1. Question: Based on the below note on page 1 of the solicitation, could you explain if this is a strictly small enterprise participation opportunity for business with $45M or less revenue per year?
“This acquisition is being conducted as a total small business set aside using the Two-Phase Design-Build process. The NAICS code and associated small business size standard are 236220, Commercial and Institutional Building Construction, $45.0 million”
If so, is the possibility to partner up with a SBE meeting the threshold a valid option to take participation in the solicitation?
Answer: Yes, it is a small business set aside. You can be a sub as a large business.
2. Question: Where could we find copies (or download) of the documents listed in Part III
List of documents, exhibits and other attachments, we can’t seem to find them in the attachments section in the SAM website under the solicitation?
Answer: I see the attachments on SAM, I did a search for GRCA 250440 and find this:
3. Question: Would a partnership or joint venture agreement qualify besides acting as a
Sub?
Answer: Please see Section L Phase I Volume II Business Proposal requirements of the solicitation.
4. Question: Is there a list of SBE prospective bidders for this project we can review to explore potential Subcontracting/JV opportunities? If so, would you be able to share?
Answer: There is not a list.
