1.3 Location
This project is located at Glen Canyon National Recreation Area (GLCA), Antelope Point District in Arizona.
1.4 Background
Glen Canyon National Recreation Area (GLCA) is predicting that within the near future North Lake Powell will have no operable boat launch ramps due to historically low water levels. Since 2021 the region is experiencing a dry cycle that has resulted in low lake elevations and at times required ramp closures, including the ramp at Antelope Point, though the marina is open. The marina business and valet ramp are also currently closed due to low water. Antelope Point provides an important access point for kayakers visiting Antelope Canyon, as well as large houseboats and other motorized vessels in South Lake Powell. Vessels are able to access this area by boating from the Wahweap Stateline Auxiliary launch ramp, which has been extended with declining water levels. However, there are periodic closures or delays for construction and boilerplate installations.
This project will address low-water lake access at Antelope Point based upon the relocation of the launch ramp to a new deep pool location. The work includes but is not limited to a new launch ramp and parking lots.
1.5 Description
The specific purpose of the project is to ensure long term sustainable lake access at Antelope Point by designing and constructing a new high and low water launch ramp. The ramp will be designed to accommodate lake elevations between 3,445 and 3,700 feet. Due to funding limitations, construction will reach the full design grade, but the actual service elevation will depend on the awarded bid option. This approach ensures that any
DB RFP GLCA 318876 | Page 6 of 61 future extensions can be built without reconstructing any of the ramp completed under this project.Facilities supporting the new ramp include new boat and passenger vehicle parking areas.
Boat Ramp Water Surface Elevation Performance Requirement
The Design-Builder shall design and construct the boat ramp to provide safe, durable, and functional service for launching and retrieving boats across the range of lake surface elevations between 3450 feet and 3700 feet. The design shall account for the geometry, slope, surface treatment, and structural considerations necessary to maintain usability and public safety within this service range.
For purposes of construction planning and risk allocation, the Government establishes a baseline lake surface elevation of 3580 feet as the assumed water surface elevation during design development and construction. The Design-Builder shall base its design, construction sequencing, and cost assumptions on this baseline condition.
Normal Fluctuations (3565–3595 feet): The Design-Builder shall incorporate into its design and construction approach all reasonable measures to accommodate normal lake fluctuations of ±15 feet around the baseline (elevations between 3565 and 3595) without entitlement to adjustment.
Higher Water Levels (>3595 feet): If the lake surface elevation exceeds 3595 feet during or after construction, the Government will consider this a changed condition. The Government may issue a contract modification to extend, adapt, or modify the ramp to maintain function, with equitable adjustment for the benefit of the Design-Builder.
Lower Water Levels (<3565 feet): If the lake surface elevation drops below 3565 feet during or after construction, the Government will consider this a changed condition. The Government may issue a contract modification for credit, scope reduction, or other adjustment for the benefit of the Government.
The Design-Builder shall demonstrate in the design submittals how the ramp geometry, slope, and length achieve safe and effective service between elevations 3450 and 3700, while recognizing that contractual risk for water elevation during construction is tied to 3580 feet as the baseline condition.
To align the project with available funding, a base schedule and optional betterments are evaluated as follows:
BASE SCHEDULE:
CLIN 1 BASE – DESIGN

Consider and include seasonal weather conditions in planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within contract time.
Project Schedule Updates
Monthly updates: Monthly updates of project schedule shall be an integral part and basic element of estimate upon which progress payments shall be made under this contract. If, in judgment of the CO, the DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, the DB Contractor shall be deemed to have not provided required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.
Narrative: Include in report:
Brief description of actual progress made during update period.
Actual and potential delaying activities.
Impediments to progress.
Issues related to inclement weather.
Progress toward established milestones.
Project float.
Brief description of work anticipated to be performed in next month.
Identify minor revisions to schedule for evaluation and if accepted or rejected.
As work progresses, indicate Actual Completion percentage for each activity. If schedule update shows late finish date after contract completion date, at a minimum, include the following in narrative with submission:
DB RFP GLCA 318876 | Page 16 of 61
Known delays.
Actions taken to get back on schedule.
Pending modifications.
Impediments or constraints affecting progress.
Progress Payments: Update currently accepted construction schedule monthly. If DB Contractor fails to provide monthly updates or revisions to currently accepted construction schedule, a portion of monthly payment may be retained until updates/revisions made.
Time Impact Analysis for Contract Modifications, Changes, Delays, and DB Contractor Requests Requirements: When contract modifications or changes are initiated, delays are experienced, or DB Contractor revises project schedule, DB Contractor shall submit to the CO a written time impact analysis illustrating influence of each modification, change, delay, or DB Contractor’s request on the contract time.
