About this file
This document is a Questions and Answers (Q&A) attachment for Solicitation No. 140P8426Q0055, issued by the National Park Service for carpet steam cleaning services at Crater Lake National Park seasonal housing units in Klamath County, Oregon. The solicitation requires complete cleaning of all carpeted surfaces in 8 duplex units (16 total units) containing approximately 18,000 square feet of standard synthetic nylon/polyester blend broadloom carpet. The scope includes 16 carpeted staircases with 14 stairs each, 3 bedrooms with closets, 2 hallway closets, hallways, and living rooms per typical unit. Work shall be performed in one continuous effort between March 1 and May 31, 2027, estimated to take approximately two weeks, with all eight duplexes available consecutively. The contractor must be a small business concern and may propose technical subcontractors, whose experience and past performance will be evaluated alongside the prime contractor.
Operational requirements include: water and standard 120V, 15/20A electrical service available at units; approximately 100 feet of extraction hose sufficient to reach all carpeted areas from staging locations; furniture must remain inside units during cleaning and relocated only to hard-surface areas (mudroom, kitchen, dining room); no exterior window or grate cleaning required unless contractor-caused soiling occurs; pre-cleaning inspections and detailed cleaning schedule subject to Contracting Officer's Representative approval required prior to work commencement; non-toxic/biodegradable wastewater may be disposed in unit drains while toxic materials must be transported off-site per applicable regulations; contractor responsible for all lodging costs (NPS housing unavailable); and contractor liable for repair or replacement of any furniture damaged during operations. The NPS will reasonably consider snow and access conditions when scheduling but requires completion as soon as practicable once sites become accessible for incoming seasonal employees.

SOLICITATION NO. 140P8426Q0055
CARPET STEAM CLEANING SERVICES IN SEASONAL HOUSING UNITS
CRATER LAKE NATIONAL PARK
KLAMATH COUNTY, OREGON
QUESTIONS AND ANSWERS RECEIVED TO DATE:
Site Visit (9/3) Questions
1. Will water and electricity be turned on in the unit?
NPS Response: Yes
2. Are there enough breakers available to run multiple pieces of equipment?
NPS Response: Yes — standard 120V, 15/20A circuits are available with enough capacity to run multiple pieces of equipment at the same time.
3. If exterior window cleaning is necessary will contractor be responsible for window grates?
NPS Response: Refer to the Statement of Work for requirements. Window cleaning is not required, unless the contractor soils the windows or grates during the course of work, in which case the contractor is responsible for cleaning them.
4. Will the Contractor be able to operate heating systems?
NPS Response: Yes, furnaces can be utilized in coordination with Contracting Officer’s Representative.
5. What is the material of the carpet?
NPS Response: Carpet material is not specified by owner; assumed to be standard synthetic (nylon/polyester blend) broadloom carpet based on visual inspection, compatible with standard hot water extraction (steam) cleaning methods.
6. Are there options for places to stay?
NPS Response: See answer 33.
7. If the mudroom or balcony must be cleaned what is the standard of that cleaning?
NPS Response: If the contractor dirties the balcony or mudroom during cleaning, they shall sweep, mop, and remove stains as necessary.
8. Will there be freshwater?
NPS Response: Yes. See answers 1, 2, 3, 18, and 19.
9. What amperage are in the units for power?
Solicitation No. 140P84426Q0055, Attachment No. 05
NPS Response: Standard 120 volts. 15/20amp
10. Can the furniture be moved around in the unit or must be moved outside?
NPS Response: See answers to 23, 27, and 35. Furniture shall remain inside the unit during cleaning. Acceptable locations to temporarily relocate furniture prior to carpet cleaning include any area with hard-surface flooring, such as the first-floor mudroom and the second-floor kitchen and dining room.
11. Are water bibs? Available for use in washroom?
NPS Response: Yes, spigots for washers can be used.
12. Will walkways be cleared of snow?
NPS Response: Yes.
13. Will there be drains available outside of the unit for disposal of "green" cleaners?
NPS Response: No, Contractor shall use drains inside units for non-toxic/bio materials.
Additional Questions Received
14. Are seasonal housing duplexes 83A/B through 90A/B single-story or multi-story? If any are multi-story, approximately how many interior carpeted staircases are included in the cleaning scope?
NPS Response: The 8 seasonal housing duplexes are multi-story (2 stories each). Each duplex contains 2 units, for a total of 16 units. Each unit contains 1 staircase leading to the second floor with 14 carpeted stairs. Therefore, 16 carpeted staircases are included in the cleaning scope.
15. Are any individual housing units accessed by exterior stairs, elevated walkways, or exterior stairwells? If so, approximately how many units require this type of access?
NPS Response: No. All units are accessed only via the main (ground-level) entrance;
interior stairs are used to reach the second floor. No units require exterior stairs, elevated walkways, or exterior stairwells for access.
16. Approximately how close will contractor vehicles and truck/trailer-mounted hot-water extraction equipment be permitted to stage relative to each duplex? Would approximately 100 feet of extraction hose generally be sufficient to reach the furthest carpeted areas from the approved staging locations?
