entering the project at least 2 days in advance. The CO will maintain records of inspections. Equipment found operating on the project that has not been inspected, or has oil leaks will be shut down and subject to citation.
P. Construction will be conducted so as to avoid degrading water quality to the maximum extent practicable. Measures will be employed to prevent or control spills of fuels, lubricants, or other contaminants from entering the waterway or wetland. Actions will be consistent with state water quality standards and Clean Water Act Section 401 certification requirements.
