About this file
This is a Request for Proposals (RFP) for a design-build contract for the National Park Service (NPS) – Denver Service Center (DSC) to construct a low water access ramp at Glen Canyon National Recreation Area (GLCA). The project, solicitation number 140P2025R0021, will be awarded through a two-phase design-build selection process with a maximum budget of $76,996,427. In Phase I, up to five offerors will be shortlisted based on their technical approach, qualifications, and past performance. Shortlisted offerors will then submit detailed proposals in Phase II, with the contract being awarded to the offeror providing the best overall value to the government.
The project involves designing and constructing an access roadway, parking area, and boat ramp in a challenging, environmentally sensitive location. Key requirements include managing construction during the park's visitor season, addressing site constraints like limited access and material sourcing, and completing the project by a set end date. Offerors must demonstrate experience with similar projects, including roadway and parking area design, in-water construction, prefabricated metal buildings, and work in sensitive environments. The government will evaluate proposals based on technical approach, key personnel qualifications, project schedule, and price, with technical factors being significantly more important than price.

SECTION M – EVALUATION FACTORS FOR AWARD
A. BASIS FOR AWARD
1. The Government will conduct a source selection using the Two-Phase Design Build Selection Procedures noted in FAR Subpart 36.3 (Phase I) and FAR Part 15 (Phase II).
The Contracting Officer will award a firm fixed price contract to the responsible Offeror whose proposal the Source Selection Authority (SSA) has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price. All evaluation factors, other than price, when combined are significantly more important than approximately equal to price. however, the Contract award shall not exceed the cost limitation described on the SF 1442 above. The intent of this solicitation is to obtain the best proposal within the cost limitation. There is no obligation to approach or match the cost limitation in the offer. After the Government individually evaluates and rates each proposal, the Contracting Officer/SSA will compare proposals to determined which proposal represents the best value. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR Part 15.001. If there is a lower priced, conforming offer(s), the Contracting Officer/SSA must determine that the added value of a more expensive proposal (within the cost limitation) would justify award to that Offeror.
2. As part of the evaluation, the Government will evaluate enhancements in proposals relative to the minimum standards in the RFP to determine if they offer additional value to the Government. In addition, innovations in proposals will be evaluated to determine if creative ideas of the Offeror are a better value to the Government compared to the minimum criteria.
3. Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:
The Government may reject any or all proposals if such action is in the Government’s interest.
The Government may waive informalities and minor irregularities in proposals received.
The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.
B. EVALUATION PROCESS
In each phase, all proposal evaluations will be conducted in strict confidence. The number and identifies of Offerors and proposal contents will be revealed only to individuals involved in the evaluation process. No information will be revealed to other Offerors. The evaluation process is as follows:
Phase I
i. All qualified Offerors were invited to submit Phase 1 proposals consistent with the Instructions to Offerors provision of this solicitation.
ii. Upon receipt of Phase I proposals, the Government will evaluate those proposals against the Phase I evaluation criteria stated to determine the most highly qualified Offerors. A maximum of five (5) Offerors will be selected to move on to Phase II.
Phase II
i. The Government request Phase II Offerors submit a proposal that addresses the Phase II evaluation criteria. Phase II proposals shall be submitted in two volumes. Volume 1 shall address only the Phase II evaluation factors. Volume 2 shall include Offeror’s business proposal.

ii. The Government will evaluate the Phase II Volume 1 proposals against the Phase II evaluation criteria using the Best Value Tradeoff Process defined by FAR Part 15. It is the Government’s intention to award a single fixed price contract to the Offeror whose Phase II proposal provides the best value to the Government.
iii. A Technical Evaluation Panel (TEP) comprised of Government personnel will conduct a technical evaluation of proposals. The TEP will review, evaluate, assess risk, and rate all acceptable proposals against the technical factors contained in this solicitation. The TEP will perform a tradeoff analysis of Volume 1 non-price factors and review Offeror’s price proposal using the Best Value Continuum Tradeoff Process defined at FAR Part 15.1 comparing each proposal’s technical advantages, disadvantages, strengths, weaknesses, risks, and benefits to its proposed pricing. The TEP will make an award recommendation to the Contracting Officer/SSA.
iv. Selection: The Contracting Officer/SSA will select the proposal that provides the overall best value to the
Government, considering all evaluation factors for award. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
C. EVALUATION FACTORS
1. PHASE I – EVALUATION CRITERIA
a. Relative Importance
Non-Price Factors (Technical Proposal):
Factors1-3 are in descending order of importance.
b. Technical Proposal:
FACTOR 1 – TECHNICAL APPROACH: Technical approaches that comply with applicable contract requirements; are realistic, appropriate, and efficient; and demonstrate logic and scope understanding present lower levels of risk and will be more favorably rated. Approaches not demonstrating these attributes present higher levels of risk and will be less favorably rated.
FACTOR 2 – TECHNICAL QUALIFATIONS: will be evaluated for similar size, scope, and complexity and preference will be given to proposals demonstrating (1) capability to successfully complete relevant projects of similar scope and magnitude to this solicitation; (2) technical knowledge and skill required for this solicitation; and (3) effective management, problem solving, communication, coordination, and organization present lower levels of risk and will be more favorably rated. Those not demonstrating these attributes present higher levels of risk and will be less favorably rated.
NOTE: The same projects evaluated for qualifications under this factor shall also be evaluated for Past Performance (Factor #3). Projects determined more relevant under this factor will be given more weight in the past performance evaluation.
FACTOR 3 –PAST PERFORMANCE: Past performance demonstrating higher levels of success and quality on more relevant projects similar in scope and magnitude to this solicitation present lower levels of risk and will be more favorably rated. Projects that are more relevant to the requirements of this solicitation, such as design build experience and steel building construction experience, will be given more weight in the overall past performance rating. Project Experience ratings (Factor 2) will be considered in determining relevancy for projects submitted under this factor. If an offeror has no past performance on similar work relevant to this solicitation, they will be evaluated neither favorably nor unfavorably. Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered. All submitted references may not be contacted. Sources other than submitted references may be contacted. During proposal evaluations, exchanges between the Government and Offerors may occur to clarify the relevance of past performance information and/or address adverse past performance information which an Offeror has not yet had an opportunity to respond to.

A Technical Approach and Qualifications ratings will be assigned as follows per Rating Table 1:
Definitions:
Strength is defined as an aspect of an Offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness is defined as a flaw in the proposal that increases the risk of unsuccessful performance. A significant weakness is a flaw that appreciably increases the risk of unsuccessful contract performance.
Deficiency is defined as a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Recent is defined as a project completed or at least 50% construction progress within five years from the issuance date of this solicitation.
Relevant is defined as the qualifications effort that includes similar size, scope, and complexities this solicitation requires. Effort and complexities are defined by the scope, tasks and requirement’s specifications and attachments. Therefore, projects will be considered not relevant if the qualifications effort did not involve any of the size, scope and complexities required by this solicitation. Projects larger in size, scope and complexity may be considered relevant. Projects should include similar tasks associated with the requirements of this solicitation as determined by the scope of work, specifications/attachments, size, magnitude, complexity and scope, and/or contained similar features, functions, components, systems, and/or project(s) was for a Federal Government, State Government, other public agencies, or private organizations will be considered.