NPS Response: Yes, approximately 100 feet of extraction hose should be sufficient to reach all carpeted areas within each duplex from the approved staging location.
However, quoters are responsible for field verifying actual site conditions prior to submitting their quote, and no price adjustments will be made for conditions that were known or discoverable at the time of quoting. Equipment may be brought in through either the first-floor (ground-level) entrance or the second-story balcony (elevated, not ground-level access), whichever the Contractor determines is most practical for their equipment.
17. The SOW states that wastewater generated from approved non-toxic/biodegradable cleaning products may be discharged into park sewage systems. Will a designated sanitary-sewer disposal location be available for contractor use, or should the contractor plan to contain and transport all carpet-cleaning wastewater off-site?
NPS Response: Non-toxic, biodegradable materials may be disposed of in the housing units' drains. Toxic materials must be transported off-site and legally disposed of outside the park, as required by the Statement of Work.
18. Will potable water be available at or immediately adjacent to the seasonal housing units for filling and operating commercial hot-water extraction equipment? If water is available, are there standard exterior hose connections accessible to the contractor?
NPS Response: Each unit will have potable water available for Contractor use in performing the work. Interior water connections are available.
19. Will functional water and electricity be available at each housing unit for contractor use during performance? Please identify any access, staging, or equipment restrictions beyond those stated in the Statement of Work.
NPS Response: Yes, functional water and standard 120V electricity are available at each housing unit for contractor use during performance. Hose connections are available in the washrooms.
20. If any personal belongings or other unlisted contents are left behind from seasonal staff, will the contractor be expected to clear/dispose of them?
NPS Response: No personal belongings or other unlisted contents are anticipated. If any are encountered, the Contractor shall contact the Contracting Officer's Representative for direction and NPS resolution.
21. Will NPS consider the relevant experience and past-performance references of a proposed technical subcontractor such as Celestial Carpet Cleaning as part of Bethel Enterprises’ submission?
NPS Response: Yes, NPS will consider the relevant experience and past-performance references of a proposed technical subcontractor as part of your quote submission. In this case, complete a separate "Experience and Past Performance" form (or similar format) for the prime contractor and for each proposed subcontractor. The form is available in the solicitation package at SAM.gov.
22. We understand that the site visit is scheduled for September 3. If we are unable to attend in person, will any site-visit notes, photographs, questions, or answers be distributed to prospective quoters afterward?
https://sam.gov/workspace/contract/opp/3ab2070aff4742eb8cd44027ac715689/view
NPS Response: Yes. The NPS CO intends to publish the site visit sign-in sheets, any notes, and NPS responses to all questions received.
23. Is the contractor responsible for moving furniture or furnishings as needed to access all carpeted areas? If so, can NPS provide or confirm the furniture inventory/count by unit?
NPS Response: See answers to 10, 27, and 35. The Statement of Work provides furniture count totals. The Contractor shall move any furniture located on carpeted surfaces prior to cleaning those surfaces. Furniture shall remain inside the unit during cleaning. Acceptable locations to temporarily relocate furniture prior to carpet cleaning include any area with hard-surface flooring, such as the first-floor mudroom and the second-floor kitchen and dining room. The Contractor shall protect all furniture during operations. The Contractor shall be responsible for the repair or replacement of any furniture damaged as a result of Contractor operations.
24. Are the eight seasonal duplex units primarily individual bedrooms/living areas, or are there any large open carpeted spaces that should be considered for production planning?
NPS Response: The typical duplex unit consists of 3 bedrooms with closets, 2 hallway closets, 1 hallway, 1 stairwell with 14 carpeted stairs, and 1 living room. There are 16 units total.
25. Are there fixed required cleaning dates, or may performance be scheduled at any time within the March 1–May 31, 2027 performance window?
NPS Response: Per the Statement of Work, the anticipated period of performance is March 1 through May 31, 2027. All work shall be performed in one (1) continuous effort from start to completion. Work is anticipated to occur after winter shutdown ends and units are empty, but before new seasonal staff arrive. NPS will reasonably consider potential snow and access conditions when scheduling the work; however, the Contractor is required to complete the work as soon as practicable once the sites become accessible, so units are ready for incoming seasonal employees.
26. Would NPS allow the work to be scheduled closer to May due to potential snow and access conditions earlier in the performance period?
NPS Response: NPS will reasonably consider potential snow and access conditions when scheduling the work. However, the Contractor is required to complete the work as soon as practicable once winter shutdown ends and the sites become accessible, so units are ready for incoming seasonal employees.
27. If a contractor has sufficient crew and equipment, is completion of the work in one day acceptable, provided all SOW requirements are met?
NPS Response: All work shall be performed in one (1) continuous effort from start to completion. Work is estimated to take approximately 2 weeks. The Contractor shall determine the means and methods necessary to complete the work in accordance with all contract requirements.
As required by the Statement of Work (SOW), the Contractor shall conduct and submit pre-cleaning inspections of all assigned housing units prior to performing work.
The Contractor is also required to develop and submit a detailed cleaning schedule and timeline to the COR for review and approval prior to commencement of work. The schedule shall include the unit-by-unit cleaning sequence, estimated start and completion dates, and daily work hours, and must be approved by the COR before work begins.
