About this file
This is a Hazardous Materials Investigation Report documenting the findings from an asbestos, lead-based paint, and PCB survey conducted at the Grand Canyon South Rim Wastewater Treatment Plant Complex in October 2023. The investigation was performed by CJSeto Support Services, LLC under Task Order 148045100, subcontracted by Jacobs Government Services Company (prime contractor 140P2023D0006) for the National Park Service. The facility, located in Grand Canyon National Park, Arizona, consists of three main buildings (Operations/Admin, Pretreatment, and Reclamation) plus seven storage sheds and six shipping containers. The complex, constructed in the mid-1970s with 1980s renovations, underwent complete building inspections of all reasonably accessible interior, exterior, and roof areas using Polarized Light Microscopy analysis for asbestos samples submitted to EMSL Analytical, Inc.
Key findings identified Asbestos Containing Materials (ACM) requiring abatement prior to demolition or renovation, including Transite panels in the Control Building containing 20% Chrysotile asbestos and black tar sealant over roof flashing containing 2.5% Chrysotile asbestos on multiple buildings. Materials that could not be sampled due to potential damage were assumed to contain asbestos pending rebut sampling. Inaccessible areas include attic spaces, wall cavities, the interior digester area, and electrical system components. The report notes that destructive investigation was not performed, and complete identification of all hazardous materials cannot be guaranteed until renovation or demolition activities commence. Detailed results, photographs, floor plans with sample locations, and analytical laboratory results are provided in attachments.

Introduction:
The National Park Service entered into contract with Jacobs Government Services Company (Jacobs) under Contract 140P2023D0006 in connection with Projects D3167666 NPS GRCA SOUTH RIM WWTP REPL. Jacobs subcontracted the hazardous materials investigation services for the proposed improvements at the South Rim Wastewater Treatment Plant Complex (South Rim WWTP) to CJSeto Support Services, LLC (CJSeto) under Task Order 148045100.
The hazardous materials investigation at the Grand Canyon South Rim Wastewater Treatment Plant Complex (South Rim WWTP) was performed on October 16 - 18, 2023. The hazardous materials investigations were performed by CJSeto personnel:
• Asbestos inspection and sampling; lead-based paint survey and sampling; PCB, and other hazardous materials investigations was performed by Kathryn DeCosta (Indiana Asbestos Inspector License #19A007726, expiration: 10/19/2024; Indiana Lead Inspector License # IND001636, expiration 11/27/2024).
• Lead-based paint sampling and survey was assisted by Gene Conway.
The South Rim WWTP is located approximately 0.5-mile south of the intersection of Well Road and West Rim Drive, in Grand Canyon National Park, Coconino County, Arizona and consists of three main buildings: the Operations/Admin Building, Pretreatment Building, and Reclamation Building, including an attached pipe gallery connecting the Operations Building to the Pretreatment Building adjacent to the aeration tanks. Other adjacent structures including concrete sludge drying beds, aeration tanks, flow equalization basins, clarifiers, seven (7) storage sheds, and six (6) Connex-shipping containers were also included in the scope of this investigation. As-built and other historical drawings indicate that the South Rim WWTP facility was constructed in the mid-70s, with renovations and additions in the 1980s. Building materials appeared homogenous throughout all three main buildings.
The inspections and surveys at the South Rim WWTP were performed as complete building inspections/surveys to include all reasonably accessible interior, exterior, and roof areas of all buildings. Confined spaces such as the interior of tanks and pits were not inspected except visually where possible. This investigation should not be considered the definitive source for the identification of all hazardous materials present at the sites. Materials are often hidden inside pipe chases, inside walls, above ceilings, and are sometimes not discovered until building demolition or renovation is underway. Destructive investigation was not performed during this investigation. The following areas were noted as inaccessible during this investigation:
• Attic spaces under pitched roofs of the Pretreatment and Reclamation BLDGs
• Wall cavity present in the southeast corner of the water lab
• Inside digester area of Pretreatment building
• Exhaust piping inside restroom of Control BLDG may be lined with suspect materials
• Did not inspect electrical system of the building – based on apparent age, it is possible that ACM components such as molded electrical base and arc insulators are present inside fuse/panel boxes and suspect cloth/woven-type wire insulation may be present inside conduit.
