CUYAHOGA VALLEY NATIONAL PARK

BRECKSVILLE, OHIO

Well Plugging and Reclamation of Three (3) Orphaned Wells

CUVA 326071

STATEMENT OF WORK

NATIONAL PARK SERVICE (NPS)

DENVER SERVICE CENTER (DSC)

DECEMBER 2022

Task Order (TO) Number: NPS Contract Number: Page 2 of 9

1.0 INTRODUCTION

This project comprises the plugging of three (3) orphaned oil and gas wells and associated surface reclamation, described below.

Dover (FF Hunt)

Based on observations and onsite inspections, the Dover is a shallow oil and gas well with a total depth of 1,708 ft. The wellsite is located along the Ohio & Erie Canal Towpath Trail and is accessible from a public road near the Brandywine Ski Resort property.

The wellhead is above ground with tubing, rods, and beam pump still in place. A tank battery is located 55 ft to the south of the wellhead and pump. The tanks in the battery are half full of production fluids, oil, and water that will need to be removed via a vacuum truck. There are no visible signs of contamination at the site.

The entire site was once surrounded by a tall security fence that has since fallen down in many areas. This leaves the site open to curious park visitors and poses as an attractive nuisance.

On the wellsite itself approximately 25 trees (to be confirmed) will need to be removed to access the well and tank battery. Trees range in size from three (3”) inches to twenty-four (24”) inches diameter. Downed trees and branches may be left on site and placed as directed by the Park.

Once the well is plugged, the removal of the wellhead, beam pump, and backfilling of the cellar and topsoiling are required. The fencing, wellhead, tubing, rods, beam pump, separator, tanks, and other materials on site, including trash and construction debris outside the fencing, will become the property of the contractor and shall be removed from the site and disposed of properly outside the boundary of the park.

Site reclamation will involve reclaiming approximately 0.5 acres of disturbed area, including the staging area, wellsite area and associated access road by recontouring (if needed) and reseeding with approved native seed mix. Also included is clearing trash and debris such as abandoned tracks for amusement rides, and other wooden and metal large objects from an area outside of the immediate well site.

Methane levels must be recorded and monitored before and after the well is plugged. This will be performed by others under a separate contract. The Contractor shall coordinate well plugging with methane monitoring.

Archeological monitoring is required as noted below in Paragraph 3.8 Cultural and Natural

Resource Protection.

Tree cutting is subject to the timing restrictions noted below in Paragraph 3.8 Cultural and

Natural Resource Protection.

Doubler #2 (Kurtz)

The location appears neglected, recently deserted, and abandoned. No signage is present though evidence of recent rig work includes a bundle of 2-3/8” tubing on location. The most recent date of production is unknown, and no owner or responsible party is apparent. This well is on private property covered by an NPS easement. Work at this site must be coordinated with the property owner.

Task Order (TO) Number: NPS Contract Number: Page 3 of 9

The well appears to be constructed of a 4-1/2” string of production casing inside 8-5/8” surface casing. Production tubing (2-3/8”) appears hung from a Larkin type wellhead on the 4-1/2” casing string; no artificial lift equipment is installed. The 8-5/8” casing is bull-nosed or belled around the 4-1/2” production string at surface. The wellhead, production valves, and a gas drier are enclosed in a 4 ft x 4 ft enclosure.

The Doubler #2 is situated in a shallow depression on a slope. Although the area comprising the entire location and surrounding the well is dry, the shallow depression immediately around the wellhead (and extending slightly downslope beyond the enclosure) is marshy with some standing water. Further, gas bubbles were observed percolating to surface through the standing water around the 8-5/8” surface casing. This evidence suggests the wellbore integrity is compromised and the casing is leaking gas to surface.

Within the fenced enclosure, ball valves on the production tubing are closed. A ball valve on a gas sales-line remains open. Gas can be both heard and felt leaking from the top of a gas drier positioned in the flow loop between the wellhead and the gas sales-line. There is also gas actively bubbling through the water and marshy ground that surrounds the wellhead. Gas leaks must be repaired before any work can commence on plugging the well to avoid injuries or damage to park resources.

Methane levels must be recorded and monitored before and after the well is plugged. This work will be performed by others under a separate contract. The Contractor shall coordinate well plugging with methane monitoring.

Once the well is plugged, the removal of the wellhead and backfilling of the cellar and topsoiling are required. The fencing, wellhead, tubing, and other materials on site will become the property of the contractor and shall be removed from the site and disposed of properly outside the boundary of the park.

Site reclamation will involve reclaiming approximately 10,000 SF (0.23 acres) of disturbed area, including the wellsite area and associated access road, by recontouring (if needed) and reseeding with approved native seed mix.

Archeological monitoring is required as noted below in Paragraph 3.8 Cultural and Natural

Resource Protection.

Bender #1

This well is located at the edge of a woods on the east side of a park field. Bender #1 [which shares its name with a nearby active well, the Bender #1 (API# 34-153-22144)] is thought to have been plugged and abandoned. However, the wellhead and trash are still present at the site.

The Contractor shall confirm plugging through both a document investigation with the State of

Ohio records and by physically sounding the exposed casing to determine if a cement plug is at the surface. Determine whether the well is plugged to current acceptable standards. Submit a confirmation of plugging report to NPS Contracting Officer (CO). Provide pricing to reenter the well with a workover rig and replug in the event the well is found to not be plugged to current acceptable standards, which will be paid only if these services are determined to be necessary and are fully executed.

Access to the site will be through an NPS-owned field along the border of the field and the tree line. The field appears to have been the original access route to the well when it was active. The

Task Order (TO) Number: NPS Contract Number: Page 4 of 9 ground along this access route appears stable enough to support the movement of large vehicles to the wellsite. To minimize ground disturbance, soil should be in firm, dry condition when accessed by contractor’s equipment; heavy vehicles should not be driven on ground that is saturated from precipitation.

The site is overgrown with trees, some of which are greater than 6” in diameter on the wellsite.

These trees can remain in place and be protected from Contractor’s operations and equipment if the well does not need work and only site reclamation is taking place. Provide pricing to remove up to 30 trees to allow large vehicles to access the site in the event the well needs to be replugged or requires other repairs, which will be paid only if these services are determined to be necessary and are fully executed.

Trash and debris that litter the site are to be removed and disposed of properly outside the boundary of the park. These materials include old tubing joints, scrap metal, steel posts, and other related trash. The site will not need to be cleared of vegetation if there are no signs of contamination or larger problems. Debris can be hauled away with use of a pickup truck and trailer. Reseed with native vegetation where needed as directed by CO.

Site reclamation will involve reclaiming approximately 1,500 sf of disturbed area at the well pad with approved native seed mix.

Archeological monitoring is required as noted below in Paragraph 3.8 Cultural and Natural

Resource Protection.

Tree cutting is subject to the timing restrictions noted below in Paragraph 3.8 Cultural and

Natural Resource Protection.
