Vehicles and equipment must remain on hardened surfaces and approved parking/staging areas only, with off-road travel strictly prohibited. The Contractor shall work Monday through Friday, 8:00 a.m. to 5:00 p.m., submit a detailed cleaning schedule and timeline for COR approval prior to work commencement, maintain spill response materials on-site, provide Safety Data Sheets for all products, and comply with NPS Management Policies, Crater Lake Superintendent's Compendium, federal and state environmental laws, and OSHA standards. The Contractor is responsible for all labor, materials, equipment, supervision, employee-related insurance (Workers' Compensation and General Liability), and all costs associated with any spills or damage. Work is subject to Contracting Officer's Representative inspection, and unsatisfactory work must be corrected at no additional cost.

STATEMENT OF WORK (SOW)
Carpet Steam Cleaning Services – Seasonal Housing
Crater Lake National Park (CRLA) National Park Service (NPS)
1. GENERAL
1.1 Description of Services
The Contractor shall provide all labor, supervision, materials, and equipment necessary to perform carpet steam cleaning services in seasonal housing units at Crater Lake National Park. All work shall be performed in accordance with this Statement of Work and applicable National Park Service (NPS) policies, with emphasis on protection of park resources.
1.2 Location
Services shall be performed at designated seasonal housing units within Crater Lake National Park (CRLA), Oregon.
Work locations are identified in:
• Attachment A – Park Overview Map
• Attachment B – Park Headquarters Housing Map
Final unit assignments, staging areas, and access routes will be confirmed by the Contracting Officer’s Representative (COR). The Contractor shall adhere strictly to designated routes and hardened surfaces.
1.3 Period of Performance
March 1 through May 31, 2027. Work is anticipated when units are empty after winter shutdown but before new seasonal staff arrive.
2. SCOPE OF WORK
The Contractor shall clean approximately:
• 8 seasonal housing units which are duplex units.
• Units are 83a/b, 84a/b, 85a/b, 86a/b, 87a/b, 88a/b, 89a/b, 90a/b.
• 18,000 square feet of carpet (estimated)
• Units are expected to NOT be occupied during the POP
Services include:
• Hot water extraction (steam cleaning)
• Spot and stain removal
• Deodorizing (as needed)
• Restoration to a clean, sanitary condition
3. REQUIREMENTS
3.1 Cleaning Standards
• Carpets shall be free of visible dirt, debris, and stains (to the maximum extent practicable).
• No harmful or excessive chemical residue shall remain.
• Carpets shall be sufficiently dried to prevent mold or mildew.
3.2 Furniture Handling
• Contractor shall move furniture as required.
• Furniture shall be protected during operations.
• All furniture must be returned only after carpets are fully dry.

3.3 Environmental Protection Requirements

• Contractor may use cleaning agents necessary to achieve results, including products that are not classified as non-toxic.
• Only non-toxic and biodegradable wastewater may be discharged into park sewage systems.
• Wastewater containing toxic or non-biodegradable substances shall be:
o Collected o Contained o Disposed of off-site in accordance with all regulations
• No discharge to ground, vegetation, storm drains, or waterways is permitted.
3.4 Equipment and Vehicle Restrictions
• Vehicles/equipment must remain on:
o Hardened surfaces o Approved parking/staging areas
• Off-road travel is strictly prohibited.
3.5 Safety and Resource Protection
• Contractor shall protect park resources, infrastructure, and occupants (expected to be empty during POP, however this will be confirmed when scheduling).
• Any damage or incident must be reported immediately to the COR.
3.6 Spill Response Procedures
In the event of a spill or release:
• Immediate Action: Stop and contain spill
• Notification: Notify COR within 1 hour
• Containment: Prevent spread to soil, water, or infrastructure
• Cleanup: Perform proper cleanup and disposal off-site
• Reporting: Submit written report within 24 hours
• Responsibility: Contractor bears all costs and liability
3.7 Hours of Operation
• Work shall be performed Monday through Friday, 8:00 a.m. to 5:00 p.m.
• No work outside these hours without COR approval
• No weekends/holidays unless authorized
• Noncompliance may result in work stoppage
3.8 Pre-Inspection Requirements
• The Contractor shall conduct pre-cleaning inspections of all assigned housing units prior to performing work.
• Inspections shall identify:
o Carpet condition o Stains or damage o Areas requiring special treatment
• The Contractor shall notify the COR of any pre-existing damage or conditions that may affect cleaning results.
• Failure to document pre-existing conditions may result in the Contractor being held responsible for damages.
3.9 Cleaning Schedule and Timeline
• The Contractor shall develop and submit a detailed cleaning schedule and timeline to the COR prior to commencement of work.
• The schedule shall include:
o Unit-by-unit cleaning sequence o Estimated start and completion dates o Daily work hours
• The schedule must be approved by the COR before work begins.
• The Contractor shall update the schedule as needed and notify the COR of any delays or changes.
4. CONTRACTOR RESPONSIBILITIES
The Contractor shall:
• Provide all labor, materials, equipment, and supervision
• Ensure proper training in chemical handling and environmental protection
• Maintain spill response materials on-site
• Coordinate with COR
• Maintain clean work areas
• Comply with OSHA and all regulations
4.1 Insurance Requirements
The Contractor shall be solely responsible for all employee-related insurance, including:
• Workers’ Compensation
• General Liability
• Any legally required coverage
5. SUBMITTALS
Prior to work, Contractor shall provide:
• Safety Data Sheets (SDS) for all products
• Product list identifying:
o Non-toxic/biodegradable materials o Materials requiring off-site disposal
• Proof of insurance (if requested)
• Proposed cleaning schedule and timeline (per Section 3.9)
6. GOVERNMENT RESPONSIBILITIES
The Government will:
• Provide access to units
• Identify routes and staging areas
• Coordinate scheduling via COR
7. INSPECTION AND ACCEPTANCE
• Work is subject to COR inspection
• Unsatisfactory work must be corrected at no additional cost
8. SCHEDULING
• Work scheduled with COR
• Contractor must submit proposed schedule prior to start
9. APPLICABLE REGULATIONS
Contractor shall comply with:
• NPS Management Policies
• Crater Lake Superintendent’s Compendium
• Federal, state, local environmental laws
• OSHA standards
10. POINT OF CONTACT
COR will be designated at time of award.