Sampling and Inspection Methodology and Inspection Objectives
Asbestos:
Asbestos inspection methodology included a thorough inspection of all reasonably accessible areas within the project scope to cover any suspect building materials that could be disturbed during demolition or renovation activities. Each suspect material identified during the inspection was assigned a Homogeneous Area (HA) number. Bulk samples of any suspect materials observed were collected for laboratory analysis. Asbestos Containing Material (ACM) is defined as a material containing greater than one percent asbestos content. Materials that could not be sampled because sampling would have caused permanent damage to the integrity or functionality of the material or associated component were assumed to contain asbestos. Sampling of assumed ACM must be performed to rebut the assumption. Sample locations and identified ACM locations are illustrated on drawings included in Attachment III.
Bulk samples of suspect materials collected during the inspection were submitted to EMSL Analytical, Inc. (EMSL) in Indianapolis, IN and were analyzed for asbestos using Polarized Light Microscopy (PLM) method EPA600/R-93/116. EMSL is accredited by the United States Department of Commerce, National Institute of Standards and Technology (NVLAP) for Asbestos Fiber Analysis for Bulk and Airborne asbestos analysis. Samples with an initial PLM result of <10% asbestos were point counted. Gravimetric reduction preparation was used for materials with tightly bound matrixes.
This asbestos inspection was performed in accordance with the United States Environmental Protection Agency’s (USEPA) Asbestos National Emission Standard for Hazardous Air Pollutants (NESHAP) – 40 CFR 61 Subpart M. Where applicable, it was also performed in accordance with: Occupational Safety and Health Administration’s (OSHA) Construction Industry Asbestos Standard – 29 CFR1926.1101; and with USEPA’s Asbestos Hazard Emergency Response Act (AHERA) – 40 CFR 763 Subpart E. This inspection meets the definition of a “thorough inspection” set forth by NESHAP as required for commercial buildings prior to intentional burning, building demolition, or renovation. NESHAP requires these inspections regardless of the age of the building.
Lead-based Paint:
The lead-based paint sampling survey methodology included a thorough survey of all painted surfaces within the project scope. A paint chip sample was collected from each different painted surface identified during the survey and then submitted for laboratory analysis. The objective of the survey was to identify all lead-based paint surfaces within the survey scope. Paint was sampled representatively and only one paint sample was collected for multiple locations where the paint was applied and appeared to be homogeneous.
Lead-based paint is defined as paint, varnish, shellac, or other surface coating that contains lead equal to or greater than 5,000 parts per million (ppm).
Paint chip samples collected during the survey were submitted to EMSL and were analyzed for lead in paint using Flame Atomic Absorption (FLAA) method SW 846 7000B. EMSL is accredited by the American Industrial Hygiene Association (AIHA) for lead laboratory services under strict chain of custody protocol.
Bulk paint chips sample of some painted surfaces could not be collected because paint was too thinly applied to collect a sample. These surfaces include factory applied finishes such as powder coats. These surfaces were sampled using 3M Lead-check Swabs that indicate the presence of lead in paint >600 ppm.
The lead-based paint sampling survey was performed in accordance with USEPA’s Lead-based Paint Hazards – 40CFR 745 Subpart D, with OSHA’s Construction Industry Lead Standard – 29 CFR 1926.62, and with the United States Consumer Product Safety Commission 1 CFR 1303.
PCBs and Other Hazardous Materials:
The field investigation for PCBs and other hazardous materials focused on the storage and condition of hazardous materials, universal wastes, radioactive sources, ozone depleting substances, and suspect equipment that could contain PCBs.
Asbestos Findings and Recommendations:
Table I included in Attachment I provides an inspection results summary for asbestos. The table describes all suspect materials identified and sampled during the inspection; provides material locations, quantities, and conditions; and defines the appropriate NESHAP Category of each ACM material identified.
The following ACM may remain in/on the building during demolition/renovation as long as the following apply: the materials to which ACMs are adhered (concrete/wood/metal) are not recycled/reclaimed; the ACMs are removed intact and are declared and disposed of at a construction and demolition (C&D) or asbestos landfill; and the materials are not subjected to cutting, grinding, scraping, abrading, sanding, burning (torch cutting), drilling or any other action that may render the materials friable or create resultant dust that may become airborne: Local and state regulations may require stricter protocols.
• Black tar sealant over flashing around roof penetrations on Control BLDG, Pretreatment BLDG, and Storage BLDG #6 – contains 2.5% Chrysotile asbestos.
The following ACM must be removed (abated) by properly licensed abatement personnel prior to demolition or renovation activities and may not be subjected to cutting, grinding, scraping, abrading, sanding, burning (torch cutting), drilling or any other action that may render the materials friable.