The Contractor shall move any furniture located on carpeted surfaces prior to cleaning those surfaces. Furniture shall not be returned to carpeted areas until the carpet is fully dry, defined as “dry to the touch” with a moisture meter reading at or near ambient baseline levels. Heavier furniture items (e.g., dressers, bookshelves) shall not be returned until a minimum of 24 hours has elapsed after cleaning, regardless of meter reading, to prevent moisture entrapment and carpet damage. Also see answers to 10, 23, and 35.
28. Is there adequate access and parking for a truck with a trailer near the seasonal housing units?
NPS Response: Yes.
29. Are there any known road closures, chain requirements, seasonal vehicle restrictions, or other access limitations contractors should factor into pricing?
NPS Response: Chains are required if snow is present on roadways. Visit the NPS-maintained website (https://www.nps.gov/crla/planyourvisit/directions.htm) for alerts, closures, and seasonal access information (for example, the South Entrance to the park is open year-round). NPS always maintains an open road through the project housing area.
30. If our local expert is unable to attend the September 3 site visit, can an alternate walkthrough date be arranged before quotations are due?
NPS Response: Yes, an additional visit is scheduled for September 10, 2026 at 10:00 a.m. PDT. RSVP to alanna_gardner@ios.doi.gov.
31. Odors/Stains: Does the Government have any information regarding known areas of heavy staining, urine contamination, or particularly strong odors within the seasonal housing units that may require additional treatment beyond standard carpet steam cleaning and deodorizing?
NPS Response: Seasonal housing does not allow pets, except for service animals or approved emotional support animals. Any staining present is minor and most commonly found near entryways.
32. Wastewater Disposal: The SOW states that nontoxic and biodegradable wastewater may be discharged into the park sewage system, while toxic or non-biodegradable wastewater must be collected and disposed of off-site. Is there an approved location or https://www.nps.gov/crla/planyourvisit/directions.htm facility near Crater Lake National Park where the contractor may dispose of wastewater that requires off-site disposal? If so, are there any associated disposal fees or requirements we should account for?
NPS Response: The Contractor shall be solely responsible for determining the means and methods to collect, contain, and dispose of wastewater containing toxic or non-biodegradable substances off-site, in accordance with all applicable regulations.
33. Contractor Lodging: If the work requires more than one day to complete, does the National Park Service provide or make available any lodging for contractors/subcontractors, or should the contractor include the cost of lodging in its pricing?
NPS Response: NPS housing is not available. Contractors shall account for lodging costs as needed in their quote/proposal. Dry RV/camper parking may be made available on a case-by-case basis but shall not be assumed or relied upon for pricing purposes.
34. Can the Government confirm whether the estimated 18,000 square feet represents the total carpeted area expected to be cleaned under the firm-fixed-price requirement?
NPS Response: Complete cleaning of all carpeted surfaces in the 8 duplex units is required under this firm-fixed-price contract. The Government estimates 18,000 SF of carpet; quoters are responsible for field verifying actual site conditions prior to submitting their quote. No price adjustments will be made for conditions that were known or discoverable at the time of quoting.
35. Will all furniture listed in Attachment C remain in the units during cleaning, and should contractors assume all listed furniture may require moving and replacement?
NPS Response: See answers 10, 23, and 27. Furniture shall remain inside the unit during cleaning. Acceptable locations to temporarily relocate furniture prior to carpet cleaning include any area with hard-surface flooring, such as the first-floor mudroom and the second-floor kitchen and dining room.
36. Is there an approved location within the park for disposal of non-toxic/biodegradable carpet-cleaning wastewater?
NPS Response: See answers 13 and 17.
37. Are contractors required to provide their own water and electrical power, or will water and electricity be available at the housing units?
NPS Response: See answers 1, 2, 3, 18, and 19. Water and electricity will be available at the housing units.
38. Is there a minimum number of technicians or any required completion timeframe within the March 1 through May 31, 2027 period?
NPS Response: See answers 25 and 27.
39. Will all eight duplex units be available consecutively, or should contractors anticipate multiple mobilizations during the performance period?
NPS Response: See answers 25 and 26. All eight duplexed will be available consecutively. All work shall be performed in one (1) continuous effort from start to completion.
40. Is there an incumbent contractor currently providing carpet-cleaning services for these seasonal housing units? If so, can the Government provide the incumbent contractor's name and prior contract/purchase order number?
NPS Response: No.
41. For purposes of relevant experience and past performance evaluation, will the Government consider the experience of key personnel and/or proposed subcontractors where the prime contractor has limited corporate past performance?
NPS Response: As stated in the solicitation, in the case of a quoter without a record of past performance or for whom information on past performance is not available, the quoter will not be evaluated favorably or unfavorably on past performance. Also see answers 21 and 42.
42. Please confirm whether there are any subcontracting or self-performance requirements applicable to this acquisition beyond the clauses incorporated into the solicitation.
NPS Response: No, there are not. The prime contractor must be a small business concern. Also see answers 21 and 41.
