RFP 140P2025R0021 Amnd 0003 Q&A

1. Can we ask what set aside will be issued for this project. Could it go ISBEE?

There is no set aside, this is a full and open competition.

2. Due to the time needed to obtain PPQ’s on past projects, we request a two-week extension on the due date.

The response due date will be extended to December 8th, 2025

3. Please verify the current solicitation response is the Phase I Technical Proposal, Volume 1 and also Phase I Volume II, Business Proposal as qualified starting on page 77 of 92 of solicitation.

Correct, this solicitation is for Phase I Volume I and II.

4. If solicitation is for qualification purposes only, please qualify what pricing data, if any, is required in Block 17 of form 1442.

No pricing data is required for Phase I Proposals

5. Does the Phase I, Volume I, Technical Proposal 40 page limit include the questionnaires specified for use in Factors 2 and 3? The exclusions from page limit do not expressly state PEQs and PPQs are excluded from the page count.

No, PEQs and PPQ do not count against the page limit.

6. Please clarify the intent for Past Performance Questionnaires to be included in the

Volume I proposal AS WELL as sent directly to the contracting officer.

The copy in the proposal guarantees the offeror's submission is complete, while the direct submission to the CO ensures the objectivity and confidentiality of the performance information for the evaluation team's use in the source selection process.

It remains the offeror's responsibility to encourage their references to submit the completed questionnaires in a timely manner.

7. Based on the change in criteria for the Past Performance we would like to request a time extension beyond 01 DEC 2025 for submission of proposals. The current extension extends over the Thanksgiving week, which will prove difficult to acquire new PPQs meeting the new criteria.

The response date will be extended to December 8, 2025 under this amendment.

8. We respectfully request a bid date extension from Monday, December 1, to Monday, December 8th.

The response date will be extended to December 8, 2025 under this amendment.

RFP 140P2025R0021 Amnd 0003 Q&A

9. Are Attachment 7, Past Performance Questionnaire and Attachment 6, Project Experience Questionnaire available in pdf fillable format or any other format that will make it easier to fill out?

Both these attachments will be provided as Word documents

10. On the subject procurement there appears to be an inconsistency regarding the period of performance. The SF 1442 lists the period of performance as 1095 calendar days, yet the continuation form (SF 336) lists the period of performance as 03/17/2026 to 08/19/2027, which is 520 calendar days. The amendment 0002 SF 30 also lists the period of performance at 520 days.

The period of performance will be updated through this amendment to reflect a total duration of 1,168 calendar days (821 working days), inclusive of design, construction, and anticipated weather delay days.

11. Section L, Item F on Page 79 of 92 of the solicitation states: "The Phase I page limitation for Volume I, Technical Proposal, is 40 pages, including all graphs, pictures, and informational packets. Not included in the page count are table of contents, section dividers, cover pages, title pages, resumes and the Gantt Chart schedule."

We respectfully request that Factor 3 - Past Performance be excluded from the 40-page limitation as Past Performance Questionnaires and CPARS evaluation reports could exceed 5 or more pages per project. Inclusion of Factor 3 in the page count limitations would significantly restrict our ability to effectively respond to the solicitation requirements of Factor 1 - Technical Approach and Factor 2 - Technical Qualifications.

PEQs and PPQ do not count against the page limit.