• Transite panels in Control BLDG: exhaust pipe housing in SE corner of restroom (floor to ceiling) and lining the inside of the fume hood along the south wall of the main lab – contains 20% Chrysotile asbestos
The following material contains trace amounts of asbestos (<1.0%) as verified by point count analysis: Because the asbestos content of this material is point count verified below 1%, it is, by definition, not ACM and is therefore exempt under EPA NESHAP regulations for removal by licensed personnel prior to demolition or renovation. Although this material is not classified as ACM and removal would not be classified under OSHA’s definitions of Class I or II asbestos removal, it is not an asbestos-free materials and OSHA’s Construction Industry Standard requires certain provisions for workers disturbing these materials. These provisions are cited in 29 CFR 1926.1101(g)(1)(ii) and (iii) and include proper training, wet methods, dust control measures, and prompt cleanup and disposal of waste in leak tight containers. Employers must ensure that the OSHA Permissible Exposure Levels (PEL) set forth in 29 CFR 1926.1101 are not exceeded.
• Gray flexible sealant around doorframes and lower masonry walls of Operations, Pretreatment, and Reclamation BLDGs
The follow material is assumed ACM and should either be sampled by destructive methods to rebut the assumption, or removed prior to demolition or renovation activities if they could become disturbed during such activities:
• Flexible HVAC duct joints in Control BLDG: basement and south storage room HVAC ductwork; Pretreatment BLDG: HVAC ductwork in blower room;
Reclamation BLDG: on HVAC ductwork
The following materials observed during the inspection were designated as non-suspect for asbestos by the AHERA accredited asbestos inspector. These materials do not contain asbestos:
• Black rubber foam pipe insulation throughout the facility
• Pink fiberglass batt insulation inside walls and above ceilings in attic spaces throughout the facility
• ISO and foam board insulation panels on roof of digester under EPDM rubber membrane
• Metal fire-rated doors containing white Styrofoam insulation
Lead-based Paint Findings and Recommendations:
Table II included in Attachment I provides a survey sampling results summary for paint. The table describes all paint color schemes, locations, laboratory results in ppm, and paint conditions.
Four (4) painted surfaces were identified as lead-based paint.
Peeling and flaking paint should be removed by properly trained and licensed lead abatement contractors. Lead-safe practices should be employed during demolition or renovation activities to ensure that permissible exposure levels (PELs) set forth by OSHA are not exceeded.
Though not paint, leaded pipe fittings in older cast iron drain piping were observed in the Control Building basement below the restroom.
PCBs and Other Hazardous Materials Findings
• All lighting appeared to be newer style LED lights. Though not observed or suspected to be present at the complex, fluorescent light bulbs can contain mercury vapors, these bulbs are identified with a circled “Hg” symbol. In addition, fluorescent lights have internal components, such as ballasts that can contain PCBs. Light housings were not disassembled to determine if ballasts were present. Non-PCB light ballasts are identified with a “No PCBs” sticker. Ballasts without this identification should be assumed to contain PCBs and properly disposed of as Toxic Substances Control Act (TSCA) waste.
• Though not observed, flow measuring equipment such as venturi meters and pressure gauges could contain elemental mercury.
• Radioactive sources: A total of (6) self-luminous exit signs were observed in the Control, Pretreatment, and Reclamation buildings. The U.S. Nuclear Regulatory Commission (NRC) requires that these exit signs are disposed of at licensed low-level radioactive waste disposal facility, or transferred to a specific NRC licensee such as a manufacturer or distributor of tritium exit signs. These signs cannot be disposal of as regular waste.
No other radioactive sources were identified – no ionization smoke detectors, or any kind of smoke/heat detectors were observed at the site.
• The following equipment should be investigated for oils that could potentially contain PCBs:
Forever-Lite Tritium gas self-luminous exit sign in Control BLDG
- Large green pad-mounted transformer on the northeast side of the site. Unit was live and secured during the investigation and the age of the unit could not be determined. Unit should be checked for “No PCBs” labeling on the inside.
- Pre-1979 oil reservoirs inside various air compressors, blower motors, and pumps throughout Control, Pretreatment, and Reclamation buildings.
• The South Rim WWTP complex contains multiple locations of various hazardous materials storage including sodium bisulfate solution, chlorine compressed gas cylinders, aluminum chlorohydrate polymer, and flammables storage. Some of these present a concern based on the condition of the storage areas:
1) Caustic Magnesium Hydroxide storage and residue on floor of Pretreatment BLDG:
