About this file

This document is an NPS Project Sustainability Checklist for building and non-building projects involving new construction or renovation. It provides instructions and a detailed checklist to assess sustainability features across various categories, including sites, water efficiency, energy/environment, materials, and indoor environmental quality. The checklist covers federal and sustainability requirements, such as the Guiding Principles for Sustainable Federal Buildings, stormwater management, energy performance, recycled content, and occupant health and wellness. The document also includes sections on risk assessment, facility design, and natural hazards. This checklist is to be completed during the predesign and schematic design phases of the project.

The related federal contract opportunity is for the GRCA 250440 Shuttle Bus Facility, solicited by the Department of the Interior National Park Service National Office. The solicitation number is 140P2024R0028. No additional details about the specific products or services required, response dates, award dates, or other contractual terms are provided in the given information.

NPS Project Sustainability Checklist - Instructions
National Park Service (NPS) - Denver Service Center (DSC) | 4-5-23
Building and Non-Building Projects for New Construction or Renovation
1Acronyms and abbreviations used in this checklist are listed below.
2This checklist accounts for progress in meeting federal and sustainability requirements (Guiding Principles).
3

Complete the Project Information, Predesign (PD), and Schematic Design (SD) worksheets. On the PD and SD worksheets, respond with Y (Yes), N (No), or N/A (Not Applicable) for each sustainability feature. Where applicable: complete cells highlighted in yellow; select appropriate options by placing X in the cell to the left of the option; and include a concise explanation of how the requirement is or is not met. The purpose of this checklist, first and foremost, is to record whether sustainability features are included. Therefore, it is not sufficient to indicate a feature is not in the (design or construction) contract. The response should indicate whether this project includes the feature at the particular deliverable stage, and if so, how.

Example:

4All federal requirements must be met for all new buildings and major building renovations. For building renovation projects costing less than 50% of the current replacement value of the building, the project must only comply with federal requirements applicable to the planned work.
5Complying with all 6 Guiding Principles is required for a building to be considered in compliance. Projects meeting certification requirements of LEED (Leadership in Energy & Environmental Design) at any of the four levels may not necessarily be compliant with the Guiding Principles.
6For non-building projects, use this same checklist. For federal requirements that do not apply to this non-building project, indicate with N/A. Non-building projects are defined as construction projects that do not include the construction of a building. Examples may include trailside parking, utility line, and road projects. For projects seeking formal or informal LEED certification, submit a USGBC LEED scorecard.
7Sustainability requirements from 2020 Guiding Principles for Sustainable Federal Buildings are indicated with green.
8Federal Building Performance Standards (BPS) 2022 requires at least 30% of federal buildings, measured by GSF, to achieve zero scope 1 emissions from on-site fossil fuel use through building electrification.

Functional performance testing
Commissioning report
.NPS recommends performing blower door testing on applicable projects to determine overall
tightness of building envelope.
.Blower door test should be performed with a pressure differential between indoors and outdoors of
50 Pascals.
.Resulting building tightness should be 3 to 5 air changes per hour (AC/H). (Curatorial storage
buildings should be 1 AC/H at 50 Pascals.)
.If building falls outside this range, make improvements to building envelope and retest until within
recommended range.
.Infrared thermography could be used in conjunction with blower door testing to identify areas of
air leakage and building components that are significant sources of heat loss/heat gain.
Enhanced CommissioningEnhanced Commissioning
