Oil/Gas Well Plugging

Cuyahoga Valley National Park, Peninsula, OH & New River Gorge National Park & Preserve, Glen Jean, WV.

January 31, 2023

1.

Is this to do the down hole work as well as all we do us the surface abandonment work?

Our environmentally friendly process is only for the surface cut and cap portion of the abandonment process. If the contractors that are bidding the project would like to use our services or want pricing, we would gladly do that.

Yes, the scope is for complete reclamation of the site; both plugging the well and surface abandonment.

There will be a site visit, if you want to attend and look at the site, and meet potential Prime contractors. We can also get you a copy of the sign in sheet for the site visit if you want, they may tell you who is looking at it.

2. Are site visits mandatory? Site visits are NOT mandatory.

3.

What is the schedule for the Pre-Proposal

Conference.

See Amendment 01

4.

Is there is a breakdown or a standard bid form that we need to be referencing/using.

The pricing requirement is in Section B, which is page 6 of the

RFP.

One thing to point out is that this is a FAR part 15 solicitation, which makes it a proposal submission, not a FAR part 14 solicitation, which is an invitation for bid (IFB). The instructions for proposal submission starts on page 42.

If you or our company hasn’t submitted a federal proposal before, only bids, it may be worth a phone call to talk through.

The Park Service uses this type of solicitation method because we prefer to award to the best value, not the lowest bidder.

5.

Due to the site visits for both the Cuyahoga Valley

National Park and the Gauley River National

Recreation Area taking place one week before the proposal submittal date, and due to the fact that information gained from the site visits could significantly impact pricing efforts, can the National

Park Service (NPS) extend the proposal due date by one week, to February 3, 2023?

Yes.

6.

Will the NPS allow contractors to submit recently completed (within the last month) past performance questionnaires (PPQ), rather than ask the same client to complete a new PPQ?

Yes.

CUVA 326071 & NERI 325969

7.

Please clarify the period of performance for this project. Is work expected to begin in early 2023, before bat tree restrictions take effect for the summer?

Yes, the tree clearing should be completed by March 31, before the start of the timing restriction on April 1.

8.

Please clarify if this is a design-bid-build or a design-build project? Are the plugging plans the only

“design” piece of this contract?

Design-Bid-Build. Yes, the construction documents issued for this project are all contained within Attachments 1-5; Specs, SOWs, and Maps.

9.

Does the NPS have existing well bore diagrams or well records that can provide more details for the development of the plugging plan? Are contractors expected to use state records and resources?

Wellbore diagrams and other well records could not be located for the wells in CUVA. Well records and schematics are most likely not digitized and need to be requested from state agencies. Records for NERI are incorporated in

Amendment 03.

10.

If no well records exist, or there are not adequate records to develop a plugging plan, will wireline and fishing services be considered as a modification to the contract for the development of plugging plan and procedures?

Yes, the contract would need to be modified if records cannot be located. Without well records the alternative would be to utilize wireline services to plan proper plugging procedures for these wells.

11.

Please verify that trees can be left on-site after clearing, and that branches and stumps will be chipped to ground level, leaving a zero-balance waste for the site.

Yes, per Section 31 10 00 Site Clearing, 3.3 Clearing and

Grubbing

12.

From a pricing standpoint, what are the NPS’ expectations on topsoil quantities that will need to be imported? Can the bidder rely on soils currently on-site, minus contamination by the contractor?

CUVA – No topsoil is available on site, although there is a local topsoil supplier.

NERI – Contractor can rely on existing soil on site, except in case of major contamination by contractor

13.

Does the NPS have a designated borrow area for the sites listed in this proposal?

CUVA – there is no designated borrow area. Foreign borrow, if needed, shall meet requirements in Section 31 20 00 Earth Moving.

NERI – There is no designated borrow area. Per Section 31 20 00 Earth Moving, CO or Park will direct contractor to onsite stockpiles for backfill materials.

14.

Are pre-construction submittals considered part of the Period of Performance? Can the NPS clarify that the NTP will not be issued until pre-construction submittals are approved?

Correct. NTP begins once DIV 01 submittals are received and approved; approximately 30 days from contract award. NTP begins the POP. However, a limited NTP may be issued to commence tree cutting in time for the April 1 deadline for bat restrictions.

15.

In Factor 1 – Experience, will the NPS allow for Team

Partner’s project experience?

Prime may submit subcontractor’s project experience for

Factor 1. However, a lack of demonstrated prime experience, or prior teaming experience with the sub in Factor 1 may net a less favorable value to the GOV. Be sure to consider scope, magnitude, and relevancy when selecting projects for Factor

1.

CUVA 326071 & NERI 325969

16.

