About this file
This is a Statement of Work (SOW) for carpet steam cleaning services at Crater Lake National Park seasonal housing units, revised September 9, 2026, issued by the National Park Service.
The Contractor shall provide carpet steam cleaning services for 16 seasonal housing units (8 duplexes, units 83a/b through 90a/b) comprising approximately 18,000 square feet of carpet at Crater Lake National Park, Oregon. The period of performance is March 1 through May 31, 2027, with work expected to occur in one continuous effort over approximately two weeks after winter shutdown ends and before seasonal staff arrival. Services include hot water extraction (steam cleaning), spot and stain removal, deodorizing as needed, and restoration to clean, sanitary condition. Each two-story unit contains three bedrooms with closets, two hallway closets, one hallway, one stairwell with 14 carpeted stairs, and one living room. The Contractor must move furniture from carpeted areas prior to cleaning, protect all furniture during operations, and delay returning heavier furniture items (dressers, bookshelves) until a minimum of 24 hours after cleaning to prevent moisture entrapment and carpet damage. Attachment C lists 464 total furniture items across the units. Cleaned carpets must be free of visible dirt, debris, and stains to the maximum extent practicable, with no harmful chemical residue remaining and sufficient drying to prevent mold or mildew.
The Contractor bears responsibility for all labor, materials, equipment, and supervision, and must submit Safety Data Sheets for all products, a product list identifying non-toxic/biodegradable versus off-site disposal materials, proof of insurance, pre-cleaning inspections of all units, and a detailed cleaning schedule and timeline for COR approval prior to work commencement. Environmental protection requirements mandate that only non-toxic and biodegradable wastewater may be discharged into park sewage systems, with toxic or non-biodegradable wastewater collected, contained, and legally disposed of off-site. Vehicles and equipment must remain on hardened surfaces and approved staging areas with off-road travel strictly prohibited. Work shall be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., without COR approval for other hours. The Contractor must comply with NPS Management Policies, the Crater Lake Superintendent's Compendium, federal and state environmental laws, and OSHA standards. The Contractor is solely responsible for workers' compensation, general liability, and all legally required insurance coverage, and bears all costs and liability for spills or releases, which must be contained, reported to the COR within one hour, and cleaned up with written incident reports submitted within 24 hours.

STATEMENT OF WORK (SOW)
Carpet Steam Cleaning Services – Seasonal Housing
Crater Lake National Park (CRLA) National Park Service (NPS) Revised September 9, 2026
1. GENERAL
1.1 Description of Services
The Contractor shall provide all labor, supervision, materials, and equipment necessary to perform carpet steam cleaning services in seasonal housing units at Crater Lake National Park. All work shall be performed in accordance with this Statement of Work and applicable National Park Service (NPS) policies, with emphasis on protection of park resources.
1.2 Location
Services shall be performed at designated seasonal housing units within Crater Lake National Park (CRLA), Oregon.
Work locations are identified in:
• Attachment A – Park Overview Map
• Attachment B – Park Headquarters Housing Map
Final unit assignments, staging areas, and access routes will be confirmed by the Contracting Officer’s Representative (COR). The Contractor shall adhere strictly to designated routes and hardened surfaces.
1.3 Period of Performance
The anticipated period of performance is March 1 through May 31, 2027. Work is expected to occur after winter shutdown ends and units are empty, but before new seasonal staff arrive.
NPS will reasonably consider potential snow and access conditions when scheduling the work; however, the Contractor is required to complete the work as soon as practicable once the sites become accessible, so units are ready for incoming seasonal employees.
All work shall be performed in one (1) continuous effort from start to completion. Work is estimated to take approximately 2 weeks. The Contractor shall submit a detailed cleaning schedule and timeline to the COR for approval prior to commencement of work (per Section 3.9).
2. SCOPE OF WORK
The Contractor shall clean the following:
• 8 seasonal housing duplexes, each containing 2 units, for a total of 16 units.
• Units are 83a/b, 84a/b, 85a/b, 86a/b, 87a/b, 88a/b, 89a/b, 90a/b.
• Approximately 18,000 square feet of carpet (estimated).
• Units are expected to be unoccupied during the period of performance (POP).
• Carpet material is assumed to be standard synthetic (nylon/polyester blend) broadloom carpet based on visual inspection, compatible with standard hot water extraction (steam) cleaning methods.
• All units are accessed only via the main (ground-level) entrance; interior stairs are used to reach the second floor. No units require exterior stairs, elevated walkways, or exterior stairwells for access.
• Potable water and electricity (standard 120V, 15/20A circuits) are available in each housing unit for
Contractor use during performance.
• In addition to carpet cleaning services, the Contractor shall clean or repair any areas dirtied or damaged as a result of Contractor operations during the course of work.
Each unit spans 2 stories, and includes the following layout:
• Carpeted areas include 3 bedrooms with closets, 2 hallway closets, 1 hallway, 1 stairwell with 14 carpeted stairs leading to the second floor, and 1 living room.
• Non-carpeted (hard-surface flooring) areas — including the first-floor mudroom and the second-floor kitchen and dining room — may be used to temporarily relocate furniture during carpet cleaning.
