About this file
This document is a Request for Information (RFI) response for the DEWA 251562 Old Mine Road North Construction project, providing clarifications for potential bidders. The RFI addresses specific questions about archaeological protection, access road conditions, and permitting requirements for a project located near Van Ness Road. Key details include: the access road is approximately 1,720 feet long, aggregate base course will be a separate Contract Line Item (CLIN) with a 20 cubic yard base, and cut limbs can be disposed of in the woods. Regarding permits, only the Flood Hazard Area Individual Permit and NJDEP Stormwater Pollution Prevention Permit are currently known to be required. The Flood Hazard Area Individual Permit has not yet been issued, and there is a possibility the permit application may be rescinded due to the absence of wetlands and jurisdictional authority.

1. Spec Section 01 35 13.22 - Archeological Protection includes a soil management chart and Soils Placement Site for excess soils excavated from culturally sensitive zones. The
Soils Placement Site appears to be a mile or so down an access road and per the specifications the contractor is required to fill potholes, cut limbs and maintain the access road throughout the hauling period. For bidding purposes please clarify the following:
a. How long is the access road
The access road [Upper Ridge Rd] is approximately 1,720 feet long of off Van
Ness Road. KMZ location attached.
Kittatinny old tennis courts
b. How many tons of aggregate base course will be required to fill potholes.
Unknown - Contractor to verify quantities
See C
c. If more is needed will any additional material be paid for on a unit price basis?
Aggregate base course will be a separate CLIN with a base of 20 cubic yards.
Contractor shall verify total quantities. Additional quantities can be added as a modification.
d. How many branches need to be cut to provide clear access?
Unknown
e. Do cut limbs need to be disposed of offsite?
No, they may be disposed of neatly in the woods.
f. Can a picture of the access road be provided to show the typical existing conditions.
We unfortunately do not have a photograph and google earth does not have street view of this location.
g. What is the area of access matting needed to get to the Soils Placement Site.
The access area has been filled in by the park.
Access matting can be omitted from this bid.
2. Are any other permits required other than the Flood Hazard Area Individual Permit
(furnished by NPS) and the NJDEP Stormwater Pollution Prevention Permit?
Permitting requirements as we currently understand them are spelled out in
“Project Management and Coordination” section 01 31 00 – 1.9 Permits. No other permits are known to be required at this time. See Section 01 57 23 “Temporary
Storm Water Pollution Prevention”.
3. Do the terms and conditions of the Flood Hazard Area Individual Permit require installation of any temporary protection measures?
E&S is required. Additional protection measures are currently unknown.
4. Please provide a copy of the Flood Hazard Area Individual Permit so we can review the terms and conditions.
Currently, the Flood Hazard Area Individual Permit has not been issued. The onsite
Notice to Proceed will not be granted until the permit is received, and its conditions are fully understood. There is a possibility that the permit application may be rescinded due to the absence of wetlands and jurisdictional authority. Should any additional conditions arise from the permitting agency, the contract will be modified accordingly to address those requirements.