Can the Environmental Manager and Site

Superintendent be dual hatted (be the same person) if they meet the requirements defined in the specifications?

Yes, as long as there is no conflict between the roles.

17.

The Doubler #2 (Kurtz) well indicates that coordination with property owner is required. Please provide additional clarification as to what this entails and confirm that the NPS will provide right of entry.

Park will coordinate with property owner for contractor access.

18.

Can the NPS state if there are available utilities at either site that the contractors can use?

There are no available utilities at any sites on this contract.

19.

Can the NPS clarify if the contractors are responsible for conducting utility locates or having a utility company go to each site to check for energized lines?

It is the contractor’s responsibility to conduct utility locates or have a utility company check each site for energized lines.

20.

Can the NPS clarify if the contractor is expected to obtain Department of Transportation (DOT) highway permits as part of this contract?

It is the contractor’s responsibility to obtain DOT highway permits.

21.

Can the NPS clarify if rigs or plug permits are required for each state (Ohio and West Virginia), and if the contractor is responsible for obtaining such permits as part of this contract?

Both Ohio and West Virginia require permits for plugging wells. The permits should be obtained by the contractor as part of the contract.

22.

Can the NPS provide clarification on how proposals are to be submitted? For Volume 1, can we submit one email with three electronic PDF files titled

FACTOR 1 – PROJECT EXPERIENCE, FACTOR 2 –

TECHNICAL APPROACH, FACTOR 3 – PAST

PERFORMANCE attached? Or should the submittal be a .Zip folder titled Volume One with three subfolders, 1 for each factor, that contain the associated documents for each factor?

NPS prefers one (1) PDF for all of Volume 1 contents.

However, due to file size, it may be easier to break them up into separate PDF files or multiple emails. The main thing is not to exceed email file size of 30MB, and to confirm receipt.

23.

For Volume 2, can we submit one email with 8 electronic PDF files titled Table of Contents, SF1442, AMENDMENTS, SECTION B PRICE SCHEDULE, SF 24

BID BOND, SECTION K REPRESENTATIONS AND

CERTIFICATIONS, GENERAL REFERENCES, and

SUBCONTRACTING PERCENTAGE WORKSHEET

attached? Or should the submittal be a .Zip folder titled Volume 2, with 8 subfolders, 1 for each document, that contain the associated documents?

Please clarify.

NPS prefers one (1) PDF for all Volume 2 contents. You might try combining the files and compressing them. Adobe DC should allow you to do that. However, the main goal is to just get all of the contents submitted, so multiple files are ultimately acceptable. Make sure to confirm receipt.

24.

Will the NPS please clarify that the contractor will not have any archeological restrictions when operations begin at the sites?

Refer to SECTION 01 35 13.22 – ARCHEOLOGICAL

PROTECTION. No work involving ground disturbance will be conducted without an archeological monitor present.

25.

What is the weight limit on all the county roads to access the well site? There were three bridge

CUVA 326071 & NERI 325969

crossings to access the locations, what are the weight limits on these bridges?

26.

How much stone should the contractor price for road stabilization of the access road?

Stone quantities are dependent upon contractors means and methods for accomplishing the work. Provide submittal for approval of aggregate. Aggregate at GARI (NERI) shall be native sandstone.

27.

Is the contractor required to leave wet stone at the sites, or should the contractor have that removed?

Contractor must remove all imported stone without removing topsoil.

28. Is work permitted during summer months?

Yes, as long as there is no tree clearing during that time in accordance with restrictions for endangered bats.

29.

To get trees downed prior to the bat restriction window, by what date can NPS have clearing, and grubbing plan completed?

NPS is not preparing a clearing and grubbing plan. Park will mark allowable limits of disturbance and contractor can determine which trees within that area need to be cut.

30. What is the closest fresh water source?

The contractor is responsible for providing any water for its operations. There is no water supply source.

31.

Can we dual hat any of the three required positions

(QCM/SSHO/Site Super)?

Yes, as long as there is no conflict between the roles.

32.

Can our site superintendent be a working site superintendent?

Yes, as long as there is no conflict between the roles.

33.

Does the NERI well site require a Stormwater

Pollution Prevention Plan (SWPPP)?

The reclamation area includes previously disturbed areas, but the new disturbance is not expected to exceed 1 acre, so the applicable requirement is for UPPP.

34.

Dover: Is contractor responsible to clean up all broken concrete stockpiled near the well?

Yes

35.

Dover: Will the ski resort access road be permitted to use, or will the contractor be required to use the tow path trail?

The contractor shall use the ski resort access road. The tow path trail is not suitable for construction access.

36.

Dover: If ski resort access is used, what level of road remediation will be required? If black top repairs are needed, will this be a contract modification?

Contractor shall protect the road from its operations.