Time Extensions: Activity delays shall not automatically mean an extension of contract time is warranted or due to DB Contractor. It is possible that modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of available total float that may exist within an activity chain of the project schedule, thereby not effecting the contract time. Time extensions will be granted according with terms of contract.
Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to extent the equitable time adjustments to activity or activities affected by modification, change, or delay exceeds total (positive or zero) float available on a particular activity.

Endangered Species Act(s) Compliance
California Condor
To mitigate potential impacts to the California Condor and other species, implement the following conservation measures:
NPS will provide all project personnel educational information regarding condors. Prior to beginning work on this project all personnel (prime and subcontractors) entering the project have attended training or reviewed NPS provided materials.
If a condor occurs directly within or near (≤150 feet [46 meters]) the construction site, immediately notify the CO/NPS. Construction activities will be suspended until the condor leaves or NPS and FWS permitted personnel employ techniques that result in the individual condor leaving the area.
Project workers and supervisors will avoid interaction with condors and immediately contact CO/NPS if a condor occurs in the project area. Prohibit project personnel from hazing or harassing condors.
Crews will clean up the construction site at the end of each day (e.g., trash removed, scrap materials picked up) to minimize the likelihood of condors visiting the project site.
All dead animals found within 500 feet (152 meters) of the construction site must be immediately disposed in appropriate containment and removed from the site at the end of each working day to minimize the likelihood of condors visiting the project site.
To prevent water contamination and potential poisoning of condors, the Contractor will develop and implement a spill prevention and cleanup plan.
Razorback Sucker To mitigate potential impacts to the Razorback Sucker and other species, implement the following conservation measures:
Turbidity curtains are required as a barrier around underwater construction areas to prevent suckers and other fish from entering the construction area.
Historic Preservation Act(s) Compliance
DB RFP GLCA 318876 | Page 21 of 61
The DB contractor will support all preconstruction compliance activities by providing design details, site plans, means and methods, best management practices, and so forth, and revising these work products based on agency comments and the results of consultation processes. All work associated with this project will meet the parameters set forth in the NPS Service-wide Programmatic Agreement for NHPA Section 106 Compliance.
Incidental Take License
No Incidental Take Licenses at the federal or state level are anticipated to be needed for this project.
Noise Permit or Variance
The DB Contractor will be responsible for obtaining all necessary noise permits or variances.
Aquatic Invasive Species (AIS) Management Compliance:
DB Contractor will take all prudent steps to prevent the introduction of AIS to park waters and prevent the spread of existing AIS to other waters. All equipment must be “Clean, Drained and Dried” or decontaminated prior to participation and upon completion of activities under this contract.
DB Contractor will work with the NPS AIS Coordinator (colleen_allen@nps.gov) and Alex Popores (alexandria_Popores@nps.gov) to create Hazard Analysis and Critical Control Point (HACCP) plans, determining biological risk, species identification, associated with all equipment, inspection/decontamination guidance and requirements, The HACCP plans will be agreed upon and submitted prior to any activity under this contract for all equipment that will be used in or over water in the park.
HACCP planning for control of AIS is described at Hazard Analysis and Critical Control Point Planning to Prevent the Spread of Invasive Species | U.S. Fish & Wildlife Service (fws.gov)
1. HACCP plan will address ALL equipment utilized for all stages of project from mobilization to de-mobilization and transport back to origins. It will identify the risk of new introductions and containment of existing AIS. The plan will outline legal obligations of inspection and decontamination where appropriate.
2. HACCP plan will outline AIS mitigations for legal transport and disposal of the existing dock structure, to include Certificate of Registration (COR) if transporting through or into Utah, or a variance if transporting to Arizona.
DB Contractor is responsible for informing all personnel and sub-contractors of NPS requirements, state laws regarding AIS, and of the presence of high priority AIS in Glen Canyon, including quagga mussels (Dreissena bugensis), New Zealand mud snails (Potamopyrgus antipodarum), and whirling disease in Lake Powell and the Colorado River below the Glen Canyon Dam.
DB Contractor will prevent work activities under this contract for any equipment that has been used in other waters within 30 days but not decontaminated, is not covered by an NPS approved HACCP Plan, or is in any way out of compliance with these permit requirements or state laws and immediately report the incident to the NPS.
DB Contractor will assure compliance with all laws, specifically including state AIS laws and regulations for all equipment used under this contract. Equipment can include vessels, trailers, barges, tow vehicles, DB RFP GLCA 318876 | Page 22 of 61 tools, and other items associated with the contracted activity. State AIS laws vary widely between states;
the DB Contractor should consider all the applicable requirements carefully and plan ahead.
