GAULEY RIVER NATIONAL RECREATION AREA
GLEN JEAN, WV
Well Plugging and Reclamation of One (1) Orphan Well
GARI (NERI) 325969
STATEMENT OF WORK
NATIONAL PARK SERVICE (NPS)
DENVER SERVICE CENTER (DSC)
DECEMBER 2022
Task Order (TO) Number: NPS Contract Number: Page 2 of 7
1.0 INTRODUCTION
This project comprises the plugging of one (1) orphaned gas well and associated surface reclamation, described below.
Mower Lumber #1
Based on observations and on-site inspections, Mower Lumber #1 is an abandoned well located along a ridgeline within Gauley River National Recreation Area. The Mower Lumber was primarily a natural gas well drilled to a depth of 2,070’. The wellsite sits about 2,100’ from the main road (Lucas Road). The access road is lightly overgrown with trees, two (2”) inches to twenty (20”) inches in diameter. There are also large fallen trees crossing the old access road that will need to be pushed aside before equipment can be moved in. The road is firm and appears to be stable enough to allow heavy equipment up to the wellsite with minimal grading and reinforcement in several areas. Regrading and recontouring of the access road are estimated to be less than 1 acre (15’ wide road, 2200’ long).
The wellsite itself has one wellhead, one 200-barrel fluids tank, a separator, and a flowline meter station located toward the edge of the wellsite. Flowlines are below grade on the wellsite but appear to be above grade beyond the wellsite and to the meter station. There are no gates or security fences leading up to the wellsite that could allow curious park visitors into proximity with the abandoned equipment. There are no visible signs of contamination of any sort at the wellsite.
Once the well has been properly plugged the removal of the wellhead, surface piping, buried flowlines to edge of well pad, separator, meter station, and fluid tank is required. The contractor will also remove any other assorted trash or junk related to the oil and gas operation and dispose of it properly outside the boundary of the park. Site reclamation will involve reclaiming approximately 2 acres of previously disturbed area, including the wellsite area and associated access road, by recontouring (if needed) and reseeding with approved native seed mix.
Methane levels must be recorded and monitored before and after the well is plugged. This will be performed by others (i.e., GRD). The Contractor shall coordinate well plugging with methane monitoring.
Archeological monitoring is required as noted below in Paragraph 3.8Cultural and Natural
Resource Protection.
Tree cutting is subject to the timing restrictions noted below in Paragraph 3.8 Cultural and
Natural Resource Protection.

3.4 Emergency Spill Response
See Division 1 Section 01 35 23.10 “Emergency Spill Response” in Attachment B for specific
NPS requirements in the event of a spill.
3.5 Waste Management Plan
The Contractor shall prepare a plan detailing how wastes will be managed both on site and off site. As appropriate and as applicable, this plan shall include any wastewater generated, pumped, or collected as part of any field activities. 3.8 Cultural and Natural Resource Protection
Refer to Specification Sections for detailed requirements for the following cultural resource protections.
• Archaeology: Archeological monitoring by NPS archeologist or paraprofessional archeologist is mandatory during project work. No work involving ground disturbance will be conducted without an archeological monitor present. Protection of archeological resources shall be in accordance with Division 1 Section 01 35 13.22 “Archeological
Protection.”
Refer to Specification Sections for detailed requirements for the following natural resource protections.
• Soils, Topography, Geology: Remove any spilled fluids, materials, or contaminated soils resulting from the plugging procedure and dispose of them in an approved disposal facility outside the park boundary. Cleanup and removal of spills within the contractor's approved area of operations will meet the standards of 36 CFR 9.86, Spill Control and
Emergency Preparedness (Section 01 35 23.10 Emergency Spill Response).
• Soils, Topography, Geology: Grades after construction will not pond water within the boundary of the construction area. Final grades will conform to the natural contours of adjacent areas. The creation of perfectly smooth surfaces should be avoided but areas should be free of hills and gullies. A slight roughness is desirable for vegetation establishment. Seedbed will be approved by the Contracting Officer prior to seeding (Section 31 22 00 Earth Moving).
Task Order (TO) Number: NPS Contract Number: Page 6 of 7
• Water Quality and Hydrology - Equipment: In the event of a fuel or oil leak/spill, the work shall cease immediately, spill containment deployed, and NPS and other jurisdictional authorities shall be called (Section 01 35 23.10 Emergency Spill
Response).
• Vegetation - Native Plantings: Ensure that the disturbance footprint (well pad, access road, staging area) is replanted with appropriate native plant materials and mulched as prescribed by the park biologist (Section 32 92 00 Seed and Seeding).
• Vegetation - Weed/Seed Free: All construction equipment that will leave paved or dirt roads shall be pressure-washed prior to entering the park and shall be clean of any soil, plant matter, or other materials. NPS natural resource specialists or the CO shall inspect the vehicles prior to entry into the park (Section 31 22 00 Earth Moving).
• Rare, Threatened & Endangered Species: To prevent impacts to federally listed bats, ensure that all tree cutting is restricted to the period between November 15 and March 30
(31 10 00 Site Clearing).
The Contractor may request a waiver from the requirements in this section, and the NPS may waive certain requirements, if the NPS agrees that site conditions do not warrant certain requirements.
3.9 Plugging and Abandonment of the Well Bore
The NPS’s goal in plugging is to ensure that oil, gas, brine, or other well fluids do not contaminate the fresh or usable water strata or escape to the surface. Plugging, surface cleanup, and reclamation activities shall be performed according to regulatory standards for Federal wells, specifically, in accordance with the requirements of 43 CFR 3162.3-4 (a) (b) and Bureau of Land
Management Onshore Oil and Gas Order No. 2, or the rules and regulations of the West Virginia
Department of Environmental Protection, whichever is more stringent, unless otherwise specified herein. West Virginia requirements are specifically addressed in the West Virginia Code, Chapter §22 Article 6 Sections 23 and 24, and the West Virginia Legislative Rules Title §35
Series 4 Sections 13 and 14. The removal of all rods, tubing, casing, and liners as necessary to plug and abandon the well in accordance with these regulations is required.
All fluids, salvaged well materials, contaminated soils, debris, and other waste materials that are generated by the Contractor become property of the Contractor. The same shall be removed from within the exterior boundaries of Gauley River National Recreation Area when the plugging operation is complete, and disposed of in accordance with pertinent Federal, state, and local laws.
All operations shall be carried out working through an approved control head in good working order that is attached to the surface casing at all times. No in-ground pits, lined or otherwise, will be used. Saltwater, oils, and sludge generated during the plugging operations may be temporarily stored only in properly constructed and maintained liquid tight tanks. Such materials must be removed at any time the Contractor is requested to do so by the Contracting Officer.
The Contracting Officer reserves the right to halt plugging operations at any time contract specifications are not followed, weather conditions prohibit or impeded satisfactory completion of the contract work, or archeological resources are uncovered during the course of the construction activities.