37.

Bender: Since the well was gassing at site visit, should the contractor still price, as an option, to plug the well? Or does the NPS want us to provide pricing for plugging in our base bid? Please clarify.

Provide pricing as an option.

38. Is the Contractor responsible for bonding the roads?

Contractor shall provide performance bond for the complete scope of work in contract documents.

39.

For the access road, will stone be required? If yes, do we include the cost as a lump sum or break it out into a separate line item?

Means and methods of getting equipment to the site are the responsibility of the contractor.

CUVA 326071 & NERI 325969

40.

If stone is required, will it need to be removed after the job is completed?

Yes. Contractor must remove all imported stone.

41.

Since the Site Visits were conducted on 18-Jan-2023 and 19-Jan-2023, would you consider an extension for the proposal due date to 6-Feb-2023?

Proposal due date as stated on Amendment.

42.

For factor 2 – Technical approach is there a page limitation?

No

43.

For factor 2 – Technical approach is there a font size requirement?

No

44. Can you provide the SF 24 BID BOND Form?

Please use link below for GSA forms.

https://www.gsa.gov/reference/forms?search_keyword=SF24

45. Can you provide the General References form?

The General References requirement will be removed from the proposal requirements in Amendment 03.

46.

Please confirm "Report on Limitation on

Subcontracting" form is Attachment 11

LmtOnSubconRpt?

Correct.

47.

Is the expectation that we are going to have to import topsoil into any of these sites, and if so, is there a borrow source or will we have to purchase?

CUVA – No topsoil is available on site, although there is a local topsoil supplier.

NERI – Contractor can rely on existing soil on site, except in case of major contamination by contractor

48.

What size is the tank at the Mower Lumber location?

What material is it made of? Is it anticipated to be empty?

Approximately 150- barrel fiberglass tank with some unidentified fluids in bottom of tank (up to the height of rotted/disconnected flow line openings, which are not plugged).

49.

What size are the two tanks at the Dover location?

How full are they estimated to be and what are the contents?

Tanks are approximately 500 barrels each; no estimate is available for how full each tank is.

Is there a list of the bridge weight limits on the county roads?

The contractor is responsible for identifying and complying with county and local road restrictions.

Are aggregates required on the entire length of the access road and if so, is the contractor responsible for disposal of the stone

Extent of aggregate, if needed, is dependent upon contractor’s means and methods for accomplishing the work.

Provide submittal for approval of aggregate. Aggregate at

GARI (NERI) shall be native sandstone.

Will containments be required for plugging equipment?

Yes https://www.gsa.gov/reference/forms?search_keyword=SF24

CUVA 326071 & NERI 325969

In the CUVA SOW provided with the RFP, the well record information table summarizing the well data appears to have the surface casing size for Doubler listed under Dover based on the narratives above in the text. Please clarify and verify that the rest of the information provided on the table is accurate and corresponds to the correct well.

The well record information table should indicate that the surface casing size for Dover is TBD and that Doubler #2 is as described in the narrative.

After viewing the site in WV, if the contractor builds an access road using stone, would the stone have to be removed and the road be reclaimed as per section

32 92 00, or can logs be placed back across the road to prevent any trespassing to the well site.

The stone must be removed, and the surface shall be reclaimed with seeding as specified. Logs should be placed across the road to prevent trespassing but are not a substitute for revegetation.

Per specification section 01 40 00 – 3 – 1.5B

Contractors Quality Control Staff it states 1.

Contractor's Quality Control Supervisor may also perform other duties. 2. Contractor's Quality Control

Supervisor shall be assigned no other duties. Please clarify if the Quality Control Supervisor may also perform other duties.

Yes, as long as there is no conflict between the roles.

Per specification section 32 92 00 – 6 – 3.3 C states

“Do not broadcast or drop seed when wind velocity exceeds 5 mph”. Due to the location of the well sites this speciation would be very difficult to follow, can the wind speed be raised or can this be increased and submitted as a variance in the seeding plan submittal.

Park is not opposed to more flexibility on wind speed as long as specified coverage and establishment are achieved.

What are the weight limits for all bridges from where

Saturday Road and Midland Trail meet at 38.128460, -81.074054 to the end of Lucas Road located at

38.238754, -81.038136. Also from the end of Lucas

Road located at 38.238754, -81.038136 to the intersection of Sunday Road and Miller Ridge Road located at 38.149553, -80.965927.

The contractor is responsible for identifying and complying with county and local road restrictions.

Who will have authority regarding downhole work once plugging begins? Does this fall to the NPS or

State inspectors having jurisdictional authority? If the plugging contractor runs into an issue downhole, do

State inspectors make the call on how to proceed, or does these decisions go through NPS?

NPS
