About this file
This document is an amendment to a solicitation for plugging oil and gas wells at two national parks. The National Park Service is seeking proposals to plug one well at Cuyahoga Valley National Park in Ohio and one well at New River Gorge National Park and Preserve in West Virginia. The amendment extends the proposal due date to February 3, 2023 and incorporates site visit materials. The small business set-aside contract has a period of performance of 180 days and an estimated value between $1-5 million under NAICS 213112. Offerors are advised to thoroughly review the evaluation criteria and provide details demonstrating their project experience and technical approach in separate technical and price volumes, with the price volume including all required elements. Questions are due by January 26th and proposals are due on February 3rd to the identified contracting contacts.

Solicitation Number 140P2023R0015
January 18 and 19, 2023
Goals
• Provide potential Offerors an opportunity for thorough site investigation (FAR 52.236-3)
• Provide Offerors an opportunity to gain a better understanding, ask questions, and interface.
• Encourage questions and clarifications at any time. Make sure the group can hear. No side-bars.
• You must submit questions in writing for RFI’s to be incorporated into the contract via a solicitation amendment. It is the Offeror’s responsibility to take notes and submit questions by the deadline.
Background
• The project is located at two parks; CUVA and NERI, and work will generally involve (1) improving the well access road, (2) plugging the well to meet State or Bureau of Land Management requirements, (3) removing all equipment, supplies, and trash; and (4) reclaiming the access road and wellsite to NPS standards.
• Expect access roads to be overgrown with trees and shrubs, blocked by downed trees, and in poor condition. The contractor will reopen the road and improve it to accommodate plugging equipment. The contractor will plug the well to ensure that well fluids do not contaminate resources. The wellsites have a wellhead, 200-barrel tank, separator, and flowline meter station. After plugging the well, the contractor will remove and dispose of the wellhead, surface piping, separator, meter station, fluid tank, and all trash related to the well operation. The contractor will also recontour, de-compact, and seed 0.5-acre site and access road.

Evaluation
